RESOLUTION NO. R-98- 15 8
A RESOLUTION authorizing and directing the City Manager of the City of Yakima to
execute an amendment to a previous architectural services
agreement with Wardell Architects, P.S. in order to ratify additional
professional services in the form of a lead and asbestos survey and
the development of technical specifications for the removal of
asbestos at the Police Center Annex, 200 block, South Second Street,
Yakima, Washington.
WHEREAS, the City desires that certain demolition and improvements be
performed regarding the Police Center Annex, 200 block, South Second Street, Yakima,
Washington; and
WHEREAS, the City required professional architectural services to develop
specifications for and oversee construction activities regarding certain demolition and
improvement work to the Police Center Annex, 200 block, South Second Street, Yakima,
Washington; and
WHEREAS, on August 4, 1998, the City Council authorized execution of an
architectural services agreement with Wardell Architects, P.S., for said services; and
WHEREAS, in addition to the architectural services specified in said agreement,
in accordance with requirements of the Department of labor and Industries it was
necessary to have a good faith survey conducted to determine whether lead and/or
asbestos were present at the Police Center Annex; and
WHEREAS, a lead and asbestos survey was conducted by Fulcrum
Environmental Consulting at the direction of Wardell Architects, P.S.; and
WHEREAS, said survey indicated that asbestos is present at the Police Center
Annex and must be removed in order to complete the improvements to the building;
and
WHEREAS, it order to remove the asbestos, it was necessary to have appropriate
technical specifications developed; and
WHEREAS, such technical specifications were developed by Fulcrum
Environmental Consulting at the direction of Wardell Architects, P.S.; and
WHEREAS, Wardell. Architects, P.S., is requesting and the Police Department is
recommending that the architectural services agreement be amended to reflect the
performance of these additional services; and
WHEREAS, the City Council deems it to be in the best interest of the City of
Yakima to authorize execution of the attached . amendment to the architectural services

agreement with Wardell Architects, P.S., regarding the Police Center Annex, in order to
ratify additional professional services in the form of a lead and asbestos survey and the
development of technical specifications for the removal of asbestos at the Police Center
Annex, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to
execute the attached and incorporated amendment to the architectural services
agreement with Wardell Architects, P.S., in order to ratify additional professional
services in the form of a lead and asbestos survey and the development of technical
specifications for the removal of asbestos at the Police Center Annex, 200 block, South
Second Street, Yakima, Washington.
ADOPTED BY THE CITY COUNCIL this 15th of December, 1998.

Dear Mr. Zais
As a part of the remodeling project we have determined that the State Labor and Industries requirements
for Good Faith Surveys for asbestos and lead apply. Fulcrum Environmental Consulting is qualified to
provide such services and we have retained them for this work subject to your approval. Their findings
indicate asbestos is present in the area of the building affected by the remodeling. Technical
specifications for approved removal of the asbestos must be prepared and we recommend Fulcrum for
this work as well. We recommend incorporating the asbestos related consulting into our current
professional services contract.

Asbestos removal will be carried out as a part of the general contract for construction. This should be the
most cost effective approach to the work.

ITEM TITLE: Consideration of a Resolution Authorizing and Directing the City
Manager and the City Clerk of the City of Yakima to Amend an
Architectural Services Agreement with Wardell Architects, P.S., for
Asbestos Removal Costs Associated with the Police Annex

SUMMARY EXPLANATION:
On August 4, 1998, Council approved an agreement with Wardell Architects, P.S., to
prepare specific drawings and oversee the remodeling of the former Butler Building, now
known as the Police Annex, for the purpose of vehicle storage (City Contract No. 98-82,
Resolution No R-98-116).
That contract did not include any costs associated with asbestos identification. This
resolution will authorize Wardell Architects, P.S., to pay Fulcrum Environmental Consulting
who performed a detailed hazardous materials survey and Asbestos Technical
Specifications Report. This survey and report was required by Federal guidelines before
any remodeling work can be conducted.
The original authorized contract amount was $4,500. The costs associated with the survey
amount to $3,405. If approved, this amendment will bring the new contract amount to
$7,905 for this project.
Following Council's approval of this amendment, the asbestos removal will be carried out
as a part of the general contract for construction.
