Also attached is the current project spreadsheet developed by the Sewer, Water, Irrigation, Streets, Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects It helps the divisions coordinate their work so that, for example, a street is not rebuilt or seal coated just prior to planned underground work on the same street. Joan Davenport, Acting Director of C'ED Doug Mayo, PE, City Engineer SUBJECT 2011 Capital Improvement Projects: 4th Quarter INTRODUCTION This Quarterly Report information is intended to provide a status overview of the City's capital improvement projects for the 4th Quarter of 2011, including current project status, milestones, and any new developments that may significantly alter the schedules or costs of the projects. This narrative report includes projects of the Water Irrigation Division, Wastewater Division and Engineering Division. CAPITAL IMPROVEMENT PROJECTS Railroad Grade Separations; Lincoln Avenue (& Martin Luther Kin2 Jr. Blvd) 1 Street to 1 Phase 2 (MLK. Phase 3) This project consists of re- constructing Lincoln Avenue so the roadway will pass beneath the existing BNSF railroad tracks. It also includes constructing a bridge for Front Street that will bridge over Lincoln Avenue. Phase 1 of this project, which relocated utilities for both underpasses, was completed in the fall of 2007 All of the right -of -way required for both underpasses has been acquired. Phase 2 of this project, which constructs the Lincoln Avenue underpass, was awarded to Apollo. Inc. of Kennewick, on February 3, 2010 Construction began in March of 2010 Due to the existing ground conditions differing from those described in the plans and specifications, the bottom seal construction method required modification, which has increase the cost of and extended the length of the project. Construction of the bottom seal was completed in late September. 2011. The underpass west of the railroad tracks has been paved with its' first lift of asphalt. The contractor continued to work on the east half of the underpass, by installing the stormwater system and plugging leaks, as anticipated, in the bottom seal. It became obvious that the roadway preparation wouldn't be completed prior to the asphalt plants closing down (around Thanksgiving), so while some project work continued, final paving and project completion will likely not occur until May, 2012. Design of Phase 3, the MLK underpass, is 95 °o complete and on hold until additional funding is secured. We estimate that the project is about $4.5 million short of being fully funded. We continue to search for additional funds and hope to go out to bid on the MLK underpass mid -2012. ♦ Projected completion date for Lincoln Avenue Underpass. 2 Quarter FY2012. Washington Avenue — BNSF Crossing Upgrade This project consisted of upgrading the signals and improving the track crossing by installing new concrete crossing pads. The project has been completed. 1 ♦ Project completion date: 3 Quarter FY2011 East Nob Hill Blvd & Fair Avenue Intersection Reconstruction Design for the complete intersection project has been funded by federal STP funds. The City has no money for construction. The full project will consist of widening the intersection and installing a new mast -arm signal. The southeast corner frontage improvements were constructed as part of the Fiesta Foods development, using SIED and REET 2 monies for a portion of the cost. Due to design demands on the Engineering Division for funded construction projects, this project design will be used as a filler project for engineering designers. ♦ Project design completion date This filler irork' will extend through 2012. Yakima i alley Troller Barn & Museum Preservation Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation Company Trolley Repair Barn and Substation on January 31, 2008. Environmental documentation approval was received to make repairs to the west and south walls and crane system. Repairs to the crane inside the barn, and to the south and west walls of the Trolley Barn have been completed. Some funding still remains. These funds will be used to restore portions of the 6 -mile track, poles and the overhead system. The material purchase and work will be completed in 2012. ♦ Project completion date: 3 Quarter FY2012. William O. Douglas Trail, h Avenue & Bridge Deck Crossing This State Enhancement Grant project constructed a 10 -foot wide asphalt pathway along the west side of 6th Avenue from Hathaway, approximately 0.8 miles in length, which ties into the Greenway pathway This project has been completed. ♦ Project completion date: 3 Quarter FY2011. William O. Douglas Trail Bridge Restoration & Trailheads The purpose of this State Enhancement Grant project was to restore the YVT Naches River Bridge including cleaning, rust removal and painting, along with filling in William 0 Douglas Trail gaps by acquiring right -of -way adjacent to nineteen private parcels and to add interpretive signing. The right -of -way plans detailing the needed property acquisition for the pedestrian) bike pathway have been approved by WSDOT, but some of the property owners were not willing sellers. The Yakima County Right of Way Division was under contract to assist us with the Right of Way process. Long Painting Co completed cleaning and painting the YVT Trolley Bridge in October of 2009 2 ♦ Project completion date: 2' Quarter FY2012. West Nob Hill Blvd., 40 Avenue to 64 Avenue The City was successful with their application for a TIB grant of $2,400,000 of