RESOLUTION NO. R-98- 5 8
A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima.
to execute an amendment to the Professional Engineering and
Consulting Services Agreement with Dames & Moore, Inc. for the
purpose of obtaining an environmental compliance audit for the City
Public Works facility at 2301 Fruitvale Boulevard, Yakima,
Washington.
WHEREAS, under federal and state law, the City requires a focused
environmental compliance audit concerning air quality, ventilation systems and
potential corrective measures at the Public Works Facility located at 2301 Fruitvale
Boulevard; and
WHEREAS, the City does not have the staffing levels or specialized expertise
necessary to provide said environmental compliance audit; and
WHEREAS, pursuant to City Council authorization, the City previously
executed a Professional Engineering and Consulting Services Agreement
("Agreement") with Dames & Moore, Inc. on August 16, 1995 for the purpose of
obtaining environmental audit services; and
WHEREAS, pursuant to City Council authorization the parties have previously
amended the aforementioned Agreement on a number of occasions for additional
environmental audit services; and
WHEREAS, Dames & Moore, Inc. is willing to perform the environmental
compliance audit for the Public Works Facility in accordance with terms and conditions
of the August 16, 1995 Agreement with the City as previously amended and as
modified by the attached Amendment; and
WHEREAS, the City Council deems it to be in the best interest of the City of
Yakima to authorize execution of the attached Amendment to the August 16, 1995
Agreement with Dames & Moore, Inc., now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and City Clerk of the City of Yakima are hereby authorized
and directed to execute the attached and incorporated Amendment to the Professional
Engineering and Consulting Services Agreement with Dames & Moore, Inc. for the

facility at 2301 Fruitvale Boulevard, Yakima, Washington.

We are pleased to submit this proposal to the City of Yakima, Public Works Department. This
proposal represents what Dames & Moore understands is necessary to investigate air quality and
ventilation requirements and make recommendations for improvements. The following
paragraphs describe the work we are proposing to provide, and our cost for performing those
services
SCOPE OF WORK
Dames & Moore proposes to make a one -day visit to the site to gather pertinent data on the
existing facility configuration. We will evaluate and analyze the work requirements and gather •
information from supervisors on the Ventilation system operations. Based on our findings and
data provided by the Client, we will make recommendations for facilities corrections and
improvements and if appropriate, operating procedures.
DELIVERABLES
Dames & Moore will prepare a letter.report for the stated Scope of Work to include:
• " Code compliance analysis
• Ventilation system analysis
• Mechanical systems upgrade recommendations
• Air quality monitoring system recommendations
We will prepare drawings in our standard format for•CADD drawings.
CLIENT SUPPLIED ITEMS
Dames c.: Moore requires existing facilities design data in the form of drawings and/or
specifications. The City of Yakima also needs to make available knowledgeable personnel to
assist Bovay in the field portion of the investigation.

SCHEDULE
We anticipate that the efforts described in the Scope of Services can be completed within 4 weeks
from receipt of the City of Yakima's written Notice to Proceed.
DESIGN FEE
Dames & Moore proposes to complete the professional services described in the Scope of Work
on a time and material basis. We estimate that the Scope 'of Work described in the previous
paragraphs to be $4,385.00. Dames & Mooreanticipates performing the work described in this
proposal in accordance with the Terms and Conditions of the existing Agreement between the
City of Yakima, Washington and Dames & Moore, Inc. for Professional Services, dated'August
16,1995 and as amended and approved by City Council February 18, 1997. Any required tasks,
which are not within the Scope of Work described in this proposal, will also be performed on a
time and material basis, and at the unit prices provided on the enclosed "Attachment A, Rate
Schedule".
If the Scope of Work presented in this proposal is acceptable, then please complete the attached
authorization page and return a copy to us.

SUMMARY EXPLANATION:
The staff requests City Council approval of a resolution authorizing the City Manager to
execute the attached contract as an addendum to an existing contract that Dames and
Moore has with the City for similar environmental audit services performed at the City's
Wastewater Treatment Facility and other facilities. The specific purpose of the addendum
is to provide a focused environmental compliance audit concerning air quality and specific
ventilation systems and recommending corrective actions to bring into compliance areas
that may be found out of compliance at the Public Works Facility located at 2301
Fruitvale Boulevard.
The result of the study is to provide a basis for developing future plans and capital
improvements that will achieve compliance with mandated regulatory and safety
standards overseen by federal and state regulatory agencies. The not to exceed amount for
the scope of work is placed at $4,350.
