41P SUMMARY EXPLANATION:
Staff respectfully requests Council consideration of a request from the City's Parking
Commission to modify YMC 9.50.215A amending the Public Parking Lot Fee
Schedule from the current "2 hours free, $1 per hour thereafter" to "3 hours for $1
and $1 per hour thereafter." This adjustment will simplify off - street parking in city -
owned lots and eliminate confusion over the need to obtain a dash - ticket. The
overall revenue picture may not be affected dramatically because an increase in
"paid hourly parking" revenues could be offset by a decrease in parking infractions.
In 2011, 107,085 dash - tickets were pulled; of those, 10,306 were for pay, and the
hourly revenues totaled $21,456. 2,462 parking infractions were written in the
downtown public lots and generated $34,310. Long term parking permits generated
$39,551.

STAFF RECOMMENDATION:
Staff recognizes that this eliminates "free parking" for the initial 2 hours and is a
Council decision. YMC 9.49.070 (Power and Duties) identifies that the Council's
Parking Commission is authorized to make recommendations regarding fees ( #4)
among other duties.
BOARD /COMMISSION RECOMMENDATION:
The City Parking Commission voted to request the City Council adjust the Public
Parking Lot Fee Schedule from the current "2 hours free, $1 per hour thereafter" to
"3 hours for $1 and $1 per hour thereafter."

amended to read as follows:
9.50.215 Parking fees for city -owned parking lots.
0 A. The following fees shall be paid by any person who parks a vehicle in a city -owned
parking lot (Lots 1, 2, 4, and 5). Lot 6 is free at all times. Lot 1 is located at the
southeast corner of "A" Street and 2nd Street. Lot 2 is located at S. 3 Street and E.
Chestnut Avenue. Lot 4 is located at the southeast corner of 1 Street and "A" Street.
Lot 5 is located mid -block on the west side of 1 Street between "A" Street and Yakima
Avenue. Lot 6 is located mid -block on the west side of 2 Street between Chestnut
Avenue and Walnut Street.
0 -3 hours One dollar, with receipt described below;
One dollar an hour for each additional hour or part thereof; •
Every person parking in a city -owned lot described in this section that contains a meter
station shall, upon arrival, obtain a receipt from the meter station and display the receipt
on the vehicle dash. The purpose of the receipt is to establish time of arrival and, if
applicable, demonstrate that the appropriate fee has been paid. A vehicle is presumed
to be parked overtime when a receipt is not displayed.
Section 3. This ordinance shall be in full force and effect 30 days after its
passage, approval, and publication as provided by law and by the City Charter.

1 Call to Order

2 Parking Exempt
• Bruce Benson passed out a memo from the City of Yakima that
outlined the Parking Exempt area downtown Benson noted that the
Planning Department has received complaints from some West Side
merchants about amending the area Several options. add the
northwest portion of Central Business District (CBD) to the parking
exempt area, the parking exempt area could include all of CBD, make
the parking exempt area same as the CBD The Planning Commission
wants o recommendation from the Parking Commission A discussion
occurred regarding all of the options for the Parking Exempt area Mike
McMurray made a motion that the Parking Commission recommends to
the City that the boundaries of the Parking Exempt Area are expanded
so that they are coterminous with the existing CBD zoning district,
with the expansion as noted in the Parking Commission meeting and as
noted in the attached mop. Jack Cannon seconded the motion The
motion passed unanimously
3 Velosum
• Chris Waarvick explained that Yakima is ready to get the Velosum
system and start training, hopefully within the next month. Maria
Mayhue has been putting the final touches on the Velosum system and
it has been cleared through City legal
4 2 Hour Free Parking
• Roger Wilson explained the issues that he sees with the 2 hour free
parking within the parking lots Mike McMurray proposed that it should
be 51 for 3 hours and then S1 for each hour afterwards Chris Waarvick
said that he would take the issue to City Council as a policy issue
based off the Parking Commission's recommendation to simplify the
off street parking. He explained that while it won't eliminate all
complaints, it helps to eliminate some of the confusion. Mike
McMurray moved to have Chris Waarvick take the concept of changing
the public parking lots to 51 for 3 hours and then 51 for each
additional hour. Jack Cannon seconded the motion. The motion passed
unanimously
5 Other Issues & Concerns
• A discussion occurred on residential parking permits within downtown
Nick Hughes asked the Planning Deportment to look into Residential
Parking permits within the downtown for downtown residents for
after hour parking
• Roger Wilson asked if there was any discussion regarding the
possibility of CDY enforcement of on street parking Roger suggested
that if CDY took over on street parking, that it could generate revenue
for CDY and that it would help to create turnover in downtown
Yakima.
• Jack Cannon asked how much money it would cost the City to odd o
gote to the lots, so people hod to collect their ticket before the
possibility of entering the lots Woarvick explained that it would cost a
lot for set up and maintenance

