ITEM TITLE: Memorandum of Understanding (MOU) with Yakima County Establishing Yakima County Title V Community Delinquency Prevention Program SUBMITTED BY: Jeff Cutter, City Attorney CONTACT PERSON /TELEPHONE: Jeff Cutter - 575 -6030 SUMMARY EXPLANATION: Yakima County seeks a collaborative partnership with the Cities of Yakima, Sunnyside and Toppenish through the attached MOU in order to create a. Delinquency Prevention Program and thereby strengthen and enhance violence prevention and intervention services for at risk youth who are or may be inclined toward involvement with gangs or are experiencing violence in their communities or families The Program would seek to develop community planning, necessary services and resources, direct engagement with youth and sustainable plans for funding these goals. The oversight committee for this project is part of the Yakima County Gang Commission and all three cities in this MOU are grant recipients and part of the Gang Commission Resolution X Ordinance Other(Specify.) R -2012- A RESOLUTION authorizing the City Manager of the City of Yakima to execute a Memorandum of Understanding with Yakima County titled "Yakima County Title V Community Delinquency Prevention Program April 2012 - December 2013 ". WHEREAS, Yakima County wishes to enter into a Memorandum of Understanding with the City of Yakima as a collaborative partner; and WHEREAS, the collaborative effort is intended to strengthen and enhance violence prevention and intervention services for at risk youth that may be inclined toward or involved in gangs or otherwise experiencing violence in their community or family, and WHEREAS, the scope of the Delinquency Prevention Program will include specific community planning, program development, youth contact and preventative community services, and WHEREAS, the attached and incorporated Memorandum of Understanding defines a collaborative partnership with the Cities of Yakima, Toppenish and Sunnyside as well as Yakima County, WHEREAS, the oversight committee for this Program, as well as the cities participating therein, are active participants of the Yakima County Gang Commission; and WHEREAS, the City Council finds it to be in the best interest of the City of Yakima to authorize the City Manager to execute the attached and incorporated Memorandum of Understanding as to strengthen and enhance comprehensive violence prevention and intervention services for at risk youth currently inclined or involved in gangs or experiencing violence in their communities and /or their families, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council authorizes the City Manager to execute the Memorandum of Understanding for a Yakima County Title V Community Delinquency Prevention Program by and between Yakima County and the City of Yakima, a copy of which is attached hereto as Exhibit "A" and by reference made a part hereof 'ADOPTED BY THE CITY COUNCIL this 17 day of April, 2012. Micah Cawley, Mayor ATTEST: City Clerk MEMORANDUM OF UNDERSTANDING (MOU) YAKIMA COUNTY TITLE V COMMUNITY DELINQUENCY PREVENTION PROGRAM April 2012- December 2013 Yakima County enters into this Memorandum of Understanding (MOU) as a collaborative partner with the following cities in Yakima County, Washington: 1. City of Yakima 2. City of Toppenish 3. City of Sunnyside Yakima County Communitvj elinquency Prevention Project Summary This MOU represents a collaboration to strengthen and enhance comprehensive violence prevention and intervention services for at risk youth currently inclined or involved in gangs or experiencing violence in their communities and /or their families. The scope of the Delinquency Prevention Program will include: 1. The development of a community planning process that uses the Yakima County Gang Assessment as a tool for program development. 2. Identifying of "gaps" in service and resources available in the community to address delinquency prevention. 3. The planning and development of Youth Service Bureau and Accountability Centers in the community to coordinate service delivery. 4. To engage youth in evidenced based prevention and intervention services in the community. 5. To develop a sustainability plan for funding of these intervention and prevention services. Collaboration The oversight committee for this project is part of the Yakima County Gang Commission. All three cities in this grant are part of the Gang Commission. The Gang Commission was developed to ensure countywide planning and response to our gang problem. City of Yakima
