CITY OF YAKIMA, WASHINGTON
APRIL 6, 1993
BUSINESS MEETING /STUDY SESSION
1. ROLL CALL
The City Council met in session on this date at 2:00 p.m. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Pat
Berndt, presiding, Council Members Clarence Barnett, Henry
Beauchamp, Bill Brado, Lynn Buchanan, and Skip Semon present on
roll call. Council Member Bernard Sims absent and excused. City
Manager Zais, City Attorney Vanek, City Clerk Roberts, and
Deputy City Clerk Skovald also present.
2. INVOCATION /PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member Barnett.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Mayor Berndt announced that due to a scheduling conflict, Agenda
Item No. 9 is postponed until April 20th.
A. PROCLAMATIONS
Mayor Berndt proclaimed April 5 -11, 1993 as National Community
Development Week. The Community Block Grant Program was
highlighted. Dixie Kracht commented on the recent community
effort that included participation from neighborhood children.
There will be additional activities held all week including
cleaning up alleys, painting wall murals, as well as a
celebration planned for Saturday.
4. PRESENTATION OF AWARD TO SEAFIRST BANK AND YAKIMA FEDERAL FOR
PAST PARTICIPATION IN HOUSING'S FIRST TIME HOME BUYER PROGRAM
Awards were presented to Yakima Federal and Seafirst Bank for
their participation in the Homeownership Program. Recognizing
the importance of the partnership with these local lenders,
Glenn Valenzuela, Director of Community and Economic
Development, and Donna Reyes, Housing Loan Specialist, described
this successful program.
I/ 5. APPEARANCE BY CHAMBER OF COMMERCE REGARDING ALL AMERICAN CITY
APPLICATION
Allen Schmid and Curtis King announced that the City of Yakima
is one of 30 finalists, in a. field of 151 applicants, for the
All American City Award. The Chamber of Commerce prepared and
submitted the application. Mr. King read the names of the
committee members and thanked them for their participation. He

explained that a 10- minute presentation will be made during
competition on May 21st in Tampa, Florida.
6. CONSENT AGENDA
Mayor Berndt referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from
either Council members or citizens present. The City Clerk then
read the Consent Agenda items, including resolutions and
ordinances by title. It was MOVED BY BUCHANAN, SECONDED BY
SEMON, THAT THE CONSENT AGENDA, AS READ, BE ADOPTED.
The motion carried by unanimous roll call vote; Sims absent.

items on the Consent Agenda handled under one motion without
further discussion.)
*7. APPROVAL OF MINUTES OF THE JANUARY 14, 1992 ADJOURNED MEETING
AND FEBRUARY 2, 1993 BUSINESS MEETING
The minutes of the January 14, 1992 Adjourned meeting and
February 2, 1993 Business meeting, were approved, having been
duly certified accurate by two Council Members and no one
present wishing to have said minutes read publicly.
Mayor Berndt again announced that due to a scheduling conflict with
the County Commissioners, Item No. 9 is postponed until April 20th.
8. NOTICE OF INTENT TO COMMENCE ANNEXATION PROCEEDINGS FOR PORTION
OF PROPERTY OWNED BY COLUMBIA ASPHALT
Bruce Benson, Associate Planner, referred to the Notice of
Intent to Commence Annexation, which has been received from
Columbia Asphalt and Gravel. This annexation would affect
approximately 14 acres of property in the vicinity of 32nd
Avenue. Due to several legal actions pending on this property,
the Planning Division recommends that the Notice be accepted,
but the initiation of the annexation be denied. Ray Paolella,
Assistant City Attorney, explained the issue concerning the
pending lawsuits and the "unknown" eventual use of the property.
It was MOVED BY BEAUCHAMP, SECONDED BY SEMON, TO ACCEPT
THE NOTICE AND REJECT THE ANNEXATION. The motion carried
by unanimous voice vote; Sims absent.
9. CONSIDERATION OF PROPOSED AMENDMENTS TO THE URBAN AREA ZONING
ORDINANCE
Item Postponed until April 20, 1993.
10. AUDIENCE PARTICIPATION
Rhonda Stone, coordinator for the Yamate Japanese Exchange
Program, requested 130 free bus passes for exchange students who
will be arriving April 15th. There will be 85 families from the

