the twelfth annual conference featuring the highly effective Crime Free Programs. The
2011 conference is hosted by the El Cajon Police Department at the Handlery Hotel and

We invite you to join together with Crime Free Coordinators, police officers, crime
prevention practitioners, security specialists, property owners and managers as we work
together towards a goal of a Crime Free tomorrow.

S
Training Class Schedule
This conference will have information for you regardless if you're new to crime
prevention or an experienced professional. Have you tried to implement a targeted crime
prevention program before and found that crime statistics didn't go down? The Crime
Free programs are different! Each program has shown a statistical reduction in police
calls for service (as tracked, by the Mesa, Arizona Police Department). The programs
have been implemented in many parts of the world...and they work!
Who Should Attend?
This training is ideal for law enforcement, business owners, and managers that deal with
rental property like apartments, condominiums, hotels, motels, mini - storage, and
manufactured - housing. Regardless of your experience level, you are guaranteed to learn
something new at this conference.
For interested law enforcement professionals, there will be a 3 -day trainer certification
course starting on Sunday 7/10/11. This will be a train - the - trainer format taught by
national trainers currently running the programs in their jurisdiction.
For experienced professionals, who are already been running one or more programs, we
will offer development courses with cutting edge information and improvements that
have been created by the various jurisdictions and communities. These classes will fill in
the gaps in your training and take you to a new advanced level.
For the business professional and property owner or manager, learn how to make your
business safer and how to work with law enforcement. Everyone wins when we work
together!

Council Members
City of Yakima
129 North 2" Street
Yakima, WA 98901
Dear Council. Members,
On behalf of the Yakima Valley Landlords Association, please accept this letter as our expression of support for
the Yakima Police Department's Crime -Free Rental Housing Program, and the work of Lt. Tom Foley, Sgt.
Linda Watts, Officer Ritch Fowler, and administrator Lavonne Woody.
The recent Yakima Herald - Republic article by Chris Bristol, included a description of how the program is
presently viewed - and is worthy of being paraphrased:
Rather than enforcing the nuisance property ordinance in a punitive manner, Fowler uses the warning letter as
ti portunity to develop a relationship with the property owner and discuss the potential problems and
ons. This approach creates a cooperative partnership and will result in better outcomes....
As with any successful partnership the dedication of all participants is required. Many of our members find this
program vital as a tool to identify problem tenants. The Yakima Valley Landlords Association is dedicated to
the success and continuation of this program to ensure safer housing in the city of Yakima.
We appreciate the City Council's support for the Crime -Free Rental Housing Program.
Sincerely,
William "Bill" McLaughlin
Treasurer, Yakima Valley Landlords Association
