MEMORANDUM
April 5, 2012
TO: The Honorable Mayor and City Council Members

SUBJECT: Weekly Issues Report
COUNCIL STUDY SESSION: The City Council will continue meeting with
department directors on Tuesday, April 10 at 10:00 a.m. to prioritize department
services.
• COUNCIL EXECUTIVE SESSION: The City Council will be meeting with John
Darrington on Tuesday, April 10 at noon to discuss qualifications of candidates for
public employment and collective bargaining. Lunch will be provided.
• DYBID UPDATE: The DYBID Advisory Board ballots were mailed out this week.
The ballots are due by April 20. Since only three applications were received from
Zone 2 business /property owners, the three individuals who submitted applications
will be elected. There will be four individuals elected from among the applicants in
Zone 1. The Election Committee will be meeting the following week to determine the
election results for the Zone 1 Board members.
• LINCOLN AVENUE UNDERPASS UPDATE: Paving work continues and the
source of the "weeping" at the surface has been identified and repairs will begin this
week. The weeping is NOT related to the bottom seal, which has been tested and is
working as designed.
• PARKING LOT SIGNAGE: The new parking signs were installed in the City parking
lot behind Olive Garden for testing (photo below).

• 64 & WASHINGTON TRAFFIC SIGNAL: The traffic signal at 64 and Washington
Avenues was installed this week. Testing of the signal was scheduled for today.
Based on the testing, the light should be fully operational next week.
• DOUG LEMON COMPLAINTS: Mr. Lemon has complained to Council on a few
different occasions about two separate properties. One of his complaints was about
a garage at 605 W. Martin Luther King Jr. Boulevard. The Code Compliance office
has addressed this property on several occasions and the areas of concern have all
been abated. The other property he referenced was 1122 S. 16 Avenue. A notice
of abatement has been issued to this property.

• Resolution authorizing an agreement with the Yakima Valley Museum for removal,
transport and preservation of statue
• Review and approve first quarter 2012 engineering project report
• Resolution to authorize submittal of a grant to the Washington State Recreation
and Conservation Office for land acquisition
• Resolution authorizing execution of a consulting services agreement with Milliman,
Inc. Actualities and Consultants for an actuarial study for the purposes of
determining the City's estimated liabilities relating to pensions and other post -
employment benefits for LEOFF and PERS members in order to meet the City's
financial reporting requirements and bond issuance disclosure obligations
