Details: I CONTACTED SUBJECTS WHO OCCUPY 3908 RIVER RD.
WHICH IS BOTH A HOME AND A BUSINESS LOCATION. THE
COMPLAINT STEMS FROM AGGRESSIVE PANHANDLERS ON THE S.E.
CORNER OF 40 AVE. AND RIVER RD.
I TOURED THE AREA AND OBSERVED THE PROBLEM LOCATION. THIS
IS A SMALL PATCH OF LAND THAT IS DOWN BELOW THE ROAD AND IS
MOSTLY HIDDEN FROM PLAIN VIEW. APPARENTLY, THE
PANHANDLERS ARE USING THIS FOR A RESTROOM AND LEAVING
TRASH. AT ONE TIME, APPARENTLY ONE OF THE PANHANDLERS
THREATENED THE HOME OWNER WITH ARSON. I ADVISED THEM
WHAT WE COULD DO LEGALLY WITH THE PANHANDLERS ALONG WITH
THE RESTRICTIONS. WE TALKED ABOUT SOME OPTIONS WHICH
WOULD INCLUDE CAMERAS THAT RECORD. (AT OWNERS EXPENSE) WE
SPOKE OF SEVERAL OTHER OPTIONS WHICH WE COULD UTILIZE.
I LEFT MY BUSINESS CARD WITH THEM , AS WELL AS MY PHONE
NUMBER. I ADVISED THEM THAT THEY COULD CALL ME DIRECT WITH
INFO. THAT. COULD ASSIST US WITH THIS PROBLEM. I ALSO ADVISED
THAT MY PHONE NUMBER IS NON EMERGENCY AND TO USE 911 FOR
URGENT CALLS.
THE OCCUPANTS OF THE RESIDENCE WERE RECEPTIVE TO WHAT I
HAD TO OFFER, AND STATED THAT THEY WERE THANKFUL FOR THE
ATTENTION. I ADVISED THEM THAT I WOULD PATROL THE AREA AS
OFTEN AS I CAN AND BE PRO - ACTIVE TO HOPEFULLY ALLEVIATE THIS
PROBLEM. I ADVISED THEM TO KEEP OPEN COMMUNICATION WITH
ME IN THE FUTURE. PLEASE CONTACT ME WITH ANY QUESTIONS OR
CONCERNS.
