A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima
to execute a contract amendment with Huibregtse, Louman
Associates, Inc. for Emergency Design and Construction related to
Replacement of the Industrial Waste Interceptor at the Wastewater
Treatment Plant.
WHEREAS, the City of Yakima has a responsibility to transport, collect, and treat
industrial wastewater from Del Monte Inc. in a manner prescribed by the Department of
Ecology; and
WHEREAS, approximately 300 lineal feet of the 36 inch sewer line used to convey
and collect industrial wastewater from Del Monte has deteriorated to the point of
potentially polluting groundwater at the Wastewater Facility; and
WHEREAS, the City of Yakima has identified the need for specific engineering
services to correct this deteriorated line and appurtenances; and
WHEREAS, the City of Yakima has selected an engineering firm from the City of
Yakima's rooster of qualified engineering professionals in compliance with applicable
State requirements for acquisition of professional services; and
WHEREAS, a contract; agreement already exists with Huibregtse, Louman
Associates, Inc. to provide these services to the City of Yakima and an amendment to
that existing agreement is in the best interest of the City of Yakima, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and City Clerk are hereby duly authorized to execute a contract
in substantially the same form as the attached and incorporated Agreement for
professional Wastewater services with Huibregtse, Louman Associates, Inc. and other
documents relating to the design and construction of this project for the City of Yakima.

All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days
for completion of the work to read July 31, 1998.

Section V, PAYMENT, shall be amended as follows:
as set forth in the attached Exhibit A, and by this reference made a part of this supplement.
The maximum amount payable under this agreement as supplemented inclusive of all fees and other costs
is now $ 317,356.28 .

EXHIBIT B-1
Plans. Specifications, and Estimate (PS&E) - City Sewer Main Additions and Improvements at Wastewater
Treatment Plant
Task 6 of Exhibit B-1, Scope of Work, of the Original Agreement dated July 20, 1994, provided for additional
services for improvements and/or additions to the sanitary sewer collection system in the project area. Scope
of Work and fees to be determined 'upon authorization to proceed with the Task.
1 Meet with the City Wastewater Division to determine the extent of the improvements to
approximately 300 LF of Industrial Waste Influent Line at the Wastewater Treatment Plant.
2. Research various options and approximate costs for constructing the desired improvements to
the Industrial Waste Influent Line, including slip -lining and cut and cover operations.
3. Submit information obtained from Item 2 to the Wastewater Division personnel and review the •
options.
Perform field topographic surveying of the project area to show physical features and
underground utilities of record along the proposed pipeline replacement alignment as well as the
location of the Industrial Waste Influent pipeline.
Prepare a project plan drawing showing the topographic information obtained in Item 4 and the
work to be constructed.
Prepare contract documents, including specifications, for construction of the improvements,
based upon the option selected by the City Wastewater Division.
Review the plans and specifications with the Wastewater Division, with follow-up as required.
Print up to thirty (30) sets of plans and specifications for distribution"for bidding.
9. Prepare the advertisement forbids and distribute the plans and specifications for bidding.
10. Prepare and issue Addenda as required.
11. Schedule and attend a pre-bid conference.
12. Attend and assist at the bid opening.
13. Prepare bid summaries.
14. Evaluate the bids and make recommendation for Construction Contract award.
15. Assist the City in preparing copies of the Construction Contracts for signing by the City and the
Contractor. •

Bond and Insurance, Affirmative Action requirements, and issuance of Notice to Proceed to be

SUMMARY EXPLANATION:
Staff respectfully requests City Council approval of the attached resolution
authorizing the City Manager to execute the attached amendment with
Huibregtse, Louman Associates, Inc. for Emergency Design Replacement of
Industrial Waste Interceptor at the Wastewater Treatment Plant. The main 36
inch line, which transports industrial wastewater to the: facility for treatment is
deteriorated, leaking, and potentially causing groundwater problems at the
Wastewater Plant. It is necessary to repair or replace this line before pear
processing begins in Mid -August. Funding for this project is available in the
476 wastewater collection system project fund.