the estimated construction cost of $3,217,000 Huibregtse. Louman Associates. Inc. has completed the design of the project right -of -way for the project has been acquired. Construction should start this spring and continue through the summer ♦ Project completion date: 3rd Quarter FY2012. Coolidge Avenue, 80 Avenue to 88 Avenue This project that paved Coolidge Avenue and installed curb, gutter and a storm drainage system from 80 Avenue to 88 Avenue has been completed. ♦ Project completion date: 3 Quarter 2011 South 1 il" Avenue & Washin2ton Avenue Intersection This project consists of widening and realigning the intersection to meet the new alignment and recent construction of Valley Mall Boulevard. Funding of $1 1 Million is through a Transportation Improvement Board (TIB) grant with local match of $300,000 from REET 2 funds. Right -of -Way has been acquired from all but one parcel (Ding Ho Restaurant). Possession and Use was received from the Ding Ho property so the project could be constructed. Attorneys have yet to reach a settlement on the Ding Ho property Delivery of the signal poles was delayed by 6 weeks so the project took longer than anticipated. Paving of the project was completed on October 22, 2011. The project is going through contract closeout. ♦ Projected completion date 4th Quarter FY2011. Capitol Theatre Production Center, Pavilion & Plaza PHASE I — Capitol Theatre - Production Center The Production Center facilitates the unloading and loading of semi - trucks delivering show equipment. Upgraded electronics required for computerized lighting, staging and sound: address the need for prop and equipment storage: and parking facilities for production trucks. The project completed a base layout including all lighting and electrical equipment for a 499 seat. flexible, "Black Box" theatre affectionately dubbed the "4 Street Theatre on the second floor The Capitol Theatre Company has paid for and completed additional work, purchased seating, draperies, etcetera bringing the -f` Street Theatre into operation this past October Reconstruction of the adjacent alley with permeable brick pavers for drainage has been completed. PHASE II — Capitol Theatre - Pavilion Development of the SE Corner 3 St. & Yakima Ave. This project is pending funding. 3 PHASE III — Pedestrian Plaza Development of a pedestrian plaza and lobby extension by closing 3rd Street to vehicular traffic between Yakima to Chestnut Avenues. This project is pending funding. TRAHO Architects is the architect for the Project. Leone, Feeble & Moen, a Joint Venture, is the competitively selected contractor for the project and oversees 29 types of subcontracted construction. The updated construction budget, including all design, inspections, fees and construction is set at $6,725,232. ♦ Projected completion date of Phase I. 4th Quarter FY2011 Kiwanis Park, Upper Park This project consists of building three multi -use ball fields including field lighting, restroom facilities, a volleyball court, a basketball court, a skate park, a playground, a concession,restroom, new sidewalk and pathways, and parking. Funding includes $500,000 from a Recreation and Conservation Office (RCO) grant. $500,000 from Yakima School District (YSD) for field lighting, plus funding from various local service clubs. Sun Yakima LLC purchased the property adjacent to the existing Kiwanis Park, cleared the property and donated the property to the City of Yakima. The skate park has been constructed with funds donated by the Apple Valley Kiwanis Club. The playground was purchased and installed by Downtown Yakima Rotary The basketball court has been constructed with funds donated by Yakima Southwest Rotary A 30'x30' covered picnic shelter was constructed with funds donated by Sunrise Rotary A project that constructed parking spaces and sidewalk connecting the walkway from Fair Avenue to Gateway Park along Maple Street was recently completed at a cost of $123,000 A $45,000 project that prepared the site for future work was completed in April of 2011 Construction is well under way for the project to construct the ball fields, field lighting, the pedestrian pathway and west parking lot. The low bidder was Stephens and Sons Construction, Inc., with a bid of $1,274,122.70 The concession,restroom building will be constructed with the help of local service clubs in 2012. ♦ Projected completion date 4th quarter 2012 Underground Storage Tanks at Yakima Airport The City received a 75° o site cleanup grant from the Department of Ecology to locate, assess and develop a plan to remediate, if necessary, contamination remaining from previously removed underground storage tanks. The project has been complete& wells were placed for monitoring: and final monitoring occurred in 1 quarter 2011 Final reports are complete and the project is pending finalization by the DOE. ♦ Projected assessment and project completion date: 2 Quarter 2011 South 2 " Avenue: Street Improvements, Yakima Avenue to Walnut Street This project removed the abandoned and unused trolley tracks on 2 Avenue, and renovated the centerline of the roadway with concrete roadway and five (5) irrigated planters. Bids were 4 opened on this project on July 15, 2011 The low bidder was M. Sevigny Construction. Inc., with a bid of $149,280.40 The project is completed. • Projected completion date 3` Quarter FY2011 South 61" Avenue Roadway Widening: Nob Hill Blvd to Tieton Drive This project will widen this section of 64 Avenue to a 39 -foot roadway (14'- 