Open Discussion for the Good of the Order A. Coronavirus (COVID-19) update City Manager Harrison provided an update on COVID-19's effect on the City. B. Proclamations Pro Bono Week proclamation Mayor Byers proclaimed the week of October 25 through 31, 2020 as Pro Bono Week. ii. Careers in Construction Month Proclamation Assistant Mayor Cousens proclaimed the month of October 2020 as Careers in Construction Month. C. Presentations/ Recognitions/ Introductions Water Treatment Plant Receives Gold Certificate of Achievement for 10 years of Outstanding Performance producing drinking water Public Works Director Schafer, Water& Irrigation Manager Brown, and Water Treatment Plant Page 1 of 4 3 Supervisor Bond briefed Council on the Water Treatment Plant award.After Council discussion on the merits of the City's drinking water, MOTION: Funk moved and Macias seconded that we increase public education regarding Yakima's exceptional water quality and encourage drinking tap water rather than bottled water. The motion carried by unanimous vote, Hill and White absent. 3. Council Reports None. 4. Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Funk seconded to approve the consent agenda. R-2020-120,A RESOLUTION authorizing a contract with Mastercraft Concrete Finishing for the 4th Street Sidewalk Replacement Project. DEPARTMENT ITEMS 5. Resolution authorizing deferral of previously adopted 2021 airline and terminal building rate increases for the Yakima Air Terminal-McAllister Field Robert Peterson, Director of the Yakima Air Terminal, briefed Council on the resolution. The City Clerk read the resolution by title only. MOTION: Cousens moved and Funk seconded to adopt the resolution. The motion carried by unanimous vote, Hill and White absent. RESOLUTION NO. R-2020-121,A RESOLUTION authorizing deferral of previously adopted 2021 airline and terminal building rate increases for the Yakima Air Terminal-McAllister Field. 6. R-2020-122,A RESOLUTION authorizing a contract with Halme Construction, Inc Company, for City Project No. 2529, which provides for the excavation of municipal solid waste and wood waste, backfilling with clean material and remediation measures as required to protect groundwater and other environmental measures in the vicinity of Bravo Company Boulevard, the East-West Corridor and 1-82 ramps. 7. Other Business Councilmember Funk requested an update on plans for disbursement on money remaining from the Cares Act grant. City Manager Harrison stated there will be an update at the next meeting on the results of grants through YCDA. Finance& Budget Director Groom reported there is an update on page 2 of the COVID agenda item (2A). 8. Adjournment MOTION: Cousens moved and Lund seconded to adjourn to the next City Council regular meeting on Monday, November 2, 2020, at 5:30 p.m. at City Hall. The motion carried by unanimous vote, Hill and White absent.
