Council: Mayor Patricia Byers, presiding (via speakerphone), Assistant Mayor Holly Cousens

2. Open Discussion for the Good of the Order
A. Oath of Office for City Manager Robert Harrison
City Clerk Claar Tee administered the oath of office to City Manager Robert Harrison.
B. Presentations / Recognitions / Introductions
i. Review and presentation of Downtown Association Yakima's 2019 Year
End Report
Andrew Holt, Executive Director, presented the Downtown Association of Yakima's 2019
Annual Report.
Council Reports
A.
Resolution approving extension of Mayoral Proclamation declaring emergency and
order, if the Mayor issues a Proclamation extending the civil emergency
proclamation and order due to COVID-19
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Funk seconded to adopt the resolution. The motion

carried by unanimous vote, White absent.
RESOLUTION NO. R-2020-096, A RESOLUTION extending the Mayor's Proclamation of
Civil Emergency and Order regarding a state of emergency in the City of Yakima due to the
coronavirus disease 2019 ("COVID-19").
After discussion and amendment, the following motion was approved: Funk moved and Hill
seconded to have staff provide a report regarding the advantages and disadvantages
of extending the civil emergency proclamation at the next Council meeting. The motion
carried by unanimous vote, White absent.
4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item 4C was removed from the
consent agenda. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion without
further discussion —see motion directly below.)
MOTION: Cousens moved and Macias seconded to approve the consent agenda. The
motion carried by unanimous vote, White absent.
A. Approval of minutes from the August 18, 2020 City Council regular meeting
B. Project Completion and Contract Acceptance for Selland Construction, Inc. City of
Yakima Project WF2489 WastewaterTreatment Facility Digester Cleaning
C. Item 4C was removed from the consent agenda
Items Removed from the Consent Agenda
A.
Resolution authorizing amendment to the agreement with OIC of Washington for
CDBG Funding for Youth Programming and Services at the Henry Beauchamp Jr.
Community Center
Public Works Director Scott Schafer briefed Council on the item.
The City Clerk read the resolution by title only.
MOTION: Funk moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote, White absent.
RESOLUTION NO. R-2020-097, A RESOLUTION amending an agreement with
Opportunities Industrialization Center of Washington (01C) to provide youth services and
programming in Yakima at the Henry Beauchamp Community Center.
MOTION: Hill moved and Lund seconded to direct the City Manager to contact OIC to
request a copy of OIC's latest audit specifically the section regarding the Henry
Beauchamp Center. The motion carried by unanimous vote, White absent.

Miller Park Improvements

Parks & Recreation Manager Ken Wilkinson briefed Council on the report.
Bertha Alicia Garza, business owner in Northeast Yakima and community member spoke on
her efforts to fundraise for Miller Park improvements. Council members thanked Ms. Garza for
her efforts.
6. Ordinance amending the 2020 Budget for the City of Yakima; and making appropriations from
Unappropriated Fund Balances within various Funds for expenditure during 2020 for various
purposes (First Reading)
Finance & Budget Director Steve Groom briefed Council on the item and stated this will be
brought back at the next meeting for passage.
The City Clerk read the ordinance by title only.
AN ORDINANCE amending the 2020 Budget for the City of Yakima; and making
appropriations from Unappropriated Fund Balances within various funds for expenditure during
2020 for various purposes described in the attached Schedule.
Other Business
MOTION: Byers moved and Cousens seconded to ask the City Manager to bring back
recommendations regarding ways to receive public comment at our next Council
business meeting. The motion carried by unanimous vote, White absent.
MOTION: Lund moved and Hill seconded that a DYBID assessment discussion be
added to the next agenda. The motion carried by unanimous vote, White absent.
MOTION: Funk moved and Hill seconded to discuss reviving and continuing the
COVID impact report at the next Council meeting. The motion carried by unanimous vote,
White absent.
MOTION: Funk moved and Hill seconded to add to the next agenda meeting
a discussion on beginning the budget process in depth. The motion carried by unanimous
vote, White absent.
8. Adjournment
MOTION: Cousens moved and Macias seconded to adjourn to the next Council
regular meeting on September 15, 2020, at 5:30 p.m. in the Council Chambers at City
Hall. The motion carried by unanimous vote, White absent. The meeting adjourned at 6:41
p.m.
