SUMMARY EXPLANATION:
The Six -year Transportation Improvement Program (TIP) is a list developed by the City that
includes all of its transportation related projects. The City's existing six -year TIP has a list of
projects that amount to around $175 million. Only projects that are on the list are eligible for
federal and state funding.
Each year near the end of June, the City is required by RCW 35.77.010 and RCW
36.81.121 to update its six -year TIP for submittal to the Washington State Department of
Transportation. This plan must include all transportation projects for which state gas tax
revenue of federal revenue will be used. Once the TIP has been approved by the City
Council, it is then added to the Statewide Transportation Improvement Program (STIP).
Only projects that are listed on the STIP can be approved by the Federal Highway
Administration (FHWA) and the Federal Transit Administration (FTA) to utilize federal funds.
The STIP is a prioritized program of transportation projects, complied from local and
regional plans, along with the Washington Transportation System Plan (WTP), which
provides a backbone for developing projects for the intermodal transportation network in the
State of Washington.
Once established, the STIP can be amended at anytime during the year to add projects so
that they become available for federal or state funding. The first step to amend the STIP is
for the City to amend its six -year TIP.
Attached is a copy of the proposed amendment to the City's 2012 - 2017 Six -Year
Transportation Improvement Plan. The proposed amendment would modify the amount and
types of funding that will be used to construct the Yakima Grade Separations, Phase 3 -
Martin Luther King, Jr. Boulevard Underpass, and add three projects that have recently
received grant funding. The three projects are: Nob Hill Boulevard /1st Street Corridor Safety
Improvements; Lincoln Avenue Corridor Safety - N. 32nd Avenue to N. 5th Avenue; and,
Citywide Safety Improvements.

RESOLUTION NO. R -2012-
A RESOLUTION to amend the Six -year Transportation Improvement Program (TIP) for
the period of 2012 through 2017 to include projects affecting the City's
Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six -year
TIP for the construction or repair of streets in the City of Yakima for the ensuing six year
period, all as contemplated and required by State RCW 35.77.010 and applicable Federal
law, and
WHEREAS, the City of Yakima desires to amend the adopted 6 -Year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the 6 -Year TIP, and
WHEREAS, this amendment is limited to incorporation of the projects listed in 6 -Year
Transportation Improvement Plan for the period of 2012 to 2017 to the Capital Facilities
Element of the Yakima Urban Area Comprehensive Plan, which is contemplated and
provided under RCW 36.70A.130(2B) and RCW 35.77.010, and
WHEREAS, a public hearing has been held by the Yakima City Council on amending
the 6 -Year Transportation Improvement Plan on Tuesday, June 19, 2012, with proper public
notice as required by RCW 35.77.010
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted 6 -Year Transportation Improvement Plan for the period of 2012 through 2017
for the City of Yakima, shall be amended to include the project as shown on the attached Six
Year Transportation Improvement Program spreadsheet.