11' -14') with curb and gutter on both sides of the road, and a 7 -foot sidewalk on one side of the road. Street lighting and a stormwater r treatment system will also be constructed. The project is funded by a $900,000 Surface Transportation Program (STP) federal grant and $200,000 mitigation from the Wal -Mart Development Project. Design and environmental documentation for this project has begun: with right of way acquisition and construction occurring in 2012. • Project completion date: 4th Quarter FY2012 Ortman Trail, vicinity Willow Street This project will construct a paved pathway that will connect the Powerhouse Canal Trail at 14 and Swan Avenues to the William 0 Douglas Trail on 6th Avenue at "I" Street. Once this project is completed, the Powerhouse Trail, Oilman Trail, William 0 Douglas Trail and Yakima Greenway will be connected and complete a 6.5 -mile loop. The project is funded by a Transportation Enhancement Grant of $283.278. The project design should be completed over the winter and construction should begin in the spring. • Projected completion date 3` Quarter FY 2012. Ener2y Recovery Grant & Ener2y Efficiency and Conservation Block Grant Program These projects are funded by a combination of American Recovery & Reinvestment Act (ARRA) funds and Energy Efficiency and Conservation Block Grant (EECBG) funds totaling $285,000 as well as incentives. The City Facilities Lighting Upgrade Project includes retrofitting with efficient lighting at City Hall, Yakima Public Affairs Channel (Y -PAC). Fire Station 94, Fire Station 95, Public Works Complex. & SE Community Center The City Facilities HVAC Project includes Fire Station 95, Yakima Public Affairs Channel (Y -PAC). & City Hall (Council Chambers). This project was awarded on May 16. 2011 to Knobel's Electric with a bid of $153,004.54, and replacement of the lighting fixtures began in August. The lighting upgrade project has been completed. The HVAC design consultant. Hultz,Bhu Engineers Inc., from Tacoma. WA designed the HVAC upgrades. It has been decided to bid the HVAC Systems Upgrade project in early spring 2012, so that City facilities will not be without heat during the current winter • Projected completion date 2nd Quarter FY 2012 5 Yakima Sawmill Redevelopment Staff and consultant planning and design has begun on the multi- phased redevelopment of the former sawmill and plywood plant Public funding sources include a commitment from the State of Washington in 2009 for up to $25 million of tax increment financing and a SIED loan in the amount of $500,000 from Yakima County to provide for the engineering design of new roads and utilities The City and sawmill property owners are developing a master plan for over 200 acres of interstate frontage property to include retail - commercial, office - medical, light industrial, residential and open recreation space The City has contracted with a consultant team led by H W Lochner Engineers to develop and design the Fair Avenue Extension, which will extend from Lincoln Avenue to `R' Street Yakima County has also contracted with the consultant team led by H W Lochner Engineers for the development of an East -West Corridor that will extend from 1 Street in Yakima easterly to Butterfield Road in Terrace Heights, and the development of an Interchange Justification Report to modify the Yakima Avenue and Fair Avenue interchanges The consultant team began the design and surveying for these projects in October, 2011 • Project completion date To Be Determined North 1 Street Corridor Revitalization In 2010,. the City received a $25,000 planning grant through Yakima County SIED funding for the first segment of this project, a comprehensive approach to planning for future improvements to North First Street from "A" Street to the US- 12/I -82 Interchange The North First Street Improvement Study took place last year to develop a design and action plan to address potential arterial street design alternates including an analysis of resulting traffic flow, streetscape and landscape improvements, and required utility upgrades The final study document was completed late summer 2011 Project design will begin as funding allows • Project completion date To Be Determined South 64 Avenue & Washington Avenue Signal Construction This project will construct a traffic signal at this intersection Street lighting and electrical conduits were installed with intersection construction in 2006 The project is funded by $265,000 from the Wal -Mart Development Project Construction bids were opened on this project on October 25 The low bidder was Knobel's Electric with a bid of $245,110 Knobel's has completed all that they can and are just waiting for delivery of the signal poles • Project completion date 2 Quarter FY2012 OTHER TASKS SERVICE TO OTHER DIVISIONS 6 Service to other divisions continues to be provided. Miscellaneous work has included: Sewer extension and restoration projects, legal descriptions for annexations and vacations: updating irrigation, water and sewer maintenance reference maps: surveying and mapping: miscellaneous assistance to Police. Planning. Streets. _airport. Public Works Divisions and Public Works facilities. Yakima Convention Center, Fire Department, including remodels and miscellaneous projects, and the Capitol Theatre for capital improvement projects: Purchasing Division, etcetera. We recently provided or are providing engineering assistance for • Convention Center stucco repairs. • Several small drainage improvement projects. • Major and minor wastewater system piping 7 Water /Irrigation Division Capital Improvements Protects General 308 Irritation System Phase 4/State 2 Improvements This project consists of replacing irrigation main and services in the General 308 Irrigation District. The limits of the project are from North 1 Street Avenue to North 10 Street and from East Yakima Avenue to East "F" Street. The project also replaces the irrigation main in Pierce Avenue from Summitview Avenue to Lincoln Avenue. Huibregtse, Louman Associates is completed the design. The project was bid on September 27. 