MINUTES
Council Members Present: Kathy Coffey, Bill Lover and Maureen Adkison
Staff Present: City Manager Don Cooper, Assistant City Manager Michael Morales,
Interim Police Chief Greg Copeland, Police Captain Jeff Schneider, Police Lieutenant
Mike Merryman, Police Officer Ritch Fowler, Fire Chief Dave Willson, Assistant City
Attorney Cynthia Martinez, Public Works Director Chris Waarvick and Police
Administrative Assistant Terri Croft.
Others present: Steve Magallan, Bill Duerr
The meeting was called to order by Chairperson Coffey at 3 p.m.
The agenda was modified to include reports on the Crime Free Rental Housing
program, Spillman update, police services volunteers, Cities of Service, and the lighting
• program. The review of the graffiti ordinance was removed from the agenda.
I. Gang .Free Initiative
The GFI Steering Committee continues to move forward into the action planning phase.
The ad hoc committee is pursuing a "triage center" concept and is working to identify
needs and available services. The committee has a preliminary site in mind for such a
center, however it is premature to discuss details at this point.
Press coverage of the Community Profile was discussed. Although the link to the profile
is on the front page of the City's website, coverage by other media has been between
limited and none. The Yakima School District will be hosting a parent forum on October
13 and the GFI will be showcased at that event.
Morales advised the committee that Magallan's contracted services would be ending
soon. A GFI Coordinator has not yet been selected. It was recommended that
Magallan be contracted on a retainer basis to help with the selection and transition of
the coordinator and continue to assist with grants. Funding has been identified in the
2011 police budget to continue Magallan's contract as well as pay for the coordinator
once found. It was MOVED by Coffey and SECONDED by Adkison to send the
proposed contract extension with Magallan to the full council on October 4, with the
recommendation of the committee to pass the contract. Motions PASSED unanimously.
The GFI quarterly report will also be presented to the full council at that meeting.
The committee was updated on a pending $2.2 million federal grant, which has been
de- funded. The GFI is still waiting to hear the decision on the County collaborative
grant and the Promise Neighborhoods grant.
II. Regional Fire Authority
Willson advised that District 11 will be the financier of the financial analysis document.
A draft has been prepared and should be finalized for the October 4 Council meeting.
III. Crime Free Rental Housing
Fowler updated the committee that the CFRH program is successfully continuing and
receiving more interest from landlords who are not part of the Yakima Valley Landlords
Association. Landlords are contact Fowler prior to him contacting them due to nuisance
issues to see how they can be proactive in the process.
Copeland advised that the format for the rental property notifications was being moved
to a computerized system and that there were some gaps in notification due to that.
IV. Spillman Update
Copeland provided a brief update on the implementation of the Spillman RMS and
advised there would be a more complete report in the October 4 council packet.
Copeland reiterated that Spillman is a county -wide system that is being used by all law
enforcement and many fire departments. When something comes up that is an issue
for YPD, all participating agencies must agree that there is a need fora revision to the
system rather than just being able to revise in- house. Accurate crime reporting to the
state and federal government is important, but has been slow to be implemented.
V. Light Program
Waarvick reported that Knobel Electric had been selected as the contractor to install the
31 additional street lights. Their bid was $54,000 and work is to start soon.
Adkison advised that Madison House has been experiencing extreme graffiti problems
and has no lighting. Waarvick advised that it is close to one of the areas identified for
new lighting. Merryman will contact Officer Haubrich to see about availability of a graffiti
camera in the area as well.
VI. Police Monthly Report
The police monthly report was presented for the committee's review.
VII. Citizen Participation
Bill Duerr of the Barge- Chestnut Neighborhood Association board spoke to the
committee about citizen involvement and volunteerism possibility to assist police.
Cooper advised that he would want a new police chief in place prior to starting such a
program.
VIII. Other Business
Martinez advised there is a draft of the new gang legislation for this session.. Coffey
requested copies of the draft for the committee members.
Coffey briefly discussed the Cities of Service program.
