CITY OF YAKIMA, WASHINGTON
JANUARY 14, 1992
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. in the Board Room of
the Yakima Center, Yakima, Washington. Council members present were Mayor
Pat Berndt, Henry Beauchamp (present after 7:33 a.m.), Skip Semon, and Bernard
Sims. Council members absent were Clarence Barnett, Bill Brado, and Lynn
Buchanan. Staff members present were City Manager Zais, Assistant City
Manager Stouder, Administrative Assistant to the City Manager Oliver, Director
of Community & Economic Development Rice, and City Clerk Roberts.
City Manager Zais discussed the 911 contracted service, explaining why 911
dispatchers aren't dispatching ambulance calls. The calls are transferred to
the ambulance companies on a rotating basis. He commented that Care's
business has gone up, while Medic One's business has dropped. Care Ambulance
created another corporation so they can get two- thirds of the calls. He also
spoke about a possible anti -trust liability, which Mr. Bangasser, with the
law firm of Preston - Thorgrimson, is researching. He has some concerns that
the current practice needs to be modified so that dispatchers call the nearest
available unit.
Mr. Zais reported Hops Extract was voted down yesterday by DOE for discharge
violations. Council was given information on this in November of 1991.
Chris Waarvick is saying that Hops Extract has to get this cleared up. If DOE
had not taken action, the City would have had to take its own action.
(Council Member Beauchamp present after 7:33 a.m.) There was a brief
discussion about Chuck Clarke being appointed as director of Department of
Ecology. Council also discussed the River Road Industrial Project; the I -82
loop board met and they will contact the Irwin family.
City Manager Zais reported there is a meeting with the Herald Republic
Editorial Board scheduled this morning with Council Members Buchanan, Semon
and Sims. Mayor Berndt asked about the objective of the meeting. Council
Member Sims stated that at the last Transit meeting, they wanted input from
the citizens regarding the PTBA. It was thought that if the newspaper was
involved some of the other people could be reached, not just the advocates for
the PTBA. The Editorial Board was warm to this idea. From last week's
meeting, he stated he believes the other cities don't understand the cost to
provide transit service. The City's Transit budget is bigger than most of
their entire budgets. They don't see this realistically. These cities think
they are going to have services similar to Yakima's, but on a smaller scale.
Council Member Beauchamp stated he thinks COG has a responsibility to be
better informed and to inform the other communities. Council Member Semon
commented that Transit Manager Schultz provided information on the cost to
operate one of these buses, and it does not take long to realize how much that
takes out of the budget. It would not make sense to have an express bus from
Grandview; it would have to stop at all the towns, and it takes 45 -55 minutes
just to drive from Grandview to Yakima. Mr. Sims stated he was looking at the
fixed costs; people, vehicles, vehicle maintenance; amounting to about $6.00
a mile. Mr. Stouder stated they understand this is based on our own costs.

(Council Member Sims absent after 8:05 a.m.) City Manager Zais stated we have
not developed cost estimates for going to the lower valley; however, we know
what it would cost to serve Selah and Moxee. Mr. Rice stated that Spokane
would be a good comparison; Mayor Berndt agreed. City Manager Zais briefly
addressed the labor representation and transit wages, which he believes will

increase.
City Manager Zais commented that Council wanted staff to meet with the County
to discuss the Yakima Center building expansion. He reported that Glenn Rice II
and the County have been looking at various financing options for building
expansion. It has gone through a committee review. Preston, Thorgrimson, the
City's legal consultant, drafted proposed legislation on the amendments to
the room tax, and a draft letter has been mailed to our legislators to put
this into this year's session. This is to increase the room tax by 1 %, which
will raise about $1 million; this building needs about $2.5 million. Mr. Rice
reviewed the proposed legislation from Preston, Thorgrimson. He commented
that staff had reveiwed the Yakima County room tax budget, and there is about
an $86,000 difference between what was collected and what was budgeted.The
hotel industry indicated they would fund $100,000; the County $100,000 and we
would consider other options, such as room tax, admission tax, or B & 0 tax.
City Manager Zais stated if the County has not obligated these funds, there
could be $100,000 for bonds for this building. He stated he thinks we can ask
them for that since the City helped them with their SunDome. The question is
do you want to meet with them as a group or a committee. Council Member
Beauchamp suggested a committee works better and stated he would assist if
needed. Mr. Semon stated he would serve on the committee.
City manager Zais reported that he and Council Members Semon and Buchanan have
been working with County Commissioner Graham, Sheriff Blair and Police Chief
Green about the joint law enforcement planning process. We have talked about
the overlap of planning issues and combining the Police Department and
Sheriff's Office. Staff put a draft RFP together and plan to meet this Friday
to finalize it. He stated he is also working on a letter to send to the
commissioners to formally ask for the 0.1% sales tax being sent to the
electorate.

