2. Open Discussion for the Good of the Order
A. Coronavirus (COVID-19) update
Interim City Manager Meyerhoff provided an update on COVID-19's effect on City services
and finances.
B. Presentations/ Recognitions/ Introductions
Retirement recognition of Helen A. Harvey, Senior Assistant City
Attorney, for 25 years of service to the City of Yakima
City Attorney Jeff Cutter and Council members recognized Helen Harvey, Senior Assistant City
Attorney, on her retirement and 25 years of service to the City of Yakima.
ii. Review and presentation of Downtown Association Yakima's 2019 Year
End Report
Mayor Byers announced this item has been postponed.

4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item 4C was removed from the
Council agenda. The City Clerk read the Consent Agenda items, inoluding resolutions and
ordinances, by title. (Items o.n the Consent Agenda are handled under one motion without
further discussion—see motion directly below.)
MOTION: Cousens moved and Macias seconded to approve the consent agenda. The
motion carried by unanimous vote, White absent.
A. Approval of minutes from the August 4, 2020 City Council regular meeting

5. Public Hearing and Ordinance to consider amendments ko ai Development Agreement
submitted by Bruce Simpson concerning property at 3111 Teton Dr
Associate Planner Trevor Martin briefed Council on the item.
Mayor Byers opened the public hearing. Dustin Yaeger,Attorney representing the Memorial
Foundation, spoke in favor of the project. The Mayor closed the hearing.
The City Clerk read the ordinance by title only.
MOTION: Cousens moved and Lund seconded to pass the ordinance. The motion
carried by unanimous vote, White absent.
ORDINANCE NO. 2020-022,AN ORDINANCE authorizing and directing the City Manager

to sign an amended Development Agreement (City of Yakima Ordinance No. 2001-65—
Simpson Rezone & Development Agreement regarding 3111 Tieton Drive)with Bruce
Simpson, regarding property located at3i11TietonDrive.

G. Resolution authorizing termination of the lease agreement with Sunrise Outreach Center of
Yakima, a religious organization, to lease property adjacent to the wastewater treatment plant
for a temporary homeless encampment and to enter into a lease agreement with Grace City
Outreach, a religious organization, to lease property adjacent to the wastewater treatment plant
for m temporary homeless encampment
Senior Assistant City Attorney Sara Watkins briefed Council on the item. Councilmember Funk
shared her concerns about the agreement.
The City Clerk read the resolution by title only.
MOTION: Lund moved and Macias seconded to adopt the resolution. The motion
carried by unanimous vote, White absent.

Senior Assistant City Attorney Sara Watkins briefed Council on the item.
MOTION: Funk moved that the Council direct the imcwnmim0Ci0v Manager tw create m
transparent plan 0o pass along the homeless services provider data collected by the
Yakima Homeless Coalition, and the Yakima County Human Services office, m«»that
the Council can make informed dao|s|«»ms supporting our strategic goal of decreasing
homelessness. The motion died for lack o[asecond.
8. Other Business
Assistant Mayor Cousens thanked first responders for assisting our neighbors with the
/\htununn Ridge fire.
Councilmember Funk stated she sent a motion for tonight's meeting to all Council members
and then received an email about the email being a possible Open Public Meetings Act
(OPMA)violation. She stated she believes the OPMA has many grey areas and Council
members should be able to email all the other Council members about City business.Assistant
Mayor Cousens stated the Council should not be conducting City business via email, as it is
not open and transparent to the public.
Mayor Byers and Council members expressed their appreciation to Interim City Manager Alex
Mayarhof[for his work at the City o[Yakima these past nine months.

MOTION: Cousens moved and Lund seconded to adjourn to the next Council regular
meeting on September 1, 2020, at 5:30 p.m.in the Council Chambers at City Hall. The
inotion carded by unanimous vote, White absent. The meeting adjourned at 6:40 p.m.
