May 4 8.00 a m Sister City Meeting Scheduled Meeting Adkison CED Conference Room • MEMORANDUM April 12, 2012 TO: The Honorable Mayor and City Council Members FROM: Michael Morales, Interim City Manager SUBJECT: Weekly Issues Report • LINCOLN AVENUE UNDERPASS UPDATE: The painting of the underpass walls and installation of pigmented sealer was completed They removed the lowest 350 -foot long section of the first lift of asphalt and surfacing materials where water was seeping through the pavement (where the drain system under the asphalt was getting plugged with fine material). The trench surfacing material and underdrain pipes are being removed, with the hope that it will all be removed by the end of the week. Work continues on the fuel station lighting and electrical. Work to be done next week includes surveying of the subgrade to ensure there are no high points that could restrict the flow of water, cutting the subgrade if necessary, reinstalling the underdrain pipes, installing a cleaner, more free flowing gravel and preparing the 350 -foot section for paving. • KIMA STORY ON UNLEASHED DOGS: KIMA recently reported on the City's efforts to reduce dog attacks and bites by immediately issuing citations to owners of dogs that are not on a leash. In the past, animal control would warn the owner; however, due to the number of recent bites and attacks (five in the last two weeks) citations will automatically be issued. There is a fenced in dog park behind the Humane Society for residents to allow their dogs to run free and be with other dogs. • 19 & SWAN AVENUE ANIMAL COMPLAINT: City of Yakima animal control and codes, along with Yakima Police Department, County Animal Control and the Human Society conducted a site visit to take approximately 47 dogs from a property on Swan and 19 Avenue. Upon further evaluation of the incident and with legal consultation, I directed the codes manager to issue criminal citations and infractions. The citations include animal cruelty, 20 pit bulls (10 of which are puppies), an illegal kennel and keeping the animals in a nauseous manner. Code compliance also has a case on this property to be cleaned by May 5, 2012. The criminal citations may allow us to pursue the property owner under the nuisance abatement ordinance, in addition to the code enforcement abatement action already underway. We will use this approach on other properties that exhibit this egregious level of violation. • HOPESOURCE CELEBRATION: Yakima Transit / HopeSource will be celebrating the 100 day of the commuter service on Wednesday, April 18 at the Transit Center in Yakima and at the SURC (at Central Washington University) in Ellensburg at noon. In 4 '/Z months of service there has been close to 13,000 rides. Yakima Transit is averaging about 200 rides per day. • YAKIMA HERALD REPUBLIC TOUR AND OPEN HOUSE: The Yakima Herald • Republic is having an open house and tour on Wednesday, April 18 at 5:30 p.m. for those who are interested in attending. Liquor Control Board. In response to concern raised during the meeting by Council, the application form has been modified to include language provided by Yakima School District Deputy Superintendent, Dr. Jack Irion. The attached packet will be provided to persons who may wish to reserve Fisher Park Golf Course and serve alcohol. No alcohol will be allowed on- premises without a valid permit from the WA State Liquor Control Board. Applicants will also be required to provide security. Animals are not allowed in City Parks.