Yakima area who will host the students for two weeks. Ms. Stone
read a list of participating local area schools, along with
emphasizing the positive aspects of the program. She invited
Council members to attend the cultural show on April 21. After
further discussion of the request, it was MOVED BY BEAUCHAMP,
SECONDED BY BUCHANAN, TO GRANT THE REQUEST FOR THE FREE
BUS PASSES FOR THE JAPANESE STUDENTS. The motion carried
by •unanimous voice vote; Sims absent.
Fritz Widaman and Brant Latta, representatives from the Emerald
Racing Association at Yakima Meadows, introduced themselves to
the Council. They described their organization and indicated
their willingness to assist the City with its Vision 2010
program.
11. REPORT FROM DIVISION REGARDING PROPOSED MODIFICATIONS TO
TROLLEY ROUTE
Bill Schultz, Transit Manager, requested a modification of the
route structure to the downtown trolley service. The purpose of
-this request is to solve some timing difficulties. The proposal
includes combining the Red and Green routes into one route to be
operated by all three vehicles currently in service.
Mr. Schultz explained that the length of the current route and
the increasing ridership make it very difficult to consistently
meet the current schedule. In order to serve additional areas
of the community on a more consistent schedule, he also
requested that the route be extended to include Sarg Hubbard
Park on the east and•the Scarboro Fair area of Summitview Avenue
on the west. The route would be modified to allow for
transferring between buses and would provide additional
flexibility to passengers. Mr. Schultz indicated there will be
no additional cost associated with the proposed route
modification and the change should be able to start by the end
of May. A new route map and rider alerts will be made
available. After further discussion among Council members and
staff regarding this request, it was MOVED BY BEAUCHAMP,
SECONDED BY BUCHANAN, TO APPROVE THE NEW COMBINED
TROLLEY RUN. The motion carried by 5 - voice vote; Brado nay;
Sims absent.
*12. CONSIDERATION OF RESOLUTION RATIFYING YAKIMA COUNTY HEALTH
DISTRICT RESOLUTION RELATING TO ISSUANCE OF BONDS
RESOLUTION NO. R- 93 -20, A RESOLUTION authorizing the
ratification of Yakima Health District Resolution 93 -8 relating
to the issuance of $2.5 million in short -term bonds for interim
cash flow purposes.

*13. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF
PROFESSIONAL SERVICES AGREEMENT WITH PERSONNEL TECH, INC. FOR
CONFLICT RESOLUTION TRAINING IN YAKIMA FIRE DEPARTMENT
RESOLUTION NO. R- 93 -21, A RESOLUTION authorizing and
directing the City Manager and City Clerk of the City of Yakima
to execute a personal consulting services agreement with
Personnel Tech, Inc. for a conflict resolution training in the
Fire Department.
*14. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION ON CONTRACT
WITH UNDERWRITERS LABORATORIES FOR TESTING OF FIRE DEPARTMENT
AERIAL APPARATUS
RESOLUTION NO. R- 93 -22, A RESOLUTION authorizing execution
of a contract with Underwriters Lab for testing of Yakima Fire
Department aerial trucks.
*15. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT
WITH JAMES PEREZ, M.D., FOR PROFESSIONAL SERVICES RELATING TO
THE DEFIBRILLATION PROGRAM
RESOLUTION NO. R- 93 -23, A RESOLUTION authorizing and
directing the City Manager to contract for professional services
with James Perez, M.D., as Physician Advisor for the Yakima Fire
Department defibrillation program.
*16. CONSIDERATION OF RESOLUTION AUTHORIZING PURCHASE OF REPLACEMENT
UNITS OF THE 3M OPTICOM TRAFFIC SIGNAL CONTROL SYSTEM
RESOLUTION NO. R- 93 -24, A RESOLUTION authorizing the
purchase of replacement units of the 3M opticom traffic signal
control system without calling for bids.
*17. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT
WITH THE YAKIMA HERALD - REPUBLIC FOR PUBLICATION OF PARKS
BROCHURE
RESOLUTION NO. R- 93 -25, A RESOLUTION authorizing execution
of an agreement with the Yakima Herald - Republic for the
publication of the City of Yakima Parks and Recreation Division
Summer Brochure.
*18. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT
WITH THE YAKIMA VALLEY UMPIRES ASSOCIATION FOR THE 1993 SOFTBALL
SEASON
RESOLUTION NO. R- 93 -26, A RESOLUTION authorizing execution
of an Agreement with the Yakima Valley Umpires Association.

*19. CONSIDERATION OF LEGISLATION PERTAINING TO FIRE DEPARTMENT DAY
STAFF POSITIONS:
A. ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION PLAN
ORDINANCE NO. 93 -14, AN ORDINANCE relating to City
personnel; adopting a classification and compensation plan for
City employees to be effective May 9, 1993; amending Subsections
2.20.100 A, 2.20.100 C, 2.20.110 A, and 2.20.110 J, all of the
City of Yakima Municipal Code.
B. RESOLUTION AUTHORIZING AMENDMENT TO IAFF COLLECTIVE
BARGAINING AGREEMENT
RESOLUTION NO. R- 93 -27, A RESOLUTION authorizing and
directing the City Manager of the City of Yakima to sign an
Addendum to the 1992 -1994 Collective Bargaining Agreement with
(Fire LEOFF), as to the wages, hours, and working conditions of
the new positions of Technical Training Supervisor, Technical
Training Assistant and Public Safety and Education Officer.
*20. SECOND. READING OF ORDINANCE AMENDING THE 1993 BUDGET AND
APPROPRIATING ADDITIONAL FUNDS FOR ELECTION EXPENSES
An Ordinance amending the 1993 budget and appropriating funds
for election expenses, having been read by title only at the
March 23, 1993 meeting, was brought before the Council for a
second reading.
ORDINANCE NO. 93 -15, AN ORDINANCE amending the 1993 budget
for the City of Yakima; and making an appropriation of $13,825
in the General Fund for expenditure during 1993 for
unanticipated election costs.
*21. FIRST READING OF ORDINANCE AMENDING THE 1993 BUDGET AND
APPROPRIATING FUNDS FOR SENIOR CENTER ROOF REPAIRS (NO FORMAL
ACTION REQUIRED THIS MEETING)
An Ordinance amending the 1993 budget and appropriating funds
for Senior Center roof repairs, having been read by title only,
was laid on the table for one week, until April 13, 1993.
*22. FIRST READING OF ORDINANCE AMENDING THE 1993 BUDGET AND
APPROPRIATING FUNDS FOR PURCHASE OF A WASHER /EXTRACTOR FOR THE
FIRE DEPARTMENT (NO FORMAL ACTION REQUIRED THIS MEETING)
An Ordinance amending the 1993 budget and appropriating funds
for purchase of a washer /extractor for the Fire Department,
having been read by title only, was laid on the table for one
week, until April 13, 1993.

23. OTHER BUSINESS
There was discussion among Council members concerning a
potential complaint about the difficulty people are having when
trying to contact the Dial -a -Ride service.
City Manager Zais reported that the bid specifications go out

this week for the new Transit Transfer Center.
There was discussion concerning a complaint of vehicles parked
on the sidewalk by Carey Motors, which was then referred to
staff for investigation.
After a considerable amount of discussion regarding the
appointment procedure for the CIP committee, a Council Committee
was established consisting of Mayor Berndt and Council Members
Barnett and Buchanan. They will review the appointment
procedure and make recommendations to the full Council. Any
additional names for consideration should be submitted to staff.
Council Member Buchanan commented about the back flow valve
testing requirement and the inspection fees that go along with
that when citizens convert from irrigation water to treated
water.
Jerry Copeland, Director of Public Works, reported about street
sweeping material and the DOE regulations pertaining to it.
Mayor Berndt announced the delay of the clean -up of the railroad
contamination area is due to DOE changing its guidelines.
Marketa Oliver, Administrative Assistant to the City Manager,
provided an update of several legislative issues.
