Roll Call All Council Members were present. Staff included City Manager Zais, City Attorney Cutter and City Clerk Kloster 2. Invocation /Pledge of Allegiance Assistant Mayor Cawley gave an invocation. A moment of silence was held in honor of the four Lakewood Washington police officers that were brutally killed. The Pledge of Allegiance followed. 3. Open Discussion for the Good of the Order • Proclamations ➢ Homeless Persons' Memorial Day Mayor Edler read a proclamation declaring December 21, 2009 as Homeless Persons' Memorial Date. Annette Rodriguez representing the Homeless Network accepted the proclamation. • Presentations /recognitions /introductions — None • • Status reports on prior meeting's citizen service requests ➢ Response regarding stormwater issue at 4108 Donald Drive (request from Andy and Wilma Mervos) Wastewater Manager Scott Schafer summarized a report that was prepared on this issue. ACTION: Motion carried to accept staff's recommendation and extend the stormwater program. VOTE: Unanimous • Appointments to Boards, Commissions and Council Committees ➢ Report regarding Lodging Tax Advisory Committee (request from State Fair Park) ACTION: Motion carried to deny the request to expand the Board and keep it as a seven - member panel. VOTE: Unanimous ➢ Charter Civil Service Commission ACTION: Motion carried to reappoint Beverly Warren to the Charter Civil Service Commission. VOTE: Unanimous 4. Consent Agenda Items 7 and 8 were added to the consent agenda. ACTION: Motion carried to adopt the consent agenda as read. VOTE: Unanimous *A. Consideration of approval of Council Minutes — None *B. Audience Participation. No one came forward to speak. CITY MANAGER'S REPORTS 6. Consideration of a motion approving the City of Yakima's 2010 state legislative priorities ACTION: Motion carried to move the legislative priorities forward and schedule a study session in July 2010 to discuss legislative priorities for 2011. VOTE: 4 -3, Lover, Ensey and Cawley voting no. *7. Consideration of a Resolution authorizing execution of an interlocal agreement with the State of Washington, Department of Ecology's Washington Conservation Corps for obstruction abatement in Wide Hollow Creek ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -167 *8. Consideration of a Resolution authorizing execution of an animal control agreement with the Humane Society of Central Washington for 2010 ACTION: Resolution adopted. Consideration of a Resolution authorizing execution of an agreement with the Committee for Downtown Yakima for maintenance, management and safety ambassador services in the Downtown Yakima Public Improvement District ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -171 *12. Consideration of a Resolution authorizing execution of an agreement with Yakima County Office of Aging and Long Term Care for the 2010 geriatric preventative foot care services program ACTION: Resolution adopted. Consideration of a Resolution authorizing execution of an agreement with Central Washington Range Conservancy, doing business as Sun Valley Shooting Park (SVSP) for use of their shooting range for weapons training and practice ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -175 ORDINANCES 16. Consideration of an Ordinance adopting a budget for the City of Yakima for 2010 ACTION: Motion carried to pass the ordinance. ORDINANCE NO. 2009 -59. VOTE: Unanimous *17. Consideration of an Ordinance amending the Yakima Municipal Code, Title 4, Health and Sanitation, Chapter 4.16 relating to 2010 refuse rates ACTION: Ordinance passed. ORDINANCE NO. 2009 -60 *18. Consideration of an Ordinance amending the Yakima Municipal Code regarding dog license fees ACTION: Ordinance passed. ORDINANCE NO. 2009 -61 19. Other Business ACTION: Motion carried to schedule a study session or a retreat at the discretion of the Mayor to review and update Council Boards and Committee assignments and to discuss Council attendance at the National League of Cities Congressional Conference / meetings with congressional delegates in Washington, DC in March 2010. VOTE: Unanimous 20. Adjournment at 4:11 p.m. ACTION: Motion carried to adjourn to to January 5, 2010 at 6:00 p.m. in the Council Chambers for the regular business meeting. VOTE: Unanimous 3
