Open Discussion for the Good of the Order A. Coronavirus (COVID-19) update City Manager Harrison provided an update on COVID-19's effect on the City. B. Resolution approving extension of Mayoral Proclamation declaring emergency and order, if the Mayor issues a Proclamation extending the civil emergency proclamation and order due to COVID-19 City Attorney Cutter introduced the item. Lodging TaxAdviuury Committee Report Mayor Byers reported on the Lodging Tax Advisory Committee q-TAC) meetings. W. Page 3nf5 5 DEPARTMENT ITEMS 5. Consideration of support letter for People for People City Manager Harrison briefed Council on the request. MOTION: Funk moved and Hill seconded that the City Council provide a letter of support for the People for People grant application to WSDOT, and that we direct staff to finalize the wording, without requiring a further Council vote. The motion carried by unanimous vote, White absent. 6. Consideration of City Council response to Yakima County's request for assistance in HOME Consortium Program staffing Community Development Director Davenport briefed Council on the request.After discussion, staff recommended that the City Council encourage Yakima County to pursue a Request for Proposal (REP) process which would allow the City time to evaluate our capabilities to help and develop a proposal, if feasible. There were no objections. 7. Summary status of Cascade Mill Redevelopment Project Community Development Director provided an over-view of the project and partners. City Attorney Cutter summarized the Right-of-Way acquisition status and the Task#2 removal of wood waste, which will take place November through April. Council members expressed their appreciation for the work on this +roject. 8. R-2020-115,A RESOLUTION accepting Contract Number 20-6541 C- 377 Amendment A regarding the Coronavirus Relief Fund for Local Governments Contract provided by the Washington State Department of Commerce, Local Government Division. 9. Resolution amending the agreement with Yakima County Development Association (YCDA) regarding CARES Act grant funds to provide grants to small businesses and non-profit corporations affected by COVID-19 Senior Assistant City Attorney Watkins briefed Council on the amendment. Jonathan Smith, YCDA briefed Council on the status of the previous grants. The City Clerk read the resolution by title only. After Council discussion, MOTION: Lund moved and Cousens seconded to amend the language in the first amendment to the agreement between the City of Yakima and Yakima County Development Association to change the allocations of the additional $1.4 million dollars as follows: 1)$600,000 shall go towards small businesses; 2) approximately $800,000 should be allocated as follows: a) nonprofit corporations as defined in the agreement, which have a contractual relationship with the City may apply to receive Page 4 of 5 6 up to$30,000 and have first priority; b) non-profit corporations which provided services to the community during the pandemic may apply to receive up to $10,000 and have second priority; c) non-profit corporations which did not provide services to the community during the pandemic may apply to receive $10,000 and have third priority; under special conditions, it should be noted that nonprofit corporations'allocations should not be reduced due to the receipt of funds from the Paycheck Protection Program. Council Review of Proposed 2021 Budget- 1 of 4 City Manager Harrison provided a brief introduction to the 2021 budget. Steve Groom, Director of Finance & Budget, reviewed the 2021 preliminary operating budget and the 2021- 2025 capital budget. Council members discussed the budget and the need for a levy lid lift and agreed it must be specific and aggressively campaigned. 3. Council Review of Proposed 2021 Budget-2 of 4 City Manager Harrison provided a brief recap of the previous budget meeting. Steve Groom, Director of Finance & Budget, reviewed projects, debt and current economic status. Police Chief Murray reviewed the Police Department's budget reporting they currently have six vacant police officer positions, which will likely be filled in 2021. Councilmember Lund shared a concern she has with online crime reporting. Chief Murray and IT Services Manager Carney will look into the issues and report back to Council. City Manager Harrison noted the City has a very creative IT Department and is impressed with the amount of in-house programs the City has. He noted there are challenges in paying for ongoing maintenance expenses for many of the programs and stated the IT Department will bring a presentation on this issue at the October 13 meeting. Fire Chief Markham reviewed the Fire Department's budget including concerns about aging apparatus and fire stations. Councilmember Hill suggested reviewing revenue sources to replace aging apparatus in the first quarter. Councilmember Funk suggested Council consider a bond. io Community Development Director Davenport provided an overview on budgets for Planning, Codes and the Office of Neighborhood Development. Council members shared positive comments they've received from the community about the Department. Councilmember Hill stated the Council has too many priorities, and his top three are a balanced budget, public safety, to include relying more on Code Enforcement and less on law enforcement, and third, the mill site. Public Works Director Schafer reported on budgets for Public Works, Clean City Program, Refuse, Streets/Traffic, Transit, Engineering and Parks