9.49 010 Purpose
The downtown Yakima parking commission shall serve in an advisory capacity to the Yakima
1 city council and city manager concerning formulation of policy and plans for development,
management and operation of the Yakima downtown parking district (Ord 2007 -35 § 1 (part)
2007)
9.49 020 Definitions
The following words and terms when used in this chapter shall mean as follows
"Annual parking management plan" means a yearly plan describing the annual budget and the
daily management and operations of the parking system
"Downtown parking district boundaries" includes the parking areas as follows
9th Street to the east, both sides of the street
7th Avenue to the west both sides of the street,
Lincoln Avenue to the north, both sides of the street; and
Walnut Street to the south, both sides of the street
"Parking" includes on- street and off - street parking (Ord 2007 -35 § 1 (part), 2007)
9.49 030 Downtown Yakima parking commission
There is hereby established a downtown Yakima parking commission consisting of eight
members, seven voting and one nonvoting position, as provided in YMC 9.49.060 Members
of the downtown Yakima parking commission shall be appointed by the Yakima city council
(Ord 2007 -35 § 1 (part), 2007)
9.49.040 Terms
The initial appointments to the commission shall be staggered Three voting members shall be
appointed for three years Four voting members and the nonvoting member shall be appointed
for four years Thereafter, the terms shall be made for four years Membership on the
commission shall be limited to two full consecutive four -year terms Reappointment after two
full consecutive terms may be made after at least a two year absence The Yakima city
council shall fill vacancies for a new or unexpired term in the same manner as the original
appointment Removal of commission members shall be controlled by YMC 1.30.010 (Ord
2007 -35 § 1 (part), 2007)
9.49 050 Organization
During January of each year, the commission shall elect from the membership a chairman,
vice - chairman and such other officers as the commission members deem necessary to
organize and carry on the functions and duties of the commission The commission shall
adopt a time for holding regular monthly meetings, and the commission shall hold regular
monthly meetings unless cancelled with notice by the chairman Special meetings may be
called by the chairman to be held at any time pursuant to notice of such meeting given as
required by law (Ord 2007 -35 § 1 (part), 2007)
9.49.060 Composition of the commission
A The commission shall always include the following seven voting members
1 A business owner representing businesses between 7th Avenue and 1st Avenue
2 A business owner representing the businesses on Front Street
3 Two business owners representing businesses between 1st Street and 9th Street
4 Two property owners within the district boundaries
5 A resident from within the district boundary
B The commission shall also include one nonvoting position to be filled by a member of the
Yakima city council
C Recommendations for membership on the downtown Yakima parking commission shall
come from the committee for downtown Yakima (CDY) The Yakima city council will appoint
the members of the commission (Ord 2007 -35 § 1 (part), 2007)
9.49 070 Powers and duties
The downtown Yakima parking commission is tasked with the oversight of a downtown parking
system that will meet the ever - changing needs of the downtown business property owners,
residents and users The commission would address downtown parking issues and make
recommendations to council to be approved by resolution
In carrying out these responsibilities, the commission shall review the following
(1) On- street parking regulations, including, but not limited to, time restrictions, loading
zones, no parking zones
(2) Location and type of parking (i.e , parallel, diagonal, etc )
(3) Use of parking technology
(4) Parking fees
(5) Cost of parking infractions
(6) Enforcement of parking regulations

(7) Annual parking management plan
(8) All other issues that might affect the operation of parking within the downtown parking
district boundanes (Ord 2007 -35 § 1 (part), 2007)

The study, from Portland -based Rick Williams Consulting, found that downtown parking
increased by 11 percent from 2004 to 2010, as measured by the number of hours vehicles
were parked. The study determined that the rise equates to 969 more hours of parking
per day.
"It showed that we could increase (rates) without changing the demand much," said Marla
Nunberg, vice president of the Downtown Spokane Partnership.
The council also supported the study's recommendation that some of the revenue be
reinvested in the parking system and beautification efforts downtown.
The last time rates were raised was 2007.
