K tt; «TF �Yak�ma Cit Council Commattee�Meetrn h ,Minutest sr s C ounciCEconomic (Deve fo pment ommatee C Wednesday, August 10, 2011 2:00 p.m. Council Members present: Maureen Adkison, David Edler, Bill Lover Staff: Greg Copeland, Jeff Cutter, Joan Davenport, Mark Kunkler, Jeff Schneider Downtown Event Representatives: Rick Austin, Don Eastridge, Rich & Julie Garrins, Gay Parker, Jamie Lee Stickel Special events permits & procedures: Joan Davenport reported that staff continues to work on the procedures for special event permits to improve the notification process and to ensure safety. Currently there are no restrictions on which streets may be utilized and there is no fee for the permit.. The proprietors of Yakima Mixed Martial Arts spoke about their event and their efforts to work with the neighboring businesses. Councilmember Adkison offered to contact the Westside Merchants Association to see if they . will be willing to participate in a discussion about the MMA event and other potential events. Jamie Lee Stickel of CDY said they see the events as great for the downtown but they have noticed a few clean up issues. She suggested the city may want to consider a security or clean up deposit at some point. Gay Parker from the Capitol Theatre said they really appreciate the improvements in the process; specifically the increased notification period. 411 Cruising: Adkison asked about procedures relating to cruising events. Davenport reminded that cruising is illegal within the city except by ordinance and noted that there is no cruising ordinance in place for 2011. Although the low riders group has asked to hold downtown cruising events both this summer and last, in both years the requests came too late to be accommodated. Greg Copeland and Jeff Schneider provided some history on previous low rider cruises and cruising in general. They noted that the problems typically encountered are not with the cruisers but with some spectators, including some gang elements. They reported that the south Yakima / Union Gap route used by the low riders in 2010 was successful and they have suggested the group continue to use it. • Downtown Yakima Business Improvement District Status: Stickel said CDY has secured signatures from two- thirds of business and property owners that are needed to reform the district. She related that their executive committee is reviewing options in case the effort falls short and that there are some reserve funds. Councilmember Edler would like to know sooner rather than later what the plans are for both CDY and the city. Councilmember Lover asked about scenarios such as a smaller district and actions that the Council can take. Jeff Cutter will look into the options.
