HomeMy WebLinkAbout11/17/2009 00 Action Agenda ACTION ON YAKIMA CITY COUNCIL SPECIAL MEETING — STUDY SESSION NOVEMBER 17, 2009 — 5:00 — 6:00 P.M. COUNCIL CHAMBERS — YAKIMA CITY HALL 1. Roll Call All Council Members were present. Staff included City Manager Zais, City Attorney Cutter and City Clerk Kloster. 2. Regional Planning Issues Community and Economic Development Director Bill Cook advised Council that Yakima County has given notice they are withdrawing from the Regional Planning Commission (RPC) effective January 1, 2010. He briefly outlined the concerns the City has with this proposed action as it relates to regional planning, wastewater services outside city limits, annexation and the Four -Party Agreement. Joan Davenport, Planning Manager, summarized the recommendations from the Intergovernmental Committee for regional planning policy response. Mr. Cook asked Council for direction on how they wished to proceed with the recommendations so they could notify the County. The recommendations are as follows: • Regional Planning — City and County "go their own way" • Wastewater Services Outside City Limits — (1) Discontinue current policy. (2) Priority of new sewer investment inside existing City area, subject to "duty to serve" obligation • Annexation — No annexation in West Valley until Plan completed • Four -Party Agreement — Sign the Tolling Agreement and negotiate revised 4- Party Agreement After much discussion, Mayor Edler opened the floor for audience comments. John Hodkinson, Chair of the RPC, and Joe Walsh, representing the Central Washington Home Builders came forward to speak. ACTION: Motion carried to accept the recommendations from the Intergovernmental Committee and direct staff to prepare the necessary letter to the County. VOTE: Unanimous 3. Adjournment to the Council Business meeting at 6:00 p.m. in the Council Chambers ACTION: Council adjourned to 6 p.m. for the business meeting.
