R-98- /C A JOINT RESOLUTION OF THE CITY OF YAKIMA AND YAKIMA COUNTY renaming the jointly owned airport "Yakima Air Terminal - McAllister Field WHEREAS, pursuant to chapter 14.08, and by the Joint Air Terminal Operations Agreement dated June 30, 1982, the City of Yakima and Yakima County jointly own and operate the airport currently named "Yakima International Airport - McAllister Field" at Yakima, Washington; and WHEREAS, the Airport does not currently serve aviation activities which meet pertinent Federal Aviation Administration ("FAA") regulatory criteria for using the word "International" in the Airport's name; and WHEREAS, the FAA has advised the Airport that it is not proper to include "International" in the Airport's name in order to avoid confusion to users; and WHEREAS, it is in the best interest of the County and the City, that the Airport be renamed to conform with the regulations and advice of the Federal Aviation Administration, now, therefore, BE IT RESOLVED BY THE BOARD OF YAKIMA COUNTY COMMISSIONERS AND THE CITY COUNCIL OF THE CITY OF YAKIMA: The airport owned jointly by the County and the City shall henceforth be known by the name: "YAKIMA AIR TERMINAL - MCALLISTER FIELD" and the Joint Air Terminal Operations Agreement dated June 30, 1982, is hereby amended accordingly. According to the letter from the FAA, since the Yakima Airport no longer has customs or any international operations per the FAA definitions, the "international" definition should be removed from the airport name to avoid confusion by users. The Seattle Civil Aviation Security Field Office has requested clarification regarding the name. Dear Yakima City Council and Yakima County Commissioners: We have received correspondence from the Federal Aviation Administration (attached) concerning the term "international" in the airport's name. FAA regulations defines an intemational airport as (1) an airport of entry designated by the Secretary of Treasury or by Customs Service as an international airport for customs service, (2) an'airport where specific permission to land must be obtained from Customs Service, (3) an airport designated under the Convention on International Civil Aviation as an airport for use by international operations, and (4) an airport which is designated under ICAO rules for international entry and departure. As stated by Mr. Paul Johnson, FAA, Seattle ADO, "Since the Yakima Airport no longer has customs or any intemational operations per the definitions, the "international" definition should be removed from the airport name to avoid confusion by users." Additionally, the Seattle Civil Aviation Security Field Office has requested clarification regarding the name. Therefore, we feel it would be appropriate to change the uofficiar name from Yakima International Airport - McAllister Field to Yakima Air Terminal - McAllister Field. In order to accomplish this, both the Yakima City Council and the Yakima County Commissioners would be required to enact resolutions denoting the name change. Again quoting Mr. Johnson's letter, "A name change request must be submitted as a resolution, minutes of a City and County council meeting, or an official letterhead signed by an authorized representative of the airport sponsor with documentation from the airport sponsor along with a memo requesting appropriate documents." Our guidance on this subject is as follows: Federal Aviation Administration Order 1000.15A defines international airport in so many words as (1) an airport of entry designated by the Secretary of Treasury or by Custom Service as an international airport for customs service, (2) an airport where specific permission to land must be obtained from Customs Service, (3) an airport designated under the Convention on International Civil Aviation as an airport for use by international operations , and (4) an airport which is designated under ICAO rules for international entry and departure. Since the Yakima Airport no longer has customs or any international operations per the definitions, the "international" definition should be removed from the airport name toavoid confusion by users. A name change request must be submitted as a resolution, minutes of a City and County council meeting, or an official letterhead signed by an authorized representative of the airport sponsor with documentation from the airport sponsor along with a memo requesting appropriate documents. Suite 230 Renton, Washington 98055-4056 Tel: (425) 227-2730 Fax: (425) 227-1930 While approving your Airport Security Program (ASP) and changes thereto, I noticed that the letterhead was showing "Yakima International Airport, McAllister Field". I then looked in the ASP and found that the title of the airport was shown as "Yakima Air Terminal". Which is correct? If Yakima Air Terminal is correct I have no problem with the way the ASP is written, but if '`Yakima International Airport, McAllister Field" is correct then we will need the ASP changed accordingly. I understand that you have recently lost your U.S. Customs capability and that may have a bearing on the name of your airport also.
