Roll Call
Council: Mayor Patricia Byers, presiding, Assistant Mayor Holly Cousens, Councilmembers
Kay Funk (present at 5:50 p.m.), Brad Hill, Soneya Lund and Eliana Macias (Council members
attending via speakerphone with the exception of Lund)
Staff: City Manager Robert Harrison, City Attorney Jeff Cutter and Acting City Clerk Jodi
Stephens
Absent: Councilmember Jason White
Open Discussion for the Good of the Order
A. Coronavirus (COVID-19) update
City Manager Harrison provided an update on COVID-19's effect on the City.
B. Resolution approving extension of Mayoral Proclamation declaring emergency and
order, if the Mayor issues a Proclamation extending the civil emergency proclamation
and order due to COVID-19
City Attorney Cutter introduced the item. The City Clerk read the resolution by title only.
MOTION: Hill moved and Lund seconded to adopt the resolution. The motion carried by
unanimous vote, Funk and White absent.
RESOLUTION NO. R-2020-106, A RESOLUTION extending the Mayor's Proclamation of
Civil Emergency and Order regarding a state of emergency in the City of Yakima due to the
coronavirus disease 2019 ("COVID-19").
C. Resolution repealing the City Council's temporary moratorium, issued as
Proclamation No. 2020-05 on June 2, 2020, staying the issuance of citations and/or

towing unlicensed vehicles for violations of Yakima Municipal Code 9.47
City Attorney Cutter briefed Council on the resolution. The City Clerk read the resolution by
title only.
MOTION: Cousens moved and Lund seconded to adopt the resolution. The motion
carried by unanimous vote, Funk and White absent.
RESOLUTION NO. R-2020-107, A RESOLUTION repealing the City Council's temporary
moratorium issued as Proclamation No. 2020-05 on June 2, 2020, staying the issuing of
citations and/or towing unlicensed vehicles for violations of Yakima Municipal Code 9.47.
D. Proclamations
Domestic Violence Awareness Month Proclamation
Mayor Byers proclaimed the month of October 2020 as Domestic Violence Awareness Month.
E. Presentations / Recognitions / Introductions
Recognition of City Budget Award
Steve Groom, Finance and Budget Director, presented the City's Budget Award. Council
members thanked the Finance Department for their efforts.
ii. Recognition of Officer Frank Bowersox for 30 years of service
Police Chief Murray recognized Officer Frank Bowersox for 30 years of service to the City of
Yakima. Chief Murray presented a short clip of the Yakima Police Department lip sync
challenge starring Officer Bowersox. Mayor Byers and Council members thanked Officer
Bowersox for his years of service.

A. Lodging Tax Advisory Committee Report
Mayor Byers reported on the Lodging Tax Advisory Committee (LTAC) meetings.
4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion —see
motion directly below.) City Manager Harrison reported the set date on item 4C is incorrect,
and is set for November 2, 2020.
MOTION: Cousens moved and Lund seconded to approve the consent agenda. The
motion carried by unanimous vote, White absent.

Set November 3, 2020, as the public hearing date to consider the Yakima Planning
Commission's recommendation on a Comprehensive Plan map amendment and
concurrent Rezone application submitted by Les Heimgartner for property at 8014
Occidental Rd
City Manager Harrison reported the set date on item 4C is incorrect, and is set for November
2, 2020.
D. Resolution authorizing Yakima School District School Resource Officer contract
RESOLUTION NO. R-2020-108, A RESOLUTION authorizing an Interlocal School
Resource Officer Agreement with Yakima School District No. 7 for the continuation of the
school resource officer program during the 2020-2021 school year
E. Resolution authorizing a contract with ESF Solutions, LLC for signalization &
related improvements at So. 64th Avenue and Ahtanum Road
RESOLUTION NO. R-2020-109, A RESOLUTION authorizing a contract with ESF
Solutions, LLC, City Project No. 2474, for signalization and improvements at So. 64th Avenue
and Ahtanum Road.
F. Resolution authorizing an agreement with the Washington State Department of
Transportation —Aviation Division for a $353,694 loan to expand the Yakima Air
Terminal's main vehicle parking lot to meet growing passenger demands
RESOLUTION NO. R-2020-110, A RESOLUTION authorizing an agreement with the
Washington State Department of Transportation — Aviation Division for a $353,694 loan to
expand the Yakima Air Terminal's main vehicle parking lot to meet growing passenger
demands.
G. Resolution authorizing an addendum to an agreement with Perteet, Inc. for the
Cowiche Canyon Trail Project
RESOLUTION NO. R-2020-111, A RESOLUTION authorizing an Addendum to an
Agreement with Perteet, Inc. for the Cowiche Canyon Trail Project.
H. Resolution authorizing Supplement Agreement No. 2 with Widener and Associates
for additional wetland mitigation for Spring Creek Road and 36th Avenue
Improvements Project
RESOLUTION NO. R-2020-112, A RESOLUTION authorizing Supplement Agreement No. 2
with Widener and Associates for additional wetland mitigation for Spring Creek Road and 36th
Avenue Improvements Project.
Resolution authorizing the Chief of Police of the City of Yakima to execute an
Interlocal Agreement with the Washington Traffic Safety Commission for funding a
law enforcement liaison
RESOLUTION NO. R-2020-113, A RESOLUTION authorizing an Interlocal Agreement with
the Washington Traffic Safety Commission for funding a Law Enforcement Liaison.
J. Resolution authorizing acceptance of Remedial Action Grant from Washington State
Department of Ecology for interim action work plan cleanup of former landfill
RESOLUTION NO. R-2020-114, A RESOLUTION authorizing acceptance of a $8,700,000
grant from the Washington State Department of Ecology for the purpose of removal or
remediation of the landfill contamination at the Cascade Mill redevelopment site.

