R-97-188 A RESOLUTION authorizing the City Manager to sign a contract amendment with Huibregtse, Louman, Associates, Inc. (HLA) to perform engineering services during construction of 2,220 lineal feet of sewer force main and fittings with two clean outs, and one 72 inch diameter manhole. WHEREAS, in the operation of the City's Wastewater Facilities and to protect the health and welfare of the citizenry of Yakima, it is essential to have reliable sewage pumping stations; and WHEREAS, the City's Race Street lift station has demonstrated unreliability and unsuitable location; and WHEREAS, the relocation of Race Street Lift Station and the installation of the attendant force main and appurtenances is in the best interest of serving existing customers and new residential and commercial customers in a partially sewered area; and WHEREAS, City staff through City Council approval will purchase the required property, pumps and control panel, conduct appraisals, complete required environmental studies, and provide construction specifications and formally requested bids; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to authorize the City Manager to sign this contract amendment with HLA for the purposes of engineering services during construction, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Clerk and the City Manager are hereby authorized to sign this contract amendment with HLA for the contract price not to exceed $19,814.15. The changes to the agreement are described as follows: 1 Section 1, SCOPE OF WORK, is hereby changed to read See attached Exhibit B-1, Supplemental 11 Section IV, TIME FOR BEGINNING AND COMPLETION, ismended to1, change the number of calendar days for completion of the work to read December 111 Section V, PAYMENT, shall be amended as follows: as set forth in the attached Exhibit A, and by this reference made a part of this supplement. City of Yakima Fair Avenue Improvement Project Spruce Street to Pacific Avenue CONTRACT AMENDMENT NO. 5 TASK 7 - SERVICES DURING CONSTRUCTION EXHIBIT 5-1 Services During Construction - Race Street Sewer Force Main Task 7 of Exhibit B-1, Scope of Work, of the Original Agreement dated July 20, 1994, provided for services During Construction with the final scope of that work and fee to be determined. 1. The Race Street Sewer Force Main improvements will consist of installation of approxi- mately 2,200 LF of 8 -inch sanitary sewer force main and fittings with two cleanouts and one 72 -inch diameter manhole. 2. Furnish a qualified resident engineer who shall be on the job at aft times that significant work is in progress, whose duty shall be to provide surveillance of project construction for compliance with Plans and Specifications. 3. Provide one time only all vertical control and the horizontal base lines for this project The construction contractor will be responsible for all other construction staking, including offset points and grade. 4. Prepare daily progress reports on the Project. 5. Consult and advise the AGENCY during construction and make final review and report of the completed work with representatives of the AGENCY. 6. Review the construction contractor's acceptance sampling and testing for construction materials. 7. Perform measurement and computation of pay items. 8. Recommend progress payments for the construction contractor. 9. Prepare proposed Contract Change Orders when applicable. 10. Prepare and furnish reproducible record drawings and field notes of completed work in accordance with project field records. 11. Monitor the construction contractor's labor documents, including certified payrolls. Chris Waarvick, Wastewater Plant Superintendent Bruce Bates, Assistant Wastewater Superintendent CONTACT PERSON/TELEPHONE: Bruce Bates, 575-6078 SUMMARY EXPLANATION: Staff respectfully request City Council approval for the City Manager to approve a contract amendment with Huibregtse, Louman Associates, Inc. (HLA) for contract administration services for the Race Street Force Main. Services will include construction inspection and administration on the construction of 2,200 lineal feet of 8 inch force main and fittings with two cleanouts and one 72 inch diameter manhole. Funding for this project is in the adopted 1997 budget and has been previously assigned Project No. 1711. On 7/20/94 through resolution R-94-98 Yakima City Council approved a contract with HLA to design the relocation of a new sewer lift station and sewer force main. The new lift station will replace the existing Race Street lift station located at the corner of 15th Street and Race. Race Street lift station is unreliable and unable to accommodate projected sewer flows in the area. City staff with the approval of City Council will purchase the new property, new pumps, control panel, and conduct the required environmental assessments to prepare for this construction project.
