RESOLUTION NO. R-97- 99
A RESOLUTION authorizing and directing the City Manager and the City
Clerk of the City of Yakima to execute an amendment to the
current Agreement with the Southeast Neighborhood
Improvement Committee.
WHEREAS, the Yakima City Council previously approved a $15,000
grant to and execution of a corresponding agreement with the Southeast
Neighborhood Committee ("SENIC") to use for improvements (roof and porch
repairs) to the Ida Powell Estate; and
WHEREAS; on February 28,' 1997, the City of Yakima and SENIC
executed a formal agreement for utilization of said grant funds by SENIC; and
WHEREAS, SENIC requested that $12,000 ofthe grant funds be
reallocated for the purchase of architectural drawings, cost estimates, and
specifications necessary for the improvement and renovation of the Ida Powell
Estate and to assist with obtaining additional renovation funds from non -City
sources; and
WHEREAS, the City and SENIC desire to amend the agreement to provide
for a reallocation of $12,000 of the grant funds for said purpose; and
WHEREAS, the City Council deems it to be in the best interest of the City
of Yakima to execute the attached amendment to the current agreement with
SENIC for said purpose, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and the City Clerk of the City of Yakima are hereby
authorized and directed to execute the attached and incorporated amendment
to the current agreement with the Southeast Neighborhood Committee for the
purpose of reallocating $12,000 in grant funds for the purchase of architectural
drawings, cost estimates, . and specifications for the improvement and
renovation of the Ida Powell Estate.

Amendment to February 28, 1997 Neighborhood Improvement Project
Agreement between the City of Yakima and SENIC
THIS AMENDMENT is made and entered into by and between the City of
Yakima, a Washington State municipal corporation (hereinafter the "City") and
the Southeast Neighborhood Improvement Committee (hereinafter "SENIC").
WHEREAS, the Yakima City Council previously approved a $15,000
grant to and execution of a corresponding agreement with the Southeast
Neighborhood Committee ("SENIC") to use for improvements (roof and porch
repairs) to the Ida Powell Estate; and
WHEREAS, on February 28, 1997, the City of Yakima and SENIC
executed a formal agreement for utilization of said grant funds by SENIC; and
WHEREAS, SENIC requested that $12,000 of the grant funds be
reallocated for the purchase of architectural drawings, cost estimates, and
specifications necessary for the improvement and renovation of the Ida Powell
Estate and to assist with obtaining additional renovation funds from non -City
sources; and
WHEREAS, the City and SENIC desire to amend the agreement to provide
for a reallocation of $12,000 of the grant funds for said purpose.
NOW, THEREFORE, the City and SENIC agree to amend Exhibit "A" of
the Agreement to read in its entirety as follows:
1. $3,000.00 of the $15,000.00 grant shall be utilized by SENIC
to finance construction of fencing to secure the subject
property and to stabilize the south porch of the main
structure of the Ida Powell Estate.
2. $12,000.00 of the $15,000.00 grant shall be utilized by
SENIC to obtain professional architectural drawings, cost
estimates and specifications necessary for the improvement
and renovation of the Ida Powell Estate.
3. The total amount of the grant to SENIC under the Agreement
shall not exceed $15,000.00.
4. The contact person for SENIC is Maud Scott, 309 Union
Street, Yakima, WA 98901.
5. The contact person for the City of Yakima is Bill Cook,
Neighborhood Development Services Manager, 112 South
Eighth Street, Yakima, WA 98901.

6. Except to the extent modified in this Amendment, all other
provisions of the Agreement shall remain in full force and
effect.
IN WITNESS WHEREOF, the Clty and SENIC have executed this
AMENDMENT as of the date and year last written below.

SUMMARY EXPLANATION: At the November 19, 1996 City Council meeting, the 1997 Ida
Powell Restoration Project contract was approved for roof replacement, porch restoration and
other repairs in an amount not to exceed $15,000. The South East Neighborhood Improvement
Committee (SENIC) to date, has received authorization to spend up to $3,000 to secure the
property with fencing and to stabilize the south porch. South East Neighborhood Improvement
Committee (SENIC) is requesting that the present contract be amended to allocate the
remaining $12,000 for architectural drawings, cost estimates and specifications to solicit project
funding from non -city sources. Attached hereto for consideration and approval of the City
Council is a resolution and contract.
