SUMMARY EXPLANATION:
This MOU amends the 2011 -2012 collective bargaining agreement between the City
and Teamsters Local #760 corrections Sergeants. The City and the Union engaged
in on -going discussions related to wages, benefits and withdrawal from the City of
Yakima Employees' Welfare Benefit Program. The settlement package is outlined
below.
Effective February 1, 2012:
• 0% base wage adjustment
• $38,500.00 VEBA maximum cash out
Vacation leave pay out in accordance with 2.40.020 B (3) of the Yakima Municipal
Code (YMC)
• Sick leave exchange in accordance with YMC 2.40.030 E. 2. C. (except at rate of
three (3) days to one (1) instead of four (4) days to one (1)). Sick Leave Exchange
Procedure in accordance with 2.40.030 E. 5.
• Shift differential - 5% (from 3 %)
• Bilingual compensation - 3%
Effective March 1, 2012:
• The members of the Corrections Sergeants Unit (Union) will withdraw from the City
of Yakima Employees' Welfare Benefit Program in accordance with the Program
documents. The City will make the following payments to the Teamsters UEBT Plan
A -6 (medical trust), Northwest Administrators Dental Plan A, and Vision Plan on
behalf of each bargaining unit member who had at least (40) compensable hours in
the prior month.
UEBT: $748.00 per month /per employee

Vision: $ 14.00 per month /per employee

RESOLUTION NO. R -2012-
A RESOLUTION authorizing the City Manager to execute an Memorandum of Understanding
(MOU) to amend the 2011 -2012 collective bargaining agreement between
the City of Yakima and the Teamsters Local #760 Correction Sergeants
Unit.
WHEREAS, pursuant to Washington State law, the City and the Teamster Local #760
Corrections Sergeants Units had negotiated a collective bargaining agreement for January 1,
2011 — December 31, 2012; and
WHEREAS, the Corrections Sergeants agreement was open for wages in 2012 and the
city and the Union engaged in on -going discussions related to wages, benefits and withdrawal
from the City of Yakima Employees' Welfare Benefit Program. Negotiations were conducted in
good faith and the proposed MOU was reached between the parties; and
WHEREAS, the bargaining unit has voted on and approved the attached MOU; and
WHEREAS, the City Council has determined that it is in the best interest of the City of
Yakima to agree to the terms and conditions of the attached MOU, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to execute the
attached Memorandum of Understanding to collective bargaining agreement between the City
of Yakima and Teamsters Local #760 Corrections Sergeants Unit for wages and benefits and
amend the 2011 -2012 collective bargaining agreement.

THE CITY OF YAKIMA AND YAKIMA POLICE CORRECTIONS SERGEANTS
UNIT, REPRESENTED BY
TEAMSTERS LOCAL NO. 760
THIS MEMORANDUM OF UNDERSTANDING ( "MOU ") is made and entered into by and
between the Yakima Police Corrections Sergeants Unit represented by Teamsters Local #760,
hereinafter known as the "Union" and the City of Yakima, a Washington Municipal Corporation,
hereinafter known as the "City."
WHEREAS, the City is a charter city of the first class of the State of Washington and is the
employer of all members of the Union; and
WHEREAS, the Union is the exclusive bargaining representative of the City Police Corrections
Sergeants Unit and all other Union members; and
WHEREAS, This MOU memorializes the agreements between the City and the Union regarding
the issues described below, and the parties acknowledge that these issues have been negotiated in
accordance with RCW 41.56; and -
WHEREAS, The City and the Union have engaged in on -going discussions related to wages,
benefits and withdrawal from the City of Yakima Employees' Welfare Benefit Program;
NOW, THEREFORE, it is agreed by and between the City and the Union as follows:

The City of Yakima will increase benefit premium amounts to a maximum of 6% annually. in the
event the City's plans go up more than 6 %, the City will match the increase up to a maximum of
8 %.
The terms of this Memorandum of Understanding shall be incorporated in the next collective bargaining
agreement for 2013, should such an agreement be reached.
THIS Memorandum of Understanding is an exclusive agreement unique in nature. It does not set a
precedent or establish a "past practice" between the parties.

YPPA 2012
• 0% wage increase
• 5 hours per year annual leave increase accrual at each step
• 0.5% City contribution to each members VEBA account
• Increase city paid Life Insurance to $150,000 (from $80,000)
• $300 footwear allowance every 2 years (from $100 per year)
• Increase Specialty pays:
o SWAT — 3% (from 2 %)
o Add 3% K9 (specialty pay)
o 0.5% Education pay increase for each level
o 0.5% increase in Shift Differential for each shift receiving it
• Effective July 1, 2012 — Increase employee contribution to Medical Plan premium by
1% of base wages for all levels (represents a saving of to the city of $44,197 for July 1,
2012 - December 31, 2012 and $92,813 for 2013)
• Effective July 1, 2012 — Change Medical Plan coverage and increase out -of- pocket
expense, co -pays and emergency room co -pays (see attached)
• Effective July 1, 2012 — implement Physical Fitness Incentive Program
o 3.5% of base wage Special Pay for Excellent rating
o 2.5% of base wage Special Pay for Good rating
o 1.75% of base wage Special Pay for Fair rating
2013
• Effective January 1, 2013 — wage increase equal to blend of Seattle CPI -W (June 2012)
and All -US cities CPI -W (June 2012) with a minimum of 2% and Maximum of 4 %•
additional 1.5% equity adjustment above the CPI adjustment
• 0.25% increase in Education pay
• 0.5% increase in deferred compensation to 5%
The unbudgeted settlement package for the YPPA for 2012 is estimated at 1.58% or
$189,502. The estimated settlement cost for 2013 is estimated at 5.43% or $664,576 for an
estimated 2 year total of $854,096 for this 135 member bargaining unit.
If the Council approves the 2012 -2013 Collective Bargaining Agreement with the YPPA an
appropriation ordinance authorizing the use of reserves will be brought back to the Council
