Morales, Interim City Manager SUBJECT: Mr. Doug Lemon's complaints about City vehicles at area businesses DATE: April 25, 2012 At the April 17 meeting, Mr. Doug Lemon presented pictures of city vehicles parked at two stores on different dates. The other pictures he presented were obviously from a prior summer season, as evidenced by the foliage, and by his own admission. The summer pictures were not investigated. The other two pictures were investigated. I stated during Mr. Lemon's presentation that these vehicles were likely buying a part or fixture, which we need to do several times a week. The divisions that follow this practice most frequently are: Water /Irrigation, Wastewater Treatment and Collections, Parks and Recreation, Office of Neighborhood Development Services, and Streets. Both of the vehicles in question were found to be conducting city business in these stores, and attached are the receipts for these purchases. The only discrepancy was that the date of Mr. Lemon's photo was one day off from the day we were actually in Lowe's. I will give my staff the benefit of the doubt, and assume that Mr. Lemon's camera date was not set correctly. In addition, I have included a list of all local businesses that each of these divisions frequent, so that we can avoid having to respond to these repeated requests and harassment from Mr. Lemon. I have also instructed staff to only purchase from stores within the Yakima city limits, unless it is an emergency.
