ROLL CALL • The City Council met in session on this date.at 2:00 p.m. in the Council Chambers of City hall, Yakima, Washington. Mayor Pro -tem Clarence Barnett presiding, Council Members Bill Brado, Skip Semon and Bernard Sims present. Mayor Pat. Berndt and Council Members Henry Beauchamp and Lynn Buchanan absent and excused. `City Manager Zais, City Attorney Vanek, and City Clerk Roberts also present. 2. INVOCATION /PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Council Member Brado. 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Referring to the recent resignation on the. Regional Planning Commission, Council Member Brado stated that apparently there is some confusion as to the roles of the Urban Area Planning Commission and the Regional Planning Commission. He stated that each body is important and performs different functions. Because the Urban Area Zoning Ordinance is a document that can be negative towards development in the city, he stated it needs close scrutiny. Council Member Sims stated the comment he heard was that one group spent time making revisions and when it went to the next layer of review, the revisions were modified. It was thought that there was a duplication of service and perhaps there should only be one review committee. Mayor Pro -tem Barnett suggested that this be a topic of discussion at the joint City /County informal meeting. 4. APPROVAL OF THE MINUTES OF THE OCTOBER 6, 1992 BUSINESS MEETING AND NOVEMBER 10 AND 17, 1992 ADJOURNED MEETINGS It was MOVED BY SIMS, SECONDED BY SEMON, THAT THE MINUTES OF THE OCTOBER 6, 1992 BUSINESS MEETING AND THE NOVEMBER 10 AND 17, 1992 ADJOURNED MEETINGS BE APPROVED, HAVING BEEN DULY CERTIFIED ACCURATE BY TWO COUNCIL MEMBERS AND NO ONE PRESENT WISHING TO HAVE SAID MINUTES READ PUBLICLY. The motion carried by unanimous voice vote; Berndt, Beauchamp and Buchanan absent. 5. AUDIENCE PARTICIPATION • Jerry Henderson, 309 North 35th Avenue, President of Yakima Interurban Lines Association, reported the Association received a $10,000 grant II/ from the Lila Miller Trust. Those funds will be used to rebuild the motor generator units for Engine No. 298, one of the original freight motors purchased in 1922. 6. CONTINUATION OF REVIEW OF BIOSOLIDS MANAGEMENT REPORT There were no questions, therefore, no discussion ensued. 7.
