Roll Call
Council: Mayor Patricia Byers, presiding, Assistant Mayor Holly Cousens and
Councilmembers Kay Funk, Brad Hill and Eliana Macias (all attending via Zoom)
Staff: City Manager Robert Harrison, City Attorney Jeff Cutter and City Clerk Sonya Claar Tee
Absent: Councilmember Soneya Lund (excused) and Councilmember Jason White
2. Open Discussion for the Good of the Order
Councilmember Funk stated she will not be running for Council next year, as she will
be moving to California for familial reasons.
A.
Resolution approving extension of Mayoral Proclamation declaring emergency and
order, if the Mayor issues a Proclamation extending the civil emergency proclamation
and order due to COVID-19
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Macias seconded to adopt the resolution. The motion
carried by unanimous vote, Lund and White absent.
RESOLUTION NO. R-2020-133, A RESOLUTION extending the Mayor's Proclamation of
Civil Emergency and Order regarding a state of emergency in the City of Yakima due to the
coronavirus disease 2019 ("COVID-19").
B. Coronavirus (COVID-19) update
City Manager Harrison provided an update on COVID-19's effect on the City. Additionally, he
reported on a request from Yakima Valley Conference of Government's to send a letter to the
Governor regarding recent COVID restrictions, which Council took no action on.

C. Appointments to Boards, Commissions and Council Committees
i. Appointments to the Yakima Housing Authority, Lodging Tax Advisory
Committee, Tourist Promotion Association and Civil Service
MOTION: Cousens moved and Macias seconded to confirm the City Manager's
appointment of Sophia Trevino to Charter Civil Service and Police/Fire Civil Service,
and reappoint those recommended by the Council Nominating Committee to the
Yakima Housing Authority, Lodging Tax Advisory Committee, and Tourist Promotion
Area. The motion carried by unanimous vote, Lund and White absent.
Council Reports
A. Appoint Council liaison to the Community Integration Committee
It was Council consensus to appoint Councilmember Macias as liaison to the Community
Integration Committee and Councilmember Funk as the alternate.
4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion —see
motion directly below.)
MOTION: Cousens moved and Macias seconded to approve the consent agenda. The
motion carried by unanimous vote, Lund and White absent.

RESOLUTION NO. R-2020-134, A RESOLUTION adopting the City Council 2021 regular
business meeting schedule.

Resolution authorizing grant acceptance from the Department of Archaeology and
Historic Preservation for the inventory of South Naches Avenue from Yakima
Avenue to Race Street
RESOLUTION NO. R-2020-135, A RESOLUTION authorizing acceptance of a grant from
the Washington State Department of Archaeology and Historic Preservation (DAHP) for the
purpose of preparing a reconnaissance level inventory along South Naches Ave from Yakima
Ave to Race St.
D. Resolution authorizing interlocal dispatch services agreement with the City of Union
Gap for Law Enforcement
RESOLUTION NO. R-2020-136, A RESOLUTION authorizing a Dispatch Communications
Services Contract with the City of Union Gap Police Department, hereinafter known as
"Department."
E. Resolution authorizing biennial interlocal dispatch services agreement with the City
of Selah and Yakima County Fire Districts

RESOLUTION NO. R-2020-139, A RESOLUTION authorizing a contract with TML
Construction, Inc. for Project No. 2525 UV Slide Gate Replacement at the City of Yakima
Wastewater Treatment Plant
H. Resolution authorizing the initiation of an airline incentive program at the Yakima Air
Terminal -McAllister Field
RESOLUTION NO. R-2020-140, A RESOLUTION authorizing the initiation of an airline
incentive program at the Yakima Air Terminal -McAllister Field.
Resolution authorizing a Collective Bargaining Agreement for 2021 - 2023 with
Teamsters Local 760 representing the Yakima Public Works Division Managers
Unit
RESOLUTION NO. R-2020-141, A RESOLUTION authorizing the City Manager to execute
a collective bargaining agreement between the City of Yakima and Teamsters Local 760
representing the Public Works Division Managers Unit for January 1, 2021 - December 31,
2023.
J. Resolution authorizing annual renewal of the City Manager's authority to resolve
and settle any claims against or by the City of Yakima in an amount of $50,000 or
less, and to execute all documents necessary for such claims.