5. Consideration of support letter for People for People
City Manager Harrison briefed Council on the request.
MOTION: Funk moved and Hill seconded that the City Council provide a letter of
support for the People for People grant application to WSDOT, and that we direct staff
to finalize the wording, without requiring a further Council vote. The motion carried by
unanimous vote, White absent.
6. Consideration of City Council response to Yakima County's request for assistance in HOME
Consortium Program staffing
Community Development Director Davenport briefed Council on the request. After
discussion, staff recommended that the City Council encourage Yakima County to pursue a
Request for Proposal (RFP) process which would allow the City time to evaluate our
capabilities to help and develop a proposal, if feasible. There were no objections.
7. Summary status of Cascade Mill Redevelopment Project
Community Development Director provided an over -view of the project and partners. City
Attorney Cutter summarized the Right -of -Way acquisition status and the Task #2 removal of
wood waste, which will take place November through April. Council members expressed their
appreciation for the work on this project.
8, Resolution extending the Coronavirus Relief Funds (CRF) Interagency Agreement with the
Department of Commerce to November 30, 2020 with additional funding
City Manager Harrison and Steve Groom, Director of Finance & Budget, briefed Council on
the resolution. The City Clerk read the resolution by title only.
MOTION: Cousens moved and Lund seconded to adopt the resolution. The motion
carried by unanimous vote, White absent.
RESOLUTION NO. R-2020-115, A RESOLUTION accepting Contract Number 20-6541C-
377 Amendment A regarding the Coronavirus Relief Fund for Local Governments Contract
provided by the Washington State Department of Commerce, Local Government Division.
9. Resolution amending the agreement with Yakima County Development Association (YCDA)
regarding CARES Act grant funds to provide grants to small businesses and non-profit
corporations affected by COVID-19
Senior Assistant City Attorney Watkins briefed Council on the amendment. Jonathan Smith,
YCDA briefed Council on the status of the previous grants.
The City Clerk read the resolution by title only. After Council discussion,
MOTION: Lund moved and Cousens seconded to amend the language in the first
amendment to the agreement between the City of Yakima and Yakima County
Development Association to change the allocations of the additional $1.4 million
dollars as follows: 1) $600,000 shall go towards small businesses; 2) approximately
$800,000 should be allocated as follows: a) non-profit corporations as defined in the
agreement, which have a contractual relationship with the City may apply to receive

up to $30,000 and have first priority; b) non-profit corporations which provided
services to the community during the pandemic may apply to receive up to
$10,000 and have second priority; c) non-profit corporations which did not provide
services to the community during the pandemic may apply to receive $10,000 and
have third priority; under special conditions, it should be noted that non-profit
corporations' allocations should not be reduced due to the receipt of funds from the
Paycheck Protection Program. The motion carried by unanimous vote, White absent.
RESOLUTION NO. R-2020-116, A RESOLUTION amending the Agreement with Yakima
County Development Association (YCDA) regarding CARES Act grant funds to provide grants
to small businesses and non-profit corporations affected by COVID-19.

MOTION: Cousens moved and Lund seconded to adjourn to a City Council study
session on October 8, 2020, at 9 a.m. at City Hall. The motion carried by unanimous vote,
