R-2011-152 A RESOLUTION Authorizing the Yakima City Manager to execute an Interlocal agreement with Yakima County Fire District 11 in the amount of $12,374.00 WHEREAS, The Yakima City Council has directed the Fire Chief to participate in a feasibility study concerning the formation of a Regional Fire Authority. WHEREAS, The Regional Fire Authority Feasibility Study Group has voted to employ the firm of Emergency Services Consulting International to perform the financial analysis portion of the feasibility study. WHEREAS, The Feasibility Study Group has voted to cost share the expense between the four participating agencies. WHEREAS, Yakima County Fire District 11 has chosen to be the financing agency for the financial consulting firm. WHEREAS, The Yakima Fire share of the $22,374.00 consulting fee will be $12,374.00 and will be funded from the current 2011 Yakima Fire budget. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: ADOPTED BY THE CITY COUNCIL this 4th day of October, 2011. 42)( ATTEST: Micah Caey, Mayor (300 C.3 Inter -local Agreement by and between the Cities of Union Gap and Yakima and Yakima County Fire District 10 and Yakima County Fire District 11 Whereas, the City of Union Gap, Yakima, Yakima County Fire District 10 and Yakima County Fire District 11 have agreed to and entered into a feasibility study of the formation of a Regional Fire Authority. Whereas, the City of Union Gap, Yakima, Yakima County Fire District 10 and Yakima County Fire District 11 participants in the Regional Fire Authority feasibility study group agreed to enter into contract with the firm of Emergency Services Consulting International to perform the financial study portion of the feasibility study project. Whereas, City of Union Gap, Yakima, Yakima County Fire District 10 and Yakima County Fire District 11 study group participants, in the interest of an unbiased study by ESCI have agreed to share the cost of the consulting firm. Whereas, the cost of the consulting contract of ESCI is $22,374.00 Whereas, City of Union Gap, Yakima, Yakima County Fire District 10 and Yakima County Fire District 11 participants agree to a cost share in the following amounts. • City of Yakima Fire Department - $12,374.00 • City of Union Gap Fire Department - $ 5,000.00 • Yakima County Fire District 11 - $ 2,500.00 • Yakima County Fire District 10- $ 2,500.00 Whereas, Yakima County Fire District 11 has agreed to be the contracting agency with ESCI. NOW, THEREFORE, in consideration of the following agreements set forth herein, it is voluntarily agreed upon by and between the City of Union Gap, Yakima, Yakima County Fire District 10 and Yakima County Fire District 11 that: The Yakima Fire Department will make payment to Fire District 11 in the amount of $12,374.00 by December 31, 2011 2. Union Gap Fire Department will make payment to Fire District 11 in the amount of 5,000.00 by December 31, 2011 3. Yakima County Fire District 10 will make payment to Fire District 11 in the amount of $2,500 by December 31, 2011 4. Yakima County Fire District 11 will make full payment to ESCI for financial analysis services. All parties hereby agree to abide by the terms and conditions set forth in this agreement. SUBMITTED BY: Dave Willson, Fire Chief CONTACT PERSON/TELEPHONE: Dave Willson, Fire Chief 575-6165 SUMMARY EXPLANATION: The proposed resolution authorizes and directs the City Manager to execute an interlocal agreement between the City of Yakima, City of Union Gap, Fire District 10 and Fire District 11 for a financial analysis of a Regional Fire Authority study. The City Council directed the Fire Chief to participate in a feasibility study concerning the formation of a Regional Fire Authority. The Study Group has established that a financial analysis is needed and voted that it should be performed by an independent agency. Emergency Services Consulting International has been selected by the study group and an agreement was reached to share the cost of the study between four participating agencies.
