MINUTES Roll Cali Council: Mayor Patricia Byers, presiding, Assistant Mayor Holly Cousens, Councilmembers, Kay Funk, Brad Hill, Soneya Lund and Eliana Macias (Councilmembers attended the meeting via speakerphone) Staff: Interim City Manager Alex Meyerhoff, City Attorney Jeff Cutter and City Clerk Sonya Claar Tee Absent: Councilmember Jason White 2. Open Discussion for the Good of the Order A. Coronavirus (COVID-19) update Interim City Manager Meyerhoff provided an update on COVID-19's effect on City services and finances. 3. Council Reports None. 4. Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion —see motion directly below.) MOTION: Cousens moved and Funk seconded to approve the consent agenda. Ordinance creating a policy for the display of flags at City Hall and other City of Yakima buildings ORDINANCE NO, 2020-019, AN ORDINANCE creating a policy for the display of flags at City Hall and other City of Yakima buildings. DEPARTMENT ITEMS 5. 2020 2nd Quarter Financial Report Steve Groom, Director of Finance and Budget, briefed Council on the 2020 2nd Quarter Financial Report. Fire Chief Markham, Police Chief Murray and Public Works Director Schafer also provided brief updates on budget perspectives including: maintenance and repairs on fleet, staffing, vehicle replacement demands and streets and traffic concerns. Ordinance amending the 2020 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2020 for various purposes (First Reading) Steve Groom, Director of Finance and Budget, briefed Council on the budget amendment and noted this will be on the next agenda for a second reading and approval. The City Clerk read the ordinance by title only. Direction from Council regarding City Manager Negotiations MOTION: Cousens moved and Byers seconded to appoint Brad Hill as part of the City Manager negotiating team. The motion failed by a 3-3 vote with Funk, Lund, and Macias voting no, White absent. MOTION: Lund moved and Funk seconded to adjourn to an executive session in accordance with RCW 42.30.110(1)(g) and 42.30.140(4)(b) for up to one hour to discuss contract negotiations with Mr. Harrison. The motion carried by unanimous vote, White absent and adjourning 6:40 p.m. At 7:40 p.m. Mayor Byers announced an extension of 15 minutes for the Executive Session. Executive Session was held and adjourned at 7:47 p.m. Mayor Byers announced staff has been provided direction in the city manager negotiations. CITY MANAGER UPDATE 8. Discussion regarding having a City presence at the Farmers Market Assistant Mayor Cousens reported on why she believes it's important to have a City booth at the Farmers Market. Councilmember Lund shared her concerns about community members congregating at a City booth during a pandemic. After Council discussion, MOTION: Hill moved and Lund seconded to suspend operations of the City booth at the Farmer's Market. The motion carried by unanimous vote, White absent. 9. Adjournment MOTION: Cousens moved and Funk seconded to adjourn to the next Council regular Page 3 of 4 206 meeting on August 4, 2020, at 4:30 p.m. in the Council Chambers at City Hall.
