Roll Call Present: Council: Mayor Micah Cawley, presiding, Assistant Mayor Maureen Adkison, Council Members Sara Bristol, Kathy Coffey, Rick Ensey, Dave Ettl and Bill Lover County Commissioners: Kevin Bouchey, Rand Elliott and Mike Leita Staff: Interim City Manager Morales and City Clerk Claar Tee 2. City /County Airport Issues A. Financial Reports B. Operating Agreement C. Property Issues D. Long Range Planning The City Council and County Commissioners discussed the Airport Issues. Yakima County Chief Financial Officer Craig Warner reported on the Airport Finances and distributed a budget document, which he reviewed with Council and the Commissioners, noting the Airport is estimated to run at a $90,000 loss for 2012. Commissioner Leita noted with the County taking over the Airport finances, there is now clarity on how the Airport is doing. Commissioner Elliott related some good things happening at the Airport including one -time income which the Airport will be receiving this year. Mayor Cawley questioned whether the City and County are happy with the Joint Air Terminal Operating Agreement (JOA). Airport Board Chairman Bill Wheeler feels there should be a meeting of City, County and Airport Board representatives to discuss possible amendments to the JOA. Chairman Wheeler also reported on some positive issues with the Airport, including the resolution of some litigation. Interim City Manager Morales noted there are little things that could be better clarified on the JOA such as listing the County Treasurer as responsible for the Airport finances. If the City and County are not going to recover their expenses related to the Airport, he thinks it should be spelled out in the JOA. Mayor Cawley shared that the City has additional hard costs with Police and Fire. Commissioner Elliott advised that the Airport Board approved a contract for an appraisal of Page 1 of 2 property across Washington Avenue from the Terminal in order to go forward with a property sale. In addition, there appears to be an agreement on the former Nolan Decoto property. It was the consensus of the City Council and the County Commissioners that Assistant Mayor Adkison and Council Members Coffey and Lover would meet with Commissioner Elliott and Airport representatives to discuss amendments to the JOA as well as the Airport Master Plan. Chairman Wheeler advised the Airport Master Plan is currently being conducted by the FAA and will need approval from the Airport, City, County and Union Gap. The County Commissioners adjourned from the meeting at 11:06 a.m. 3. Questions for National Citizen Survey Council members discussed the three questions to be added to the National Citizen Survey It was Council consensus to add questions relating to: Transportation Benefit District, Aquatics Facility and Recycling. 4. Adjournment The meeting adjourned at 11:33 a.m to the next Council Business meeting on June 5, 2012 at 6 p.m. in the Council Chambers Motion: Adjourn, Moved by Council Member Rick Ensey, Seconded by Assistant Mayor Maureen Adkison.
