HomeMy WebLinkAbout04/21/1992 Adjourned Meeting 236 CITY OF YAKIMA, WASHINGTON APRIL 21, 1992 ADJOURNED MEETING The City Council met in session on this date at 7:00 A.M. at the Yakima City Council Conference Room for informal discussion. Mayor Pat Berndt presiding, Councilmembers Clarence Barnett, Henry Beauchamp, Bill Brado, Lynn Buchanan (absent after 7:55 A.M.) Skip Semon, and Bernard Sims present. City staff members present were Transit Manager Schultz (absent after 8:18 A.M.), Community and Economic Director Rice (present after 7:50 A.M.) and Clerk Harris. Councilmembers discussed the forthcoming City newsletter, to be mailed with the utility bills. It was the consensus of the Council that it should be brief and to the point, with some "eye- catching" inserts. They discussed other cities' examples and formats. Councilmember Semon commented he has been working with Kathy Coffey and Tim McGree on a specific project. Washington CEO Magazine is going to publish a 24 page color, photo journal, of the Yakima area, in the September issue. They will print 20,000 copies of this section for the use of interested Yakima entities. Memorial Hospital has shown a tremendous interest in this, as well as other leaders of the community. The County has committed $5,000 to help pay for the cost. Mr. Semon -would like the City to commit for the same amount. The cost has been researched and this is the least expensive method to have the information printed. This would have a three year shelf life. Mayor Berndt renewed the discussion on the newsletter and commented that Assistant to the City Manager Oliver has been working on the newsletter format. There has been a difference of opinion on the amount of information to be included in this newsletter. It is the consensus of the Council that the public would not read a long, drawn -out newsletter. They discussed asking the public for comments on what they would like included in this. The Council would like to have Ms. Oliver bring a completed, draft to them for their approval. They approve of the style of the wastewater newsletter format. The Emergency Medical Service was discussed. The Council does not want this project to get overly involved with time consuming and expensive sidelines. Councilmember Buchanan expressed his feelings that his desire and interest is to get the money out to the Fire Departments, not to build an "empire" as some would like. • 2 3 7 APRIL 21, 192-ADJOURNED MEETING Community and Economic Director Rice briefly discussed the Shoreline Permit for Columbia Asphalt, which will be discussed 11 at today's joint Council meeting with the County; the County being the lead agency. Mr. Rice discussed the various options the Council could take; advising them to listen to all sides, before deciding. Transit Manager Schultz announced to the Council that an approved plan for compliance with the Americans with Disabilities Act (ADA) has been developed. It is necessary to provide Dial-A-Ride reservation service under this Act. The long-term cost and hardships to comply with this Act were discussed. In order to this, it will be necessary to create two additional Transit Dispatcher positions. This would cost $67,000 from the Transit Operating Fund. Council- member Semon's objection.to this was that it would not create even one additional ride; it is an,administrative cost only. An alternative proposal is toaFeAe one dispatcher position, at the cost of $33,500, in the current budget and wait until the 1993 budget to request the additional dispatcher and office equipment. This issue will be placed on the Council agenda in the near future. The Council was reminded .of the Community Development dinner tonight.
