'., °'.��" �^"�'�{".$�' :'. .. 55� c ' zillwrik � C fty ou> ia�;Com , � ttee M ee g Mvi es � '4 4 'f A • Counci(Economic Deve(opment Committee Wednesday, October 16, 2011 2:30 p.m. Council Members present: Maureen Adkison, David Edler Staff: Don Cooper, Michael Morales, Joan Davenport, Mark Kunkler Proposed Zoning Amendments: Joan Davenport gave a summary of the proposed zoning amendments that the Yakima Planning Commission will consider at a public hearing on October 19. The projected date for Council consideration is November 15. Update on medical marijuana ordinance: Mark Kunkler reviewed a draft ordinance that would amend Title 15 of the Yakima Municipal Code. A presentation for the full Council is on the October 18 Council agenda. After Council consideration it will go to the Yakima Planning Commission and then back to the full Council for final approval. Downtown Yakima Business Improvement District Status: Michael Morales reported that CDY' is still in the 40% plus approval range. CDY is trying to determine how long minimal services can be maintained. They continue to follow up on the unsigned petitions. • Councilmember Edler stated that a recommendation regarding the future of the DYBID should come from the Economic Development Committee and he outlined three options: 1) Council can take steps to initiate the DYBID; 2) the DYBID can end; 3) the city can take over the maintenance because the improvements are an economic driver. Discussion ensued regarding potential procedures and results of each, option. The • Committee approved a motion to bring a resolution to the full Council to enact the DYBID. Other Business: Edler said that he is not convinced that the committee structure is serving the Council well. He proposed a once -a -month study session format. • Councilmember Adkison agreed. Don Cooper. suggested that the study sessions cover a single subject. Edler asked for staff input and requested this be a topic for future meetings. • The next meeting of the Council Economic Development Committee will be Wednesday, November 2, 2011. aLutif 1?