K. Ordinance amending Municipal Code 3.123.010, replacement of LIBOR benchmark
rate
ORDINANCE NO. 2020-031, AN ORDINANCE amending Section 3.123.010 of the City of
Yakima Municipal Code Chapter 3.123 to identify the Secured Overnight Financing Rate
(SOFR) as the benchmark for interest calculations on interfund loans.
L. Ordinance amending the effective date of Yakima Municipal Code, Title 4, Health
and Sanitation of the refuse rate increase approved by City Council on November
17, 2020 from January 1, 2021 to January 12, 2021
ORDINANCE NO. 2020-032, AN ORDINANCE relating to health and sanitation; revising
various refuse rates, fees and charges; adjusting various refuse rates, fees and charges;
adding clarifying language; and amending Sections 4.16.010; 4.16.130; 4.16.140; 4.16.160;
and 4.16.170 of the Yakima Municipal Code accordingly.

M. Ordinance updating Classification and Compensation Plan for City Employees
Section 2.20.100
ORDINANCE NO. 2020-033, AN ORDINANCE relating to City personnel; adopting a
classification and compensation plan for City employees to be effective January 3, 2021; and
repealing all preceding pay ordinances in the City of Yakima Municipal Code.
DEPARTMENT ITEMS
5. Ordinance amending the 2020 Budget for the City of Yakima; and making appropriations from
Unappropriated Fund Balances within various Funds for expenditure during 2020 for various
purposes (First Reading)
Steve Groom, Director of Finance & Budget, reviewed the budget amendment. The City Clerk
read the ordinance by title only. Mr. Groom stated this is a first reading, will be brought back on
the next agenda for a second reading and no action is necessary at this time.
AN ORDINANCE amending the 2020 Budget for the City of Yakima; and making
appropriations from Unappropriated Fund Balances within various funds for expenditure during
2020 for various purposes described in the attached Schedule.
6. Ordinance adopting the 2021 Budget for the City of Yakima
Steve Groom, Director of Finance & Budget, reviewed the final 2021 budget. The City Clerk
read the ordinance by title only.
MOTION: Cousens moved and Hill seconded to pass the ordinance. The motion carried
by unanimous vote, Lund and White absent.
ORDINANCE NO. 2020-034, AN ORDINANCE adopting a budget for the City of Yakima,
Washington, for the year 2021; and making appropriations for estimated expenditures.
7. Ordinance adopting the City Council's decision on the Comprehensive Plan Amendment
(CPA#001-20) and concurrent Rezone (RZ#002-20) request by Les Heimgartner for property
at 8014 Occidental Rd
Planning Manager Joseph Calhoun briefed Council on the ordinance. The City Clerk read the
ordinance by title only.
MOTION: Cousens moved and Macias seconded to pass the ordinance. The motion
carried by unanimous vote, Lund and White absent.
ORDINANCE NO. 2020-035, AN ORDINANCE amending both the Future Land Use Map
and Zoning Map of the City of Yakima for parcel 181206-12454 as follows: Future Land Use
Map from Low Density Residential to Mixed Residential, and Zoning Map from Single Family
Residential (R-1) to Multifamily Residential (R-3)
8. Other Business
After discussion and amendment, MOTION: Cousens moved and Hill seconded to add to
the next agenda the topic of an ad hoc committee with three councilmembers and
staff to work on the process of events in the City of Yakima. After discussion, the motion
carried by unanimous vote, Lund and White absent.
MOTION: Macias moved and Cousens seconded to add to the next agenda the topic

of directing the City Manager to conduct an analysis of the Washington Fruit
Community Center (WFCC) facility, identify community programming needs, and
provide options on how to meet them with a report to the City Council at the January
19, 2021 City Council meeting. After discussion, the motion carried by unanimous vote, Lund
and White absent.
9. Adjournment
MOTION: Cousens moved and Hill seconded to adjourn to the next Council regular
meeting on December 8, 2020, at 5:30 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote, White absent. The meeting adjourned at 6:22 p.m.
