SUMMARY EXPLANATION: Staff continues to monitor activity at the federal level in regard to
the City's 2011 Department of Housing and Urban Development (HUD) Community
Development and Block Grant (CDBG) entitlement and its potential impact on City programs.
The City's Section 108 loan capacity is expected to decrease when the 2011 CDBG contract is
executed. However, there is a process that would allow the City's current Section 108 capacity
to be fully utilized prior to the execution of the 2011 CDBG contract. A change in the Section
108 loan process requires an amendment to the City's 2011 Annual Action Plan. In turn, an
amendment to the City's Action Plan requires a public comment process.

amendment to the City's 2011 Annual Action Plan in regard to the Section 108 loan process.