2011 and the low bidder was KRCI. LLC of Wenatchee. WA. Construction is underway and approx. 60 °o complete. The project is expected to be completed by April. 2012. City Irrigation crews have also replaced various portions of the irrigation main and services in the General 308 System. This is the last scheduled replacement project within the General 308 Irrigation System. • Project completion date: 2 Quarter FY2012. Fruitvale Canal Improvements Part of this project will replace an open ditch irrigation wasteway canal with a piped irrigation line along East H Street from North 6th Avenue to North 9th Street. Huibregtse, Louman Associates, Inc. completed a design report, providing a preliminary design and project costs. Final project design has been completed, which includes the design for two new industrial waste lines between North 1 Avenue and North 9th Street. Project design is also being coordinated with potential street improvements on East H Street. Bid opening was October 18. 2011 and Hurst Construction LLC of Wenatchee. WA was the low bidder Construction is underway approx. 60 °o complete. The project is expected to be completed by April. 2012. The rest of the project is to consolidate the river diversions for Fruitvale Canal with the diversions at the Nelson Dam. Project is being designed in cooperation with the Bureau of Reclamation. Washington Depart of Fish and Wildlife. Yakima County and North Yakima Conservation District. ♦ Project completion date Pipeline Improvements 2°d Quarter 2012. Diversion Consolidation On- going. Gardner Park Domestic Well The project installed a new 3.000 gpm domestic well in Gardner Park, located at Cornell Avenue and West Pierce Street. Construction on the project began January 2009 and is now completed. The well was drilled to a depth of 1.328 feet. Well screen and casing was installed and pump testing of the well has been completed. Golder Associates completed the design of the well house and William Charles West of Kennewick, WA completed construction December 23, 2011 The project report, construction approval and source approval documents have been approved by the Department of Health. • Project completion date: December 23, 2011. 8 East I "cola Avenue (1-82 Crossing) Waterline Replacement The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the waterline will improve flows and reliability in this part of the water system, as well as replace a sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing within the limits of the interstate highway Huibregtse. Louman Associates has completed the design. The project will be constructed as funding becomes available. ♦ Project completion date: On- going. Water Treatment Plant Backwash Recycle Upgrade The project will replace the unlined backwash recycle pond with new lined recycle ponds. Huibregtse. Louman Associates developed a preliminary design recommendation and report to submit to the Department of Health for approval. The project was submitted and selected for a 2011 Drinking Water State Revolving Fund (DWSRF) loan. Project design and construction is expected in 2012, pending final approval of the loan. ♦ Project completion date: 1 Quarter 2013 48" Domestic Transmission Main Repairs and Modifications The project installed 2 — 48" x 24" tee and valve assemblies to allow for temporary bypass in the event of future damage occurring to the transmission main at the Naches River crossing. The project also installed protective measures on the existing transmission main at the river crossing. Temporary repairs were completed after damage occurred during high river flows in spring 2011 Huibregtse, Louman Associates completed final plans and specs for the permanent protection of 48" transmission main, as well as the bypass modifications. The project was bid as a separate schedule to the Fruitvale Canal and Industrial Waste Improvement Project on October 18. 2011 and was completed by Hurst Construction LLC ♦ Project completion date: 4th Quarter 2011 Automated Metering Infrastructure Internal discussions began in January 2010 to determine the future direction for meter reading. Inter - agency agreement approved by Council to coordinate efforts between Yakima. Selah and Nob Hill. Gray and Osborne (consultant) provided an initial report to outline current technologies and potential costs associated with the various options. A final summary report was also provided, outlining recommendations for Yakima. Selah and Nob Hill. Yakima worked with two vendors to install pilot systems (20 meters each near YVCC). $5 million PWTF loan has been initially approved, with final approval of funding in early 2012. ♦ Project completion date: Depends on funding availability 9 Wastewater Division Capital Improvements Prolects Digester Cover Replacement Project This project was contracted in the 1 Quarter of 2009 and construction began in the 2 Quarter of 2009 The project included the