HomeMy WebLinkAbout03/03/2009 00 Action Agenda ACTION ON YAKIMA CITY COUNCIL BUSINESS MEETING MARCH 3, 2009 COUNCIL CHAMBERS — YAKIMA CITY HALL 6:00 P.M. — PUBLIC MEETING 1. Roll Call All Council Members were present except Council Member McClure (excused). Staff included Assistant City Manager Zabel!, City Attorney Cutter and City Clerk Moore. County Commissioners Leita and Bouchey were present at 7:00 p.m. for the public hearings. Commissioner Elliott was absent. 2. Invocation /Pledge of Allegiance Assistant Mayor Cawley gave an invocation and led the Pledge of Allegiance. 3. Open Discussion for the Good of the Order A. Proclamations Mayor Edler read a proclamation declaring March 2009 as American Red Cross month. Stephanie Kinney accepted the proclamation. B. Special presentations / recognitions • Recognition of Mary Valladeres, Fire Code Inspector Bill Cook, Director of Community and Economic Development, announced that after more than eighteen years as a fire inspector and plan reviewer for the City, Mary Valladeres is leaving to become a Deputy Fire Marshall for the State of Washington. Joe Caruso, Acting Code Manager, presented Mary with a plaque for distinguished service. C. Status report on prior meeting's citizen service requests - None D. Appointments to Boards and Commissions - None 4. Consent agenda ACTION: Motion carried to approve the consent agenda. VOTE: Unanimous (McClure absent) *A. Consideration of approval of Council Minutes • Business Meetings — January 20 and February 3, 2009 ACTION: Council minutes were approved. *B. Consideration of approval of Council Committee Meeting Minutes • Neighborhood Development Committee — February 11, 2009 • Aquatic Task Force — February 12, 2009 ACTION: Council committee meeting minutes were approved. MARCH 3, 2009 5. Audience Participation Jennifer Wilde- McMurtrie and Stephanie Flynn, representing the Historic Preservation Commission, and Lynne Kittelson, spoke against the imminent demolition of the "A" Street buildings, which are owned by the County. They asked for help from the Council to save the historic buildings. 7:00 PM — PUBLIC HEARINGS 6. Joint Open Record Public Hearing with Yakima County to consider the Regional Planning Commission's recommendation on the proposed amendment to the Adult Business Ordinance Joan Davenport, Planning Manager, gave an overview of the proposed amendment to the existing ordinance that the Regional Planning Commission recommended. Commissioner Leita referred to the inactive Joint Board that was formed to oversee the Regional Planning Commission process and believed it should become active again. Mayor Edler opened the public hearing and Jeff Sorenson from the Grapevine Video Novelty and Tracie Tobia from Eve's Garden spoke. They said they had not received copies of the proposed amendments and were unable to review them before the hearing. Mayor Edler closed the public hearing. ACTION: Motion carried to reconvene the hearing at the March 24, 2009 Business Meeting. VOTE: Unanimous (McClure and Elliot absent) 7. Joint Open Record Public Hearing with Yakima County to consider requests to amend the Comprehensive Plan: A. Amend zoning at 1023 South 32n Avenue to Local Business (B -2), requested by Heidi Anderson B. Amend zoning at 22 Ranchrite Road to Central Business District Support (CBDS), requested by Larry Dean Hull C. Amend zoning at 1019 & 1021 S. 10 Avenue to Local Business (B -2), requested by Maria E. Chavez County Commissioners excused themselves from the hearing stating it didn't concern them since all the properties were in the city. Joan Davenport, Planning Manager, explained all three requests in detail. Mayor Edler opened the public hearing and Larry Hull spoke in favor of amending the zoning at Ranchrite Road. Mayor Edler closed the hearing. ACTION: Three separate motions carried to amend the zoning at each requested location. VOTE: Unanimous (McClure absent) 2 MARCH 3, 2009 CITY MANAGER'S REPORTS 8. Consideration of approval of 2009 City Council federal priorities Michael Morales, Deputy Director of Community and Economic Development, gave an update of the federal priorities that City officials will be discussing at meetings this month in WA, DC with congressional and federal agencies' staff. ACTION: Motion carried to approve the federal priorities. VOTE: Unanimous (McClure absent) *9. 2007 State Audit — Accountability Report ACTION: The report was accepted *10. Consideration of a Resolution authorizing execution of a Memorandum of Understanding between the Washington State Patrol and Yakima Police Department for transferring data ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -40 *11. Set date of Final Public Hearing for March 24, 2009 on the 2008 Consolidated Annual Performance Evaluation Report ACTION: March 24, 2009 was set as the date for the final public hearing. ORDINANCES *12. Second reading of an Ordinance amending the 2009 Budget for 2008 Year -End Encumbrances ACTION: Ordinance passed. ORDINANCE NO. 2009 -08 13. Other Business Mayor Edler advised that a recent press release announced Yakima could receive almost $1 million for the Nob Hill Boulevard project. Mayor Edler asked what the dollar amount of the recent decrease in sales tax was; Assistant. City Manager Zabell clarified it was approximately $660,000 in the General Fund, as well as other reduced projected revenues in the 2009 budget. Management staff and the Council Budget Committee will be reviewing priorities and closely examining service units. 14. Adjournment -- 7:54 p.m. ACTION: Motion carried to adjourn to March 24, 2009.
