CITY OF YAKIMA, WASHINGTON
DECEMBER 15, 1992
ADJOURNED MEETING
The City Council met in session on this date at 7:00 A.M. in the

Board Room at the Yakima Center. Council members present were
Mayor Pat Berndt, Henry Beauchamp, Bill Brado, Lynn Buchanan, Skip
Semon and Bernard Sims. Staff members present were City Manager
Zais, Assistant City Manager Rice and City Clerk Roberts.
1. INFORMAL DISCUSSION AMONG COUNCIL MEMBERS
There was discussion regarding retirement benefits for public
safety members under the LEOFF I system versus LEOFF II system.
Mayor Berndt reported on the meeting last night regarding West
Valley annexation /incorporation. In general, the West Valley
representatives were supportive of the City's proposal, however,
they had a concern about-some of the wording which indicates the
City will continue requiring Outside Utility Agreements and do
annexations in the West Valley by election. City Manager Zais
stated this is conceptual and will have to be followed by a
number of formal documents. Mr. Tree will have to take this back
to the full committee, but was supportive. City Manager Zais
stated an area will have to be defined for annexation. Within
that area, three or four annexation elections may be held. County
residents outside that area will be required to sign an Outside
Utility Agreement (OUA). We will either have a separate amendment
or different OUA for that areas identified for annexation
elections. Mayor Berndt reported they agreed that the petition
annexation method is fine. City Manager Zais commented that we
made the point this could not apply outside the defined service
area border, but it will part of the issue for negotiation in the
future due to the Growth Management Act. There were questions
about the school district boundaries and if annexation would
influence that boundary. Staff will have to look at this and talk
to the school district to determine how it affects them. Council
Member Beauchamp reported that someone had asked what if this
incorporation is withdrawn and the election fails and someone
starts an incorporation effort again? The answer was that they
don't have another 60 people who have the time to do this.
Council Member Buchanan stated that they don't have any money;
they want the City to pay for the $1,000 to the Boundary Review
Board to apply for a time extension. Mayor Berndt reported
their next meeting is in January, and they will have to get an
extension of their request before the Boundary Review Board.
Council Member Sims doubted the benefits this compromise would
bring to the City.

I/ There was discussion on the difference in attitude the local paper
has on reporting action by the City versus the County,
particularly the error in reporting on management pay raises.
This conversation led to a discussion regarding management salary
increases. It was suggested that if Council wanted to reconsider
this issue, that they wait until after the firefighter contract is
settled and see how revenue is coming in. Council debated the
merits for giving raises (compression between managers and union
employees) and the argument against equal raises for all managers
regardless of performance. City Manager Zais stated that you
can't consider who is in the position, but base the compensation
on the duties and responsbilities of that position. Council Member
Buchanan requested a list of people who got the 2.5% increase and
how that salary would compare if they had stayed in the Union. He
asked how long before they form a union? City Manager Zais stated
that the Battalion Chiefs, Police Lieutenants and Captains have
binding arbitration available to them and could form a union.
Mayor Berndt shared an idea she received at a recent National
League of Cities conference. Managers can be offered non - monetary
incentives in order to provide them with better job satisfaction.
Another incentive is to create a pot of money managers can compete
for to fund a special project or plan. Council Member Brado
referenced a privatization seminar offered in Lake Tahoe and
questioned if there would be any advantage in sending Glenn Rice
to that seminar. City Manager Zais stated that topic has been
included in seminars he has attended.
City Manager Zais gave a brief update on the proposed police
station, including a time frame for the RFP to go out, responses
to be returned and review by staff and Council. We believe we
can award this project by late April or early May. (Council
Member Beauchamp absent after 8:30 a.m.)

Following a brief discussion regarding the request to move the
buses from the vicinity of the Mercy property, and an update on
the neighborhood meeting discussing traffic problems in the area
of 24th Avenue and Nob Hill Boulevard, at which the majority were
