Members Sara Bristol, Kathy Coffey, Rick Ensey, Dave Ettl and Bill Lover

Guest: Incoming City Manager Tony O'Rourke
2. Discussion with incoming City Manager Tony O'Rourke
Incoming City Manager Tony O'Rourke discussed his first -year game plan with Council, which
includes: citizen survey, employee survey, strategic plan FY 2013 -2017, business plan FY 2013,
five -year financial plan FY 2013 -2018, communications /marketing team, organizational
management/business model review, process review and quality initiative plan.
Other ideas and opportunities Mr. O'Rourke reported are as follows- community visioning
exercise, gang initiatives /resource allocation, regional fire authority, regional 9 -1 -1 dispatch
center, cascade mill district/east -west corridor, Martin Luther King underpass, capitol
improvement plan, succession planning, city /county jail, police training /education tuition
incentive, indigent defense rule change, information systems technology, employee health
plan /risk management, general fund reserve balances, downtown development, airport growth,
infrastructure investments, higher education assets /opportunities and joint city /county issues
Council expressed their enthusiasm with Mr. O'Rourke's plans. Council Member Coffey noted
everyone needs to be realistic about their expectations, especially since the 2013 budget needs
to be adopted by the end of the year. Mr. O'Rourke noted he is excited to make a difference and
the most critical element is the political will of the Council.
3. Adjournment
The meeting adjourned at 11:41 a.m. to the next Council Business meeting on June 5, 2012 at 6
p.m in the Council Chambers.
Motion: Adjourn, Moved by Council Member Rick Ensey, Seconded by Council Member Kathy
Coffey. Carried 7 -0. Council Members voting Aye: Adkison , Bristol, Cawley, Coffey, Ensey,
Ettl , Lover .
