A RESOLUTION authorizing and directing the City Manager to execute a wage and benefit
package for 2011 -2012 with the American Federation of State, County and
Transit Employees (AFSCME) Local 1122 representing the Municipal
Employees bargaining unit.
WHEREAS, pursuant to requirements of state law, labor negotiations have occurred
between the City and Municipal Employees represented by the AFSCME Local resulting in the
attached proposed wage and benefit package for 2011 through 2012, and
WHEREAS, AFSCME Local 1122 and the City of Yakima have bargained the subject
agreement in good faith,
WHEREAS, the members have voted in favor of the attached proposed wage and
benefit package; and
WHEREAS, the City Council has determined that it is in the best interest of the City of
Yakima to settle collective bargaining in accordance with the terms and conditions of the
attached collective bargaining agreement, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is herby authorized and directed to execute the
incorporated Wage and Benefit Package between the City of Yakima and AFSCME Local 1122
Transit employees.
ADOPTED BY THE CITY COUNCIL this 17th day of January 2012.

ADDENDUM TO THE COLLECTIVE BARGAINING/AGREEMENT
BETWEEN THE CITY OF YAKIMA AND AFSCME TRANSIT LOCAL 1122
THIS ADDENDUM to the 2010 - 2012 Collective Bargaining Agreement is made and
entered into by and between Council 2, Washington State Council of County and City
Employees (WSCCCE) representing Local 1122 American Federation of State County and
Municipal Employees ( "AFSCME "), hereinafter the "Union" and the City of Yakima, a
Washington municipal corporation, hereinafter the "City" and was approved by the Yakima City
Council January 17, 2012 by Resolution R- 2012 -15
WHEREAS, the City and the Union executed a collective bargaining agreement effective
January 1, 2010 that expires December 31, 2012
WHEREAS, pursuant to the collective bargaining agreement and state law, the City and
the Union engaged in negotiations on the matter of wages and medical plan premiums.
WHEREAS, the parties have reached an agreement on wages and benefits for 2012.
NOW, THEREFORE, it is agreed by and between the City and the Union as follows;
Effective January 1, 2012.
• $100,000 Life Insurance (City paid)
• 6% shift differential — All shifts
• $4.00 per hour Standby pay
• Transit Dispatchers position reallocated to pay code 665 from 660
Additionally, for 2012 only:
• $1,500 "In -Lieu Settlement" for 2011 paid to each member; and
• A Memorandum of Understanding (MOU) was executed and signed January 9, 2012
reflecting a $193.00 per month wage adjustment for members who have dependent
coverage effective January 1, 2012 through December 31, 2012
The terms of this agreement shall be incorporated into the next collective bargaining agreement
for 2013, should such an agreement be reached
THIS ADDENDUM is executed by the parties this day of January, 2012.

MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF YAKIMA AND MEMBERS OF
AFSCME TRANSIT LOCAL 1122
THIS MEMORANDUM OF UNDERSTANDING ( "MOU ") is made and entered into by
and between Council 2, Washington State Council of County and City Employees representing
Local 1122 American Federation of State County and Transit Employees ( "AFSCME" herein)
representing General City of Yakima employees, AFL -CIO ( "Union") and the City of Yakima, a
Washington municipal corporation ( "City ").
WHEREAS, the City of Yakima ( "City" herein) is a charter city of the first class of the
State of Washington and is the employer of all members of AFSCME Local 1122 Transit unit.
WHEREAS, AFSCME is the exclusive bargaining representative of the City Transit unit
and all other AFSCME members
WHEREAS, This MOU memorializes the agreements between the City and the Union
regarding the issues described below, and the parties acknowledge that these issues have been
negotiated in accordance with RCW 41.56.
WHEREAS, The City and Union have engaged in on -going discussions related to the
wage adjustment for benefits for transit employees with family coverage.
NOW, THEREFORE, it is agreed by and between the City and the Union as follows:
Effective January 1, 2012 the Transit employees who have dependent coverage and premium
rate will receive a $193.00 per month wage adjustment to offset the cost of the benefit plan.
This agreement will terminate effective December 31, 2012.
THIS MOU is an exclusive agreement unique in nature. It does not set a precedent or establish
a "past practice" between the parties. /

AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City
employees to be effective February 19, 2012; amending Subsections 2.20.100A,
2.20.100E, 2.20.110A, 2.20.110D, all of the City of Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective
February 19, 2012, which plan shall consist of the various following subsections of this section."
Section 2 . Subsection 2.20.100E of the City of Yakima Municipal Code is hereby
amended to read as follows:

Section 3. Subsection 2.20.110A of the City of Yakima Municipal Code is hereby
amended to read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of February 19, 2012. The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code. Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours. The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2.22.030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan. The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule:"
Section 4 . Subsection 2.20.110 D of the City of Yakima Municipal Code is hereby amended to read as follows:

SUMMARY EXPLANATION:
A.) Resolution authorizing a Collective Bargaining Agreement which finalizes the negotiations process with
AFSCME Local 1122 Transit bargaining unit for 2011 -2012 Wage & Benefit Package. This contract represents
good faith and collaborative negotiations between the parties. The settlement package is outlined below.
* 0% General Wage Freeze for 2012
