EXECUTIVE SESSION
Executive Session regarding collective bargaining and consideration of the minimum price at
which real estate will be offered for sale or lease
Roll Call Council -- all attending via speakerphone: Mayor Patricia Byers, presiding, Assistant
Mayor Holly Cousens, Councilmembers, Kay Funk, Brad Hill, Soneya Lund and Eliana
Macias
Absent and excused: Councilmember Jason White
MOTION: Cousens moved and Hill seconded to adjourn to Executive Session for up
to 30 minutes regarding collective bargaining and consideration of the minimum price
at which real estate will be offered for sale or lease. The motion carried by unanimous
vote, White absent.
Executive Session was held beginning at 5:10 p.m. and adjourned at 5:30 p.m.

Mayor Byers proclaimed the third Saturday in April as Arbor Day.
ii. National Tele Communicators Week proclamation
Mayor Byers proclaimed the week of April 12-18, 2020 as "National Tele Communicators
Week."
5. Council Reports
A. Consideration of proclamation extending the Mayor's order declaring emergency
and resolution approving the Mayor's extension
Mayor Byers proclaimed an extension of the Civil Emergency Order in the City of Yakima
through May 7, 2020. Mayor Byers reminded everyone that while the City's emergency order
and the Governor's stay at home order remain in effect, no in -person public comment will be
taken and the only comments taken will be via telephone for the public hearing. She urged
community members to email or call council members with public comment or concerns they
have prior to the meeting.
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Lund seconded to adopt the resolution. After Council
discussion, the motion carried by unanimous vote, White absent.
RESOLUTION NO. R-2020-040, A RESOLUTION extending the Mayor's Proclamation of
Civil Emergency and Order regarding a state of emergency in the City of Yakima due to the
coronavirus disease 2019 ("COVID-19").
6. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion —see
motion directly below.)
MOTION: Cousens moved and Lund seconded to approve the consent agenda. The
motion carried by unanimous vote, White absent.

B. Approval of minutes from the March 17, 2020 City Council regular meeting and
March 13, 2020 City Council special meeting
Resolution authorizing a Construction Services Agreement with JUB Engineering,
Inc., for Construction Services to rehabilitate the Yakima Air Terminal -McAllister
Field Runway 9/27 High Intensity Runway Lighting system and asphalt
maintenance
RESOLUTION NO. R-2020-041, A RESOLUTION authorizing a Construction Services
Agreement with JUB Engineering, Inc. for Construction Services to rehabilitate the Runway
9/27 High Intensity Runway Lighting system and asphalt repairs.
D. Resolution extending the date of the temporary emergency cold weather shelters to
accommodate temporary homeless shelters during stay home orders issued by the

RESOLUTION NO. R-2020-042, A RESOLUTION extending the date of the temporary
emergency cold weather shelters to accommodate shelters while the City of Yakima and State
of Washington are under stay home orders from the Yakima Health District and Washington
State Governor's Office.
PUBLIC HEARINGS
Public hearing and ordinance to consider the Hearing Examiner's recommendation regarding a
right-of-way petition submitted by Yakima Housing Authority to vacate a portion of an alleyway
that extends west of N 6th Ave, south of Fruitvale Blvd
Colleda Monick, Community Development Specialist, briefed Council on the item. Mayor
Byers opened the public hearing and, with no one calling in to speak, closed the hearing.
The City Clerk read the ordinance by title only.
MOTION: Cousens moved and Hill seconded to pass the ordinance. The motion carried
by unanimous vote, White absent.
ORDINANCE NO. 2020-008, AN ORDINANCE relating to land use; vacating a public right-
of-way, in an alleyway that extends west of N 6th Ave., south of Fruitvale Blvd., in the City of
Yakima, Washington.
DEPARTMENT ITEMS
8. Ordinance amending the 2020 Budget for the City of Yakima; and making appropriations from
Unappropriated Fund Balances within various Funds for expenditure during 2020 for various
purposes including 2019 encumbrances (First Reading)
Steve Groom, Director of Finance and Budget, briefed Council on the ordinance noting it will
be brought back at the next meeting for action. The City Clerk read the ordinance by title only.
9. Discussion concerning offering a permanent employment contract to Interim City Manager Alex
Meyerhoff
Attorney Jeff Cutter briefed Council on the discussion of a permanent employment contract
with Interim City Manager Alex Meyerhoff.
MOTION: Hill moved and Cousens seconded to instruct the Human
Resources Director to move forward with a competitive recruitment process to fill the
City Manager position. After Council discussion, the motion carried by a 4-2 vote with Funk
and Byers voting no, White absent.
10. Other Business
MOTION: Cousens moved and Lund seconded to adjourn to an executive session
for up to 30 minutes to review complaints received against an elected official. The
motion carried by unanimous vote, White absent. Executive Session was held beginning
at 6:08 p.m. and extended by the Mayor at 6:38 p.m. for another 15 minutes beginning at 6:45
p.m. and adjourning at 7:00 p.m.
MOTION: Cousens moved and Lund seconded to bring a resolution to the next
Council meeting on April 21, 2020, a resolution to formally censure Councilmember

Jason White based on his inflammatory language and violations of our Code of Ethics,
this is step C1 of the policy (Council Rules of Procedures). After Council discussion, the
motion carried by unanimous vote, White absent.
11. Adjournment
MOTION: Cousens moved and Hill seconded to adjourn to the next City Council
regular meeting on April 21, 2020, 5:30 p.m. at City Hall. The motion carried by unanimous
vote, White absent. The meeting adjourned at 7:13 p.m.
