SUBMITTED BY: Dave Willson, Interim Fire Chief CONTACT PERSON/TELEPHONE: Dave Willson, Interim Fire Chief /575 -6060 SUMMARY EXPLANATION: The City Council recognizes that the Emergency Medical Services Levy supports a valuable EMS system. The existing EMS Levy will expire at the end of the year 2012 and the elimination of this resource would reduce emergency response times and the ability of provider agencies to continue the delivery of standardized countywide Emergency Medical Services. The submission of such a proposition to the voters of Yakima County for their consideration on the November 2011 ballot is therefore found to be in the best interests of the people of Yakima. The City of Yakima supports the proposed ten -year, $.25 per thousand dollars of assessed value, county -wide EMS Levy for the ten -year period beginning in 2013 and continuing through the year 2023. Fire Chief RE: Talking points for resolution to endorse Countywide EMS levy DATE: June 13, 2011 The June 21 Council meeting contains two resolutions concerning the upcoming countywide EMS levy. This document concerns the second resolution. • • This resolution is brought forward by the Director of the g Y County Emergency Medical Services director. The director (Candice Hamilton) will be present with the county medical control officer (Dr. Acosta) to make a presentation asking for your endorsement as a full council. . • The Yakima Fire Department will receive $1,135,229.00 in year 2011 from the countywide $0.25 Ad valorem. • This revenue funds eight firefighter positions as well as funds close to $100,000 in Information Systems and Communications costs. • Countywide the tax supports all fire departments as well as provides continued medical training and certification. • This is not an increase in taxes. This is a continuation of the current EMS levy that is in effect through 2012. • The Yakima Fire Chief strongly recommends endorsing • this levy. 411 RESOLUTION NO. Emergency Medical Services Levy supports a valuable EMS system; and WHEREAS, the existing EMS Levy will expire at the end of the year 2012; and WHEREAS, the City Council recognizes the need for quality Emergency Medical Services; and . WHEREAS, the EMS Levy provides the resources to train and deliver Emergency Medical Services; and . WHEREAS, the elimination of this resource would reduce emergency response times and the ability of . provider agencies to continue the delivery of standardized countywide Emergency Medical Services; and WHEREAS, the submission of such a proposition _to the .voters of Yakima County for their consideration at the November 2011 election is therefore found to be in the best interests of the people of Yakima; and WHEREAS, in 2010, the stakeholders developed consensus around the future funding and operational plans for a 2013 -2023 EMS Levy and unanimously endorsed a ten -year, $.25 per thousand dollars of assessed value levy proposal; and WHEREAS, in accordance with RCW 84.52.069, Yakima County is seeking voter authorization of a ten -year EMS Levy of $.25 per thousand of assessed valuation for the period beginning in the year 2013 and continuing through the year 2023; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City of Yakima supports the proposed ten -year, $.25 per thousand dollars of assessed value, county -wide EMS Levy for the ten year period beginning in 2013 and continuing through the year 2023.
