SPECIAL MEETING
JULY 21, 2009

COUNCIL CHAMBERS
1. Roll Call
All Council members were present. Staff included City Manager Zais and City Clerk Moore.
2 Review proposed Yakima City Council Budget Priorities of Government
City Manager Zais advised that the Council Budget Committee had reviewed the
proposed "Yakima City Council Budget Priorities Model" pertaining to the 2009 year -end
data and preliminary 2010 revenue and expenditure projections, and was now
forwarding it to the full Council for their review and consideration. He explained the
Committee voted unanimously to accept the six General Government Budget Priorities
as presented, and assignment of the corresponding City Budget Service Units to each
budget priority.
Mr. Zais then explained the methodology behind the budget priorities model.
3. Audience Comments (9:30 a.m. — 9:45 p.m.)
Ben Soria thanked the Council for reviewing the information before making a decision to
change the budget process. He asked if the Council had considered parameters for
necessary reductions to the budget and was told that the City Manager was just starting
to meet with the department concerning areas for reduction.
Mr. Zais asked for direction from the Council with respect to the adoption of the Priorities
of Government Model for the City in order to proceed with the final development and
preparation of the 2010 General Government Budget.
ACTION: Motion carried to adopt the 2010 General Government Budget Model with
Management recommendations. VOTE: Unanimous
4. Adjournment — 9:38 a.m.
ACTION: Motion carried to adjourn to 12:00 noon for a working lunch meeting with the
Parks and Recreation Commission at the Harman Center. VOTE: Unanimous
