Fire Chief RE: Regional Fire Authority update DATE: July 14, 2011 As reported in the last update (June 29 the study group has opted to employ a professional firm to perform the financial analysis of the Regional Fire Authority (RFA) feasibility study. We have contacted 3 consulting firms and arranged for a presentation from each firm to assist us in choosing the best viable consultant for our study. The Regional Fire Authority study group has now concluded Phase two of our feasibility study. The phases of the project are as follows: • Phase 1- Jurisdictional statistics, population growth, area growth, assessed valuation history and governance models of each jurisdiction. • Phase 2- Jurisdictional service levels histories, emergency call volumes, personnel level histories, response time, emergency coverage, depth of service, Fire ratings and special services provided. • Phase 3- Financial analysis of current service, jurisdictional budgets, future cost of an RFA, funding sources, and taxing options. • Phase 4- Options for future service, RFA, annexation, Service contract, No action or change. • Phase 5- Compilation of all information for recommendation report for elected officials of each jurisdiction. The financial study (phase 3) could take 3 months or longer. The study group meets monthly and moves at a pace determined by the group itself. We only move on after everyone is satisfied with subject coverage. The phases outlined are published on the RFA website that was provided in last month's update. Our next meeting in August will be to focus on the presentations of financial consultants and choose a proper firm for the study. Confidential Page 2 7/14/2011
