A RESOLUTION authorizing and directing the City Manager to execute a Municipal
Stormwater Capacity Grant Amendment Agreement with the Department
of Ecology
WHEREAS, the City has an extensive stormwater infrastructure to maintain for the
collection, transportation, and treatment of surface water (stormwater); and
WHEREAS, the City's regulatory obligation with the Department of Ecology (Ecology) is
in accordance with the Eastern Washington Phase II Municipal Stormwater Permit and the
Underground Injection Control (UIC) Program; and
WHEREAS, Ecology has awarded the City an additional $50,000 in grant funds provided
by the State Legislature from the Local Toxics Control Account to be used for the Municipal
Stormwater Capacity Grant project; and
WHEREAS, the grant funds are being provided by Ecology to assist communities to
comply with the provisions of the National Pollutant Discharge Elimination System (NPDES)
Municipal Stormwater Phase II permits and to improve and protect water quality; and
WHEREAS, the grant funds are to be utilized in the planning, implementation, or
management of municipal stormwater programs, and;
WHEREAS, it is in the best interest of the City to utilize the grant funds to offset current
costs in conducting its stormwater compliance activities; now therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute the Municipal
Stormwater Capacity Grant Amendment Agreement with the Department of Ecology in the
amount of Fifty Thousand Dollars ($50,000)

AND
CITY OF YAKIMA
PURPOSE: To amend the above - referenced grant agreement between the Department of
Ecology [DEPARTMENT] and the City of Yakima [RECIPIENT] for the Municipal Stormwater
Capacity Grant Project. This amendment is needed to increase budget for Phase II community
NPDES Permit Activities by $50,000 and extend the expiration date of the grant agreement.
IT IS MUTUALLY AGREED that the grant agreement is amended as follows:
PART I. GENERAL INFORMATION
The general information shall be modified as follows:
a. The expiration date is extended from June 30, 2012 to June 30, 2013.
PART IV. PROJECT BUDGET
1. The project budget shall be modified as followed:
FURTHER, this amendment shall be effective upon the date of signature by the Water Quality
Program Manager of the DEPARTMENT.

Except as expressly provided by this amendment, all other terms and conditions of the original
grant agreement and all amendments remain in full force and effect.

SUMMARY EXPLANATION:
The City of Yakima was awarded a Municipal Stormwater Capacity Grant Amendment in the
amount of $50,000 from the Department of Ecology (Ecology). The grant funds are being
provided by Ecology to assist communities to comply with the provisions of the National
Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Phase II permits
and to improve and protect water quality. These funds are to be utilized in the planning,
implementation, or management of municipal stormwater programs. Stormwater facility
construction projects are not eligible. The Municipal Stormwater Capacity Grant Amendment
Agreement has been enclosed.

OVERVIEW DESCRIPTION OF PROJECT: This grant provided funds for the
implementation and management of the Stormwater Program and could be used for any tasks
related to this. Most of the funds were spent on opening up covered storm drain manholes,
surveying storm drain manholes, cleaning storm drain pipe, catch basins and manholes for the
drainage area outfalling to Buchanan Lake, and installing a large vault with trash screen for the
storm drain line going to Buchanan Lake.
OUTCOME: Much of the grant was spent to provide water quality benefits for Buchanan Lake,
which has a 30 -inch City of Yakima storm drain line outfall into the lake. To this end, the
following work was completed using grant funds:
• 10 miles of storm drain pipeline, 230 catch basins and 62 storm drain manholes contained
within the drainage system to Buchanan Lake outfall were cleaned and spot checked with
our television equipment.
• BMP informational letters were mailed to businesses adjacent to storm drains that drain
into the outfall for Buchanan Lake.
• A concrete vault with trash intercepting screen was installed in the storm drain line
leading to the Buchanan Lake outfall.
Other tasks completed with grant funds were:
• A Utility crew assisted with uncovering and opening 50 storm drain manholes that were
covered with soil or pavement.
• 900 storm drain manholes were surveyed for location and invert elevation. The
information was added to the City's GIS database and also sent to Akel Engineering for
use in modeling the City's storm drain system for the 2013 Stormwater Collection
System Master Plan.
• Storm drain pipelines from the western city limits to 401h Avenue were cleaned by a
vactor truck and crew.
• All components of the stormwater infrastructure were programmed into an automated
maintenance management system to produce work orders and track activities to the
system.
• 2,776 work orders were completed. Work orders include inspecting and cleaning storm
drain facilities.
• Ordered and then installed stormwater decals that provide educational information at the
site of catch basins.
• A domestic sewer connection to a storm drain pipe was identified and corrected.
• Crews responded to localized flooding issue during snow melt and rain events.
EVALUATION: This grant was a complete success. Part of the funds were used to help build
our maintenance planning infrastructure by allowing us to set up an automated maintenance
management system to produce work orders, which will make us much more efficient in our
work and will allow us to track storm drain and pipe maintenance activities. Our surveying of all
the storm drain manholes allows us to put them on the City's GIS for all to see and the
information will also be used in our master planning document.

Water quality benefits to Buchanan Lake and other outfalls have been gained by using the grant
money to clean storm drain pipes and catch basins, as well as installing a concrete vault with a
large trash screen for the storm drain line leading to Buchanan Lake. Additionally, one sanitary
sewer cross connection was identified and corrected.
Outreach was achieved by mailing BMP information letters to businesses with catch basins
draining to the Buchanan Lake outfall and by affixing stormwater decals next to catch basins.
FOLLOW UP: The City of Yakima assesses stormwater fees on each developed parcel in the
city limits. These assessments will provide funding for our continuing stormwater maintenance
program and will allow us to continue maintenance and outreach activities begun with this grant.
Observable water quality improvements can already be seen in Buchanan Lake as a result of
cleaning the storm drain pipes and catch basins leading to the Lake and installing the trash
screen. There is virtually no trash near the outfall and the water coming from the outfall pipe
appears to be cleaner.
