ITEM TITLE: Consideration of staffing changes in City Hall building maintenance and Law and
Justice Center building maintenance

SUMMARY EXPLANATION:
In the Yakima Police Department's 2011 budget reduction plan, the Law and Justice Center
building superintendent position was eliminated leaving one FTE building maintenance
specialist at the law and justice center. In 2010, the City Hall building maintenance specialist
position was also eliminated. The management developed a plan to consolidate the Law and
Justice Center superintendent with City Hall's building superintendent. The Law and Justice
Center is a 24 -hour per day operation which utilizes trustees for maintenance and cleaning.
Trustees have to be supervised at all times and they do not provide a consistent standard of
service that is required for that facility.
Staff's proposal is to combine 2011 salary savings in City Hall building funds to create one FTE
building maintenance specialist position and split his /her time between City Hall and the Law &
Justice Center. This arrangement will add one FTE, yet still result in a net savings of $1,000 to
the general fund in the 2012 budget. The supervisor's functions could then be consolidated. In
2011, this position would be funded by the CED Director's salary savings. In 2012, the cost
would be split between CED and YPD. The building maintenance specialist position is in the
pay ordinance, and the salary range is $28,000 — 33,600, plus benefits.

BOARD /COMMISSION /COMMITTEE RECOMMENDATION: At their August 24, 2011 meeting
the City Council Budget Committee recommended approval of the proposed changes.
