ITEM TITLE: Response to Candie Turner's Inquiry regarding
Delineators at Curb Medians

SUMMARY EXPLANATION:
At the February 7 council meeting, Candie Turner requested that the delineators
marking the median islands on Summitview Avenue at 50th Avenue and on Nob Hill
Boulevard at 64th Avenue be replaced and upgraded. Several of these markers are
missing as a result of either snow plowing operations or vehicle traffic. I have
directed the signs and lines crews to replace the missing delineators.
The other issues Mrs. Turner raised are the design and cleanliness of the markers
that affect their nighttime visibility. We strive to utilize products that maximize
functionality, durability and ease of maintenance. The Manual on Uniform Traffic
Control Devices (MUTCD) establishes the amount of reflective material on traffic
delineators that dictates what manufactures of those products provide. We could
attempt to put additional reflective material on the delineators but it would not hold
up to traffic and weather conditions for very long. We have gone to taller delineators,
2 -foot vs. 18- inches, to make the delineators more visible and to keep road grime
from accumulating on the reflective material.
The new delineators are on order and should be installed by the end of the month.
Staff welcomes Ms. Turner and any other citizen to contact Public Works directly
with issues such as this.