and Recreation. He shared how the divisions have been affected by the pandemic, with all essential services still being provided. He noted the community centers are closed due to the pandemic and therefore, the feasibility studies approved last year have been paused. Councilmember Hill recognized there is public safety through Community Development and Public Works and does not want them to endure perennial budget cuts. Councilmember Funk shared she is in favor of a rate increase for solid waste.Assistant Mayor Cousens stated she would appreciate a reminder sent to Council on where the City stands with recycling. Public Works Director Schafer noted currently there is no market for recyclables. Rob Peterson, Director of the Yakima Air Terminal, provided a PowerPoint presentation on the Airports budget. Councilmember Lund requested a staff report and detailed review and history of the Lodging Tax Advisory Committees criteria for reviewing and ranking of funds. • 3. Resolution amending the agreement with Yakima County Development Association (YCDA) regarding CARES Act grant funds to change the definition of non-profit corporation to include any non-profit corporation with federal tax exempt status Senior Assistant City Attorney Watkins briefed Council on the amendment. MOTION: Cousens moved and Lund seconded to amend the agreement between the City of Yakima and YCDA with regards to the CARES ACT grants to include all federal tax exempt non-profits to apply for funding. The motion carried by unanimous vote, White absent. MOTION: Funk moved to ask staff to prepare language to accommodate those two changes to provide for discretion with using remaining funds and get those late business license applications. The motion died for lack of a second. MOTION: Lund moved and Funk seconded to roll the $600,000 into the non-profits and any extra money, YCDA be granted discretion as far as funding late business license applications. Council Review of Proposed 2021 Budget-3 of 4 City Manager Harrison provided opening comments on todays budget review. Steve Groom, Director of Finance and Budget, recapped the previous budget session and provided a PowerPoint presentation on today's study session. Public Works Director Schafer reviewed the Real Estate Excise Tax (REET) 1 and 2 budgets. Parks and Recreation Manager Wilkinson reviewed the Parks and Recreation budget, including community partnerships that help support the parks. Mr. Schafer will provide follow-up information on the status of Safe Routes to Schools. Steve Groom, Director of Finance and Budget, described how the Lodging Tax Advisory Committee (LTAC) process is defined by RCW, including how the Committee made recommendations, which have been included in the preliminary budget. He reported how LTAC revenues dropped drastically due to COVI D-19. Mr. Groom stated the Council can accept the LTAC proposal or communicate changes to the Committee. Councilmember Lund shared her concern that the Capitol Theatre budget was reduced by 67% and feels the cuts should be more equitable. Council members also agreed the reductions should be across the board and perhaps the policy related to LTAC should be revised.After further discussion, MOTION: Lund moved and Hill seconded to send this proposal back to LTAC for review today. Councilmember Macias stated she would like to see salaries separated by department. Mr. Harrison noted this information will be brought back at Thursday's meeting. Council Review of Proposed 2021 Budget-4 of 4 City Manager Harrison introduced today's session. John Carney, IT Services Manager, provided follow up regarding the online application for crime reporting. Steve Groom, Director of Finance and Budget, provided an update on information requested from previous study sessions regarding salaries by department and debt capacity/maturity. Mr. Groom reviewed a PowerPoint, which included information on perpetual vehicle replacement financing. Fire Chief Markham reported on issues with aged apparatus and the ongoing costs for replacement. Councilmember Funk stated the costs are untenable and the City may need to bond before a crisis situation occurs. Steve Groom, Director of Finance and Budget, reviewed costs associated with Police vehicle replacement, noting ideally the City should replace 14 patrol cars each year, which is approximately$1 million dollars annually. 15 Police Chief Murray discussed vehicle replacement needs and repair costs. Councilmember Funk asked about reducing the number of vehicles and instead have a poke fleet pool with vehicles used 2-3 shifts per day. City Manager Harrison responded that the City has provided police take-home vehicles, which adds a union complication. He stated staff will bring back several financing options to Council first quarter 2021. Joan Davenport, Community Development Director, shared a PowerPoint regarding Mill Site development. City Manager Harrison advised staff is exploring opportunities for funding, including utilizing enterprise reserves, with additional information to be provided at the next Council meeting. Loretta Zammarchi, Solid Waste and Recycling Manager, reviewed a policy issue for a 5- year 3.5 percent refuse rate increase. Ms. Zammarchi discussed the lack of a market for recycling and increasing landfill rates. Council members discussed today's presentation and whether an additional study session is needed. Steve Groom, Director of Finance and Budget, reminded Council there are budget hearings scheduled on November 2 and 17, 2020. 3.