replacement of the three secondary digester covers with new membrane gas holder covers: replacement of secondary cover blowers, air piping, Motor Control Centers (MCCs), local control panel and associated digester system accessories: improvements to the Secondary Digester Control Room, and Primary Digester electrical Room: replacement of the existing Dissolved Air Flotation Thickener (DAFT) mechanical system, improvements to plant SCADA system, sludge piping improvements: modifications to the plant electrical distribution system and: dredging of an existing storage lagoon. The project is 100 °o complete. Air and gas leaks have been resolved and the digester covers have been in operation since the end of November 2010. Project has been closed out. Second Phase of the Speedway Race Street Interceptor The Engineering Division is finishing up the design of the remainder of the Speedway Interceptor that will eliminate Race and Beech Street Lift Stations and extend a 36 inch sewer main to the sewer main at 8th Street and Beech at the Washington Middle School. The exact route is being planned and will be determined by the ability to get a Franchise from the Washington State Dept. of Transportation (WSDOT) along I -82. The franchise has been approved by WSDOT The design is nearly complete with bids expected to go out early in 2012 with construction being complete in July 2012. ♦ Projected project completion date 3 Quarter FY2012. Wastewater Facility TMIDL (Struvite) Project When constructed this project will begin reducing our nutrient concentrations in the wastewater effluent discharged to the Yakima River as required by the Department of Ecology The construction will include the fabrication and installation of a reactor to harvest phosphorous and the installation of eight (8) mixers in the aeration basins to augment nutrient removal through the reactors. We received Ecology approval on 7'11'2011 The construction project to install the Struvite reactors has been bid and awarded to Shannon Industrial Constructors out of Coeur D'Alene, ID The construction of the Struvite harvesting system is expected to be complete by July 2012. The mixers for installation in the Aeration Basins have been purchased and submittals have been received and approved. Design to install the mixers is underway and expected to be completed by March of 2012. Installation of the mixers is planned to be included with the UASBiNorth End Power Distribution project which is scheduled for completion by July 2013 ♦ Contract bid and award. September'October 2011 ♦ Struvite Projected project completion. 3 Quarter FY2012. 11 ♦ Mixer installation Completion 3` Quarter FI" 2013 Wastewater Facility, Collection System Plan Update & initial Stormwater Comp Plan The last Wastewater Facility Plan was completed in February 2004 This project will update the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. With the adoption of the new Stormwater Regulations a comprehensive Stormwater system plan is needed and will be implemented along with the Wastewater Facility and Collection system plan update. Akel Engineering Group. Inc. was selected and has developed preliminary maps. Survey data collection was completed in October 2011 by HLA and City Staff. Tom Coleman is updating the treatment plant facility plant with input from several on -going projects and studies along with the comprehensive sewer plan from Akel Engineering. ♦ Project completion date: 2 Quarter FI Levee set back Project and new Wastewater Outfall Staff continues to be involved in the Gap to Gap project for flood plain restoration which will include the Wastewater Treatment Plant to relocate or develop a new wastewater outfall. Alternatives will be evaluated to select a new outfall location. Currently the old Wastewater spray field is being evaluated as a riparian outfall. An engineering report for alternatives like this will be developed and submitted to Ecology for approval. A consultant, Ridolfi Inc., was selected to develop this floodplain restoration plan in September 2011 ♦ Phase I Project completion date 4th Quarter FY2013 The State Salmon Recovery Funding Board has awarded the City a $275,400 grant for completion of Phase I of the project. Boiler Replacement Project Project will replace existing boiler and add additional capacity for the Industrial Waste Reactor which is currently in design. Project will also improve gas and hot water piping systems to improve reliability and reduce maintenance of the system. A boiler procurement specification was developed and bids for materials were received in October, 2011 Design of the other system modifications are 95 °o complete and expected to bid in February 2012. ♦ Project completion date: 2 Quarter FY2012. Industrial U-1SB Reactor and North End Power Distribution System Upgrade Project This project will allow the City to treat high BOD industrial waste streams, like we get from Del Monte, directly in the new LTASB (Upflow Anaerobic Sludge Blanket) reactor opening up additional capacity for other domestic waste streams. The LTASB reactor will also generate 12 additional methane gas for use in a future sludge dryer project which is anticipated to begin the preliminary engineering phase mid 2012. The project also included upgrading the power distribution system for the North end of the treatment plant to improve reliability and future expandability Much of this electrical gear in this area was installed in the 1960's and has reached the end of its useful life.