ADJOURNED MEETING
The City Council met in session on this date at Noon at the Yakima Center
board Room for a luncheon meeting concerning the Gateway Project, hosted by
CH2M Hill. Mayor Pat Berndt and Council Members Henry Beauchamp (present
after 12:30 p.m.), Skip Semon, and Bernard Sims present. Council members
Clarence Barnett, Bill Brado, and Lynn Buchanan absent and excused. City
staff members present were City Manager Zais, Assistant City Manager Stouder,
Public Works Director - Copeland, Community and Economic Director Rice,
Director of Engineering and Utilities Covell, City Engineer French, Transit
Manager Schultz, Lettie Garza, Department Assistant I and Clerk 'Harris.
Yakima County representatives present were County Commissioners Alex Deccio,
Graham Tollefson and Chuck Klarich, Public Works Director Hesse, Assistant
Public Works Director Redifer and Planning Director Anderwald. Others
present were Randy Elliott, representing Holiday Inn, Dennis Whitcher, and
Bill Huibregtse. CH2M Hill members present were Collie Martin, and May St.
George.
Collie Martin, Manager of CH2M Hill, showed a chart and map of the proposed
Gateway Project and gave the objectives of the project. May St. George
discussed various aspects of community involvement with this project. Ms.
St. George introduced Lettie Garza, with the City Housing Services Division.
Ms. Garza will be responsible for responding to, and "logging in ", phone
calls concerning this project.
Several possibilities of variations of construction, possible truck routes,
traffic signals and various accesses to downtown, of the proposed changes in
I -82 and yakima and Fair Avenues were discussed. The Steering Committee's
designs were reviewed; these designs, and others, will be further reviewed
and changed as necessary. In answer to questions from Council Members Semon
and Sims, they were assured that the Steering Committee would still be very
much involved in the pending decisions.
The possibility of displaced housing, in the Fair Avenue neighborhood, was
discussed with no decisions reached.
The budget was discussed and the various ideas which might be implemented,
depending-on the available money. The projected completion date of the
project is the end of 1994, with the projected start date in the Spring or
Summer of 1992. The environmental requirements and impact were also
discussed.

BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 P.M. in
the Council Chambers of City Hall, Yakima, Washington. Mayor
Pat Berndt, presiding, Councilmembers Clarence Barnett, Henry
Beauchamp, Lynn Buchanan, Skip Semon and Bernard Sims present
on roll call. Councilmember Bill Brado absent and excused.
City Manager Zais, City Attorney Vanek, City Clerk Roberts
and Clerk Harris also present.
2. INVOCATION /PLEDGE OF ALLEGIANCE
The Invocation was given by Councilmember Beauchamp.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Mayor Berndt updated the Council on her trip to Washington,
D.C., including the seminars she attended and meetings with
Senate staff members. She and Esther Huey, the Director of
Substance Abuse Coalition, also attended one meeting with
President Bush in attendance.
4. CONSENT AGENDA
Mayor Berndt referred to the items placed on the Consent
Agenda, questioning whether there were any additions or
deletions from either Councilmembers or citizens present.
Mayor Berndt announced the public meeting date in Item No. 11
was changed to February 18th. The City Clerk then read the
Consent Agenda items, including resolutions and ordinances by
title. It was MOVED BY SIMS, SECONDED BY SEMON, THAT THE
CONSENT AGENDA, AS READ BE ADOPTED. The motion carried by
unanimous roll call vote; Brado absent. (Subsequent
paragraphs preceded by an asterisk ( *) indicate items on the
Consent Agenda handled under one motion without further
discussion).
*5. APPROVAL OF THE MINUTES OF THE DECEMBER 7 AND 10, 1991
COUNCIL MEETINGS
The minutes of the December 7, 1991 Budget Wrap -Up and
December 10, 1991 Business meetings were approved, having
been duly certified accurate by two Councilmembers and no one
present wishing to have said minutes read publicly.
6. AUDIENCE PARTICIPATION
Marketa Oliver, Administrative Assistant to City Manager,
explained the Proclamations for the President's Annual Points

