BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. 16. For Meeting of: September 15, 2020 ITEM TITLE: Public comment options SUBMITTED BY: Robert Harrison, City Manager Sonya Claar Tee, City Clerk SUMMARY EXPLANATION: At the September 1 , 2020 business meeting, Council asked the City Manager to bring back recommendations regarding ways to receive public comment at the next Council business meeting. The City Clerk researched how other cities throughout the state are accepting public comment, which are summarized below: A.)Written comment is accepted until several hours prior to the meeting. The commenters name, city of residence and a brief summary of the comment is read at the meeting. Cities following this practice: Mountlake Terrace, SeaTac,Auburn, Camas and C-Tran. Pros: time efficient. Cons: commenters may feel they are not being heard. B.) Public attends and speaks via Zoom video if signed up prior to the meeting.Agencies following this practice: Shoreline, Pasco, Richland, Kirkland, Renton, Shoreline and Port Townsend. Pros: commenters feel heard. Cons: can be difficult to hear/understand speakers, may be difficult to manage and not time efficient. C.) Many cities are only allowing written comment that is not read into the record, which is our current process.Agencies following this practice: Tacoma, Bellevue, Milton and Wenatchee. Pros: time efficient. Cons: commenters feel they are not heard. ITEM BUDGETED: STRATEGIC PRIORITY: APPROVED FOR SUBMITTAL BY THE CITY MANAGER RECOMMENDATION:
