Consent Agenda All items listed on the Consent Agenda are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda, and if approved, it will be considered in its normal sequence on the agenda. A. Consideration of approval of City Council Meeting Minutes i. Business Meeting -- December 6, 2011 ii. Business Meeting -- December 13, 2011 iii. Adjourned /Special Meeting -- December 29, 2011 B. Consideration of approval of Council Committee Meeting Minutes C. Ordinance granting a non - exclusive franchise to N.W. Open Access Network ( "NoaNet "), a non - profit mutual corporation, which authorizes NoaNet to occupy City of Yakima rights -of -way in order to construct, operate, and maintain a telecommunications system. D. Resolution relating to administration, amending the original Employment Agreement designating Michael Morales as the Interim City Manager effective January 1, 2012, revising the compensation amount and the term stated in said Employment Agreement; and specifically amending paragraphs 4 and 6.1 of said Agreement. The effective date of the amended Agreement shall be retroactive to January 1, 2012. E. Resolution authorizing an agreement with Huibregtse, Louman Associates, Inc. related to the Water Treatment Plant Backwash Storage Proiect F. Set date of February 7, 2012 for the Closed Record Public Hearing on the Preliminary Plat of Englewood Ridge, Two Bluffs, LLC developers. G. Set February 7, 2012, as the date for a Closed Record Public Hearing to consider the Hearing Examiner's recommendation on a project specific rezone requested by Richard Ehlers. H. Resolution authorizing the acceptance of a land donation for park purposes and conveyance by deed of property located at 13th Street and East Chestnut Avenue from Sun Yakima, LLC 5. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and /or the consensus or vote of the Council. Written communication and e -mail messages are strongly encouraged. PUBLIC HEARINGS 6. Closed Record Public Hearing to consider an Ordinance regarding Medical Marijuana Facilities and Collective Gardens ORDINANCES 7. Legislation regarding Collective Bargaining and ammendments to the Classification and Compensation Plan 8. Other Business A. Adjournment The next Council Business meeting will be February 7, 2012 in the Council Chambers of City Hall 10. Council General Information A. Council general information Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. A Council packet is available for review at the City Clerk's Office and the Library. An abbreviated packet is also available on line at www.ci.yakima.wa.us under Quick Picks. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings.