of Light Award. The Proclamations were read by Mayor Berndt.
The Proclamation nominating the Yakima County Substance Abuse
Coalition was accepted by Esther Huey, the Director of the
Substance Abuse Coalition. The Northeast Yakima Neighborhood
Association nomination was accepted by Martha Mathews and
Mary Morehouse.
7. PUBLIC MEETINGS ON CENTRAL WASHINGTON MENTAL HEALTH MASTER
APPLICATION /RIGHT -OF -WAY VACATION REQUEST AND LARRY LOVELESS
SUBDIVISION APPLICATION HAVE BEEN POSTPONED (SEE ITEMS NOS.
11 & 12 FOR NEW DATES)
See action taken under Items Nos. 11 and 12.
8. REPORT AND LEGISLATION REGARDING INDUSTRIAL SITE DEVELOPMENT:
A. REPORT FROM YAKIMA COUNTY DEVELOPMENT ASSOCIATION (YCDA)
AND BUCHER, WILLIS AND RATLIFF
Executive Director of Yakima County Development Association
McGree introduced Steve Lewis and Preston Shepard. Mr. Lewis
and Mr. Shepard reported on the study they have concluded and
answered questions concerning the proposed industrial sites.
The River Road and 16th Avenue property is still considered
the best site for an industrial park; a minimum - of 100 acres
is required. In answer to Councilmember Barnett's question,
Mr. Shepard stated any additions to water and sewer will be
paid for by grants, meaning no new expenses for the City.
Following further discussion, the report was accepted.
B. CONSIDERATION OF RESOLUTION SUBMISSION OF GRANT
APPLICATION IN PARTNERSHIP WITH YCDA TO STATE COUNTY
ECONOMIC REVITALIZATION BOARD, DEPARTMENT OF TRADE AND
ECONOMIC DEVELOPMENT
Assistant City Manager Stouder reviewed the grant
application. Resolution No. D -6045 having been read by
title, it was MOVED BY BEAUCHAMP, SECONDED BY SIMS, TO ADOPT
THE RESOLUTION. The motion carried by unanimous roll call
vote; Brado absent.
RESOLUTION NO. D -6045, A RESOLUTION authorizing the
submission of a grant application from the City of Yakima,
Washington, in partnership with the Yakima County Development
Association, to the State of Washington, County Economic
Revitalization Board (CERB), Department of Trade and Economic
Development for funding as part of the "Timber CERB Program ".

C. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF
GRANT AGREEMENT WITH U.S. DEPARTMENT OF COMMERCE,
ECONOMIC DEVELOPMENT ADMINISTRATION
Resolution No. D -6046 having been read by title, it was MOVED
BY SIMS, SECONDED BY BEAUCHAMP, TO ADOPT THE RESOLUTION. The
motion carried by unanimous roll call vote; Brado absent.
RESOLUTION NO. D -6046, A RESOLUTION authorizing execution of
a grant agreement with the U.S. Department of Commerce,
Economic Development Administration in connection with the
Yakima Industrial Park located from 6th Avenue to 16th Avenue
and River Road, and Highway 12.
*9. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF RENEWAL
OF THE YVT OPERATING AND INDEMNIFICATION AGREEMENT
RESOLUTION NO. D -6047, A RESOLUTION authorizing and directing
the City Manager and City Clerk of the City of Yakima to
execute an agreement with Yakima Interurban Lines
Association, Inc. for trolley car operation for 1992.
*10. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF
AMENDMENT TO THE YAKIMA.VALLEY VISITORS & CONVENTION CENTER
AGREEMENT FOR MANAGEMENT OF CENTER AND TOURISM PROMOTION
RESOLUTION NO. D -6048, A RESOLUTION authorizing and directing
the City Manager and City Clerk of the City of Yakima to
execute an agreement with the Yakima Valley Visitors and
Convention Bureau for the management of the Center and
tourism promotion.
*11. RESET DATE OF PUBLIC MEETING FOR FEBRUARY 11, 1992 TO
CONSIDER THE HEARING EXAMINER'S RECOMMENDATION ON THE CENTRAL
WASHINGTON MENTAL HEALTH MASTER APPLICATION AND RIGHT -OF -WAY
VACATION REQUEST
The public meeting to consider the Hearing Examiner's
recommendation on the Central Washington Mental Health Master
application and Right -of -Way Vacation Request, was
rescheduled to February 18, 1992.

THE HEARING EXAMINER RECOMMENDATION ON MASTER APPLICATION
SUBMITTED BY LARRY LOVELESS
The public meeting to consider the Hearing Examiner's
recommendation on the Master Application submitted by Larry
Loveless was rescheduled to January 28, 1992.
*13. APPROVAL OF VEHICLE ACCIDENT REPORT FOR DECEMBER 1991
The Vehicle Accident Report reviewed by the City Safety
Committee during the month of December 1991 was approved.
*14. SECOND READING OF ORDINANCE AMENDING THE 1992 PARKS AND
RECREATION FUND FOR YOUTH AFTER - SCHOOL PROGRAM SPONSORED BY
YAKIMA COUNTY SUBSTANCE ABUSE COALITION
An Ordinance amending the 1992 Parks and Recreation Fund to
provide for an after - school program for at -risk youth
sponsored by the Yakima County Substance Abuse Coalition,
having been read by title only at the previous meeting, was
brought before the Council for a second reading.
ORDINANCE NO. 3431, AN ORDINANCE amending the 1992 budget for
the City of Yakima; and making an appropriation of $30,000 in
the Parks & Recreation Fund for expenditure during 1992 for
an After School Recreational Program for At -Risk Youth.
15. OTHER BUSINESS
Councilmember Beauchamp announced the upcoming events in
honor of Dr. Martin Luther King's birthday. Everyone was
invited to attend the Freedom March beginning at City Hall on
Monday, January 20, 1992 at Noon. City Manager Zais made the
Council and the public aware that there would be a City
trolley available for the march for citizens unable to walk
that distance.
