CITY OF YAKIMA, WASHINGTON
JULY 14, 1992
ADJOURNED MEETING
The City Council met in session on this date at 7:00 A.M. at
the Yakima Center Conference Room for informal discussion.
Mayor Pat Berndt (absent after 7:55 A.M.) presiding,
Councilmembers Clarence Barnett, Bill Brado,
Lynn Buchanan, Skip Semon, and Bernard Sims present.
Councilmember Henry Beauchamp absent and excused. City staff
members present were City Manager Zais, Assistant City Manager
Rice, Administrative Assistant to the City Manager Oliver and
Clerk Harris.
Councilmembers discussed the Department of Ecology's (DOE)
mandatory recycling requirements. Mayor Berndt reported
curbside service is being favored as the option by the Solid
Waste Advisory Committee because it is automatically approved
by the DOE and because drop boxes present a sanitation
problem. It is believed the curbside pickup can be
implemented at a cost of approximately $3.00 a household.
Councilmember Sims believes since this is the same volume of
garbage that would have to be picked up anyway, he cannot
understand the reason for additional cost. He believes the
recycables should be picked up in cycles with no additional
charge. Mayor Berndt said it will require an extra pickup by
the trucks. Yard waste will have to be picked up separate
from the regular garbage. Additional fees at the County
landfill are being considered.
Mayor Berndt announced a delegation from Yakima's Sister City,
Keelung, Taiwan, Republic of China, will be in Yakima for a
visit on July 29th. They wish to meet with the Council, City
Manager and staff. She asked the Councilmembers to please
suggest ideas to Debbie Moore of ways to entertain them;
government money cannot be used. Councilmember Buchanan has
entertained them in the past and he said they enjoy seeing the
hops fields, which are not grown the same as in their Country.
City Manager Zais commented on the Parks and Recreation
Committee meeting. He reported the contract with Ron King was
discussed and four options were given. Mr,. King was present
to speak to the Committee. Option 2 is being considered with
possibly some modifications. In this option, Mr. King
administers the tournaments with no assistance or co-
sponsorship from the City. The Commission is anxious to work
out an amiable agreement with Mr. King. Mr. Zais also
discussed the Parks Bond issue which was covered by the
Commission; a report is forthcoming. They have requested an
annual meeting with the Council. A bond issue of $8 Million
or less and a levy of $1 Million is being considered. The
best time to present this issue to the voters, considering the
validation requirements was discussed. The schools bonds, the
Juvenile Justice Facility bond, the PTBA issue, proposed Air
Terminal improvements, and a proposed one tenth percent sales
tax increase, among others, are being considered in the next

two years to be put on the ballot. Councilmember Sims feels
everything should be put on the _ballot and let the voters
review and vote on it•a11 at the°'same time. Mayor Berndt
suggested meeting with the school districts. Councilmember
Barnett suggested a chart including all these proposed issues
plus the proposed increases in utilities, including water,
sewer and refuse. The Council and staff further discussed the
best time to put the City issues on the ballot, without final
I/ decision.
City Manager Zais announced the Chamber of Commerce recently
seated new board members. They have requested an informal
meeting with the Council members, similar to the meetings
Council has had with City boards and commissions and other
organizations.
Mr. Zais informed the Council that the City has been notified
by the Washington Survey and Rating Bureau that the City's
fire rating will decrease from a Class 3 to a Class 5, unless
there is some "overall, compelling reason to change the
score ". This is the first time the City has been surveyed in
15 or 16 years. This would cause an increase in commercial
fire insurance. Mr. Zais explained the rating system and
deficiency points.
Councilmember Barnett asked about the timing which
Mr. Shampine has to make a decision on an urban area zoning
issue. He -feels that possibly 14 days is not enough to make
a decision. Mr. Barnett was concerned about the term "no
factual evidence" being used so often and if 14 days is enough
time to get factual evidence. . , , Assistant City Manager Rice
explained this is done in an effort to speed up the process.
In most instances the 14 days is enough. The Councilmembers
expressed concern that so many issues are now requiring
attorneys. Mr. Barnett stated he would raise this question
with the Joint Board of the Regional Planning.
Councilmember Barnett also commented on the 2010 Vision
Document and the wide range of interpretations which can be
attributed to it. The Council agreed with this assessment.
Following further discussion, the meeting was adjourned at
8:45 A.M.
