This line item includes wages for the Convention Center staff and the management fee to the Yakima Valley Visitors and Convention Bureau ( YVVCB). This increase request is for the Convention Center labor only. Due to late confirmations of a huge conference and a weekly booking addition, revenue will come in over budget by $40,000. With these additional bookings and the overall occupancy up over 9% or 428 additional room sets, additional funding for labor is requested in the amount of $15,000. The remaining $25,000 in earned revenue will go into the beginning balance reserve for 2012. Fund 173: The Tourism Promotion Area (TPA) is a self- imposed assessment on the lodging industry for the purpose of marketing the area as a tourism destination. The YVVCB has a contract for marketing Yakima with the TPA, and includes terms that make this a pass- through from the City to YVVCB. The TPA recently increased the assessment which was effective October 1st. In addition to this, a very strong September and October for hotel room nights were realized. Therefore, revenue estimates for this account are increased by $25,000. The $25,000 appropriation in revenue and expense will balance this account, so that all revenue collected can be remitted to the Bureau per the contract. BOARD /COMMISSION RECOMMENDATION: ATTACHMENTS: Click to download Ordinance • • • • 4110 • ORDINANCE NO. 2011 - AN ORDINANCE amending the 2011 budget for the City of Yakima; and making appropriations of $15,000 in Fund 170 — Tourist Promotion Fund and $25,000 in Fund 173 — Tourism Promotion Area Fund for expenditure during 2011 to provide for tourism promotion activities. WHEREAS, the Convention Center has experienced a higher volume of convention activity than was contemplated in the 2011 budget which resulted in additional Space Rental income and operational expenses; and WHEREAS, the Tourism Promotion Area increased its self- imposed assessment which was effective October 1, 2011; and WHEREAS, at the time of the adoption of the 2011 budget it could not be reasonably foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1: A. The amount of $15,000 is hereby appropriated from the Unappropriated Fund Balance in Fund 170 — Tourist Promotion Fund to the following accounts as a 2011 appropriation: Resources: Convention Center Space Rental Revenue 170 - 170 - 325 - 0000 - 36240 -SPA - $15,000 Expenditures: Management Fee 170 - 170 - 325 - 0000 - 57110 -411 - $15,000 B. The amount of $25,000 is hereby appropriated from the Unappropriated Fund Balance in Fund 173 — Tourism Promotion Area Fund to the following accounts as a 2011 appropriation: Resources: Tourism Promotion Assessment 173 - 173 - 324 - 0000 - 31810 -OPA - $25,000 Expenditures: Professional Services 173 - 173 - 324 - 0000 -57110 -410 - $25,000 Section 2. This ordinance is one making an emergency appropriation and shall take effect immediately after its passage, approval, and publication as provided by law and by the City Charter.